Most people who contact us are not shopping for a courier. They have a date, set by a visa approval or a job posting, and a pet that cannot simply be put on a plane. Then they hit the part nobody mentions: a MAQIS import permit cannot be filed by the owner. It must go through an agent authorised by the department.

The common assumption is that pet relocation Malaysia agencies mostly find flights and add a markup. In practice the flight is the easy part. What fills the working week is sequencing.
A rabies vaccination has to come after the microchip, or the record is void. A blood sample drawn too early expires before travel; drawn too late, it blocks the flight. A health certificate issued more than seven days before departure is refused at check-in. Miss the order and the chain restarts.

Which Countries Skip Malaysia's Pet Quarantine?
Malaysia's Department of Veterinary Services splits origin countries into scheduled and non-scheduled. Pets from scheduled countries enter without quarantine if every condition is met. Everything else is detained at the KLIA quarantine station for not less than seven days.
This classification decides more about an inbound move than breed, airline or season. It is also the fact people most often get wrong, because the two DVS regulations defining it sit in separate documents.

Seven days is a floor, not a fixed term: the DVS non-scheduled regulation allows extension up to six months on a case-by-case risk assessment.
Scheduled status is also conditional. The scheduled-country regulation requires an ISO 11784/11785 microchip, a rabies vaccination before export, and a government health certificate issued within seven days of departure. Miss one and the exemption falls away. DVS can also suspend imports from any country at any time, so we re-check classification at quoting. Scheduled status is a conditional exemption, not a country's permanent property. It holds only if microchip, vaccination and certificate timing are all correct.

How Long Does an International Pet Move Take?
Anywhere between two weeks and well over a year, depending entirely on destination. Pet relocation Malaysia timelines are set by the longest fixed waiting period the destination imposes, usually a rabies antibody test followed by a mandatory hold, or a quarantine booking queue.
Owners budget time the way they budget a house move: a few busy weeks near the date. Pet moves do not work that way. The clock starts with a blood sample, and no amount of money shortens it.

Hong Kong shows how a queue, not a rule, does the damage. Malaysia sits in AFCD's Group IIIA, carrying a minimum 30-day quarantine. AFCD puts the average wait for a government quarantine space at about three months for dogs and six for cats, and tells owners to book ahead. Add the 90-day hold after the antibody test and the rule is 30 days while the planning runs close to a year, as our Hong Kong pet relocation page sets out.
Japan runs on arithmetic instead. Under Japanese Animal Quarantine Service guidance, day zero is the blood draw date, and the pet must stay outside Japan for 180 days from then. Arrive early and the balance is served in detention on landing. We work backwards from that on every Japan pet import and export file.
Ask your destination's waiting period before booking flights or signing a tenancy. It is the one part of the timeline that cannot be compressed.

International Pet Shipping Malaysia Costs: What Sets the Price
Every move is quoted individually, because cost follows crate size and destination rules rather than distance. As a planning guide, short regional routes typically start from around RM3,000, while long-haul managed routes run into five figures.
We publish bands rather than one number, because two moves on the same route can differ by thousands of ringgit. A 4kg cat and a 38kg dog are the same flight and completely different freight.

What actually moves a quote, in rough order of impact:
- Crate footprint. Air freight is charged on volumetric weight, so a large dog's crate can cost several times a cat's.
- Quarantine days. Government boarding is billed per day and paid by the owner, on top of the relocation fee.
- Test and vet load. Titre testing, boosters and parasite treatments differ sharply between destinations.
- Routing. Direct cargo costs more per kilo than a connection, and often saves more in delay than it costs.

Where the Months Actually Go in a Pet Move
Almost all of a pet relocation timeline is waiting, not working. On a long-haul export, the mandated hold after the rabies antibody test can consume more than three quarters of the calendar, while paperwork and flight day take days.
Set a short regional move beside a long-haul one and the timelines look nothing alike.

On a long-haul export, roughly four fifths of the calendar is a waiting period nobody can shorten.
So owners lose time at the beginning, not the end. A family starting eight weeks out on a route needing a 180-day hold has already lost the date they wanted. The same logic governs the slot at the KLIA animal quarantine station.
The expensive mistake is starting late, not choosing the wrong agent. Begin the eligibility check as soon as the move looks likely, not once it is confirmed.

Importing Into Malaysia vs Exporting Out
Import work is governed by one authority and one blocking rule: only an authorised agent can file the MAQIS permit. Export work is governed by whichever foreign authority you are sending to, and difficulty scales with that country's rabies risk view of Malaysia.
The two directions feel similar to an owner and are almost opposite to run.
- Import is a gate. The permit either exists or it does not, and everything else follows behind it. The breed check is the one thing that can stop a file dead: Malaysia bans several dog breeds outright and restricts others, as the Department of Veterinary Services sets out in its import regulations.
- Export is a schedule. There is rarely a hard barrier, but many dated documents must overlap correctly on one specific day. Most export failures are calendar failures.

Start With the Corridor, Not the Crate

Can I apply for a Malaysian pet import permit myself?
No. The import permit for a dog or cat entering Malaysia is issued by MAQIS and must be applied for through an agent authorised by the department. Owners can prepare vaccination records and health certificates, but the application itself must be filed by that agent.
Will my pet be quarantined when it arrives in Malaysia?
It depends on the origin. Pets from countries DVS classifies as scheduled enter without quarantine, provided the microchip, rabies vaccination and health certificate conditions are satisfied. Pets from every other origin are held at the KLIA quarantine station for not less than seven days, and longer if a risk assessment requires it.
How early should I contact a pet relocation agent in Malaysia?
For a regional move, six to eight weeks is usually enough. Where the destination requires a rabies antibody test followed by a mandatory hold, or runs a quarantine booking queue, start nine to twelve months ahead. Early starts are the strongest predictor of travelling on the date you wanted.
Which dog breeds cannot be imported into Malaysia?
DVS import regulations ban several breeds outright, including the Akita, American Bulldog, Dogo Argentino, Fila Brasileiro, Japanese Tosa, Neapolitan Mastiff and Pit Bull Terrier.
