A Japan to Malaysia pet import is the gentlest corridor we run. Japan is one of only eight places on Malaysia's scheduled list, so a healthy animal with complete papers is not held at KLIA. Flying the other way is the hardest job on our board: an antibody test, then 180 days of waiting from the blood draw.
Japan to Malaysia Pet Import: The Easy Leg and the Hard One
Both directions are open, but only one is quick. A Japan to Malaysia pet import clears at KLIA with no compulsory quarantine, because Japan is a scheduled country. The reverse leg is a six-month project before the aircraft is booked.
- Flying into Malaysia. Japan is named on Malaysia's scheduled list, so a healthy, correctly documented animal is released after inspection. A MAQIS permit is still compulsory, and only an authorised agent may lodge it.
- Flying into Japan. Malaysia is a non-designated region, so the animal needs two rabies vaccinations, an antibody test at a laboratory Japan has approved, and 180 days of waiting from the blood draw.

Why Japan Sits on Malaysia's Scheduled List
Malaysia keeps a short list of origins whose animals are not held on arrival. Japan is on it, with seven others. Everywhere else is non-scheduled, which means a compulsory holding period however clean the file.
The Department of Veterinary Services publishes one regulation for the scheduled group and names them: the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei and Singapore. That is the whole list; everything else falls under a heavier rulebook.
That listing is the whole difference. A pet from a non-scheduled origin is detained at KLIA for not less than seven days. A pet from Japan, healthy and correctly documented, is not. Our explainer on scheduled versus non-scheduled countries and the KLIA quarantine station page cover both regimes.
One clause in the DVS regulation for scheduled countries catches families out more than any other. The certificate must state that the animal was not itself imported into Japan in the six months before signing. Adopt a dog in Tokyo that flew in last quarter, and you wait on that clock.
What Each End Requires, Both Directions
Set the two columns side by side and the gap is obvious. Malaysia wants an agent-filed permit and a tight health certificate. Japan wants two vaccinations, a titre from a laboratory it approves, six months of waiting and 40 days of notice.

Malaysia to Japan Pet Export Runs on a 180-Day Clock
A Malaysia to Japan pet export cannot beat 180 days, because the clock starts on the day blood is drawn for the antibody test and nothing shortens it. Arrive early and your pet serves the shortfall in a detention facility instead.
Japan is free of rabies and guards that status through sequence. The Animal Quarantine Service rules for non-designated regions set eight steps, each invalid if the one before it was done out of order.
- Chip before needle. A shot given to an unchipped animal does not count, and the sequence restarts.
- Two doses, correctly spaced. The first at 91 days or older, the second at least 30 days later and inside the first dose's effective period.
- Blood after the second dose. The same day as the second vaccination is acceptable; before it is not.
- Then wait. Arrival is allowed only once 180 days have passed from the sampling date, and only while the vaccine is still in effect and the test still inside its two-year validity.
The penalty for arriving early is arithmetic. Land 40 days short and the animal is held 40 days, with the owner paying for its care. Our longer read on Japan's titer test and the wait behind it shows how the dates interlock.
One relief: if the two-year validity lapses while plans slip, the 180 days do not restart, provided vaccinations ran continuously and the fresh sample still reads 0.5 IU/ml.
The Blood Sample Has to Leave Malaysia Before Your Pet Does
Japan only accepts titre results from laboratories its agriculture ministry has designated, and on the February 2026 list there is none in Malaysia, or anywhere in Southeast Asia. The serum flies out before the animal does.
This quietly adds weeks to the front of every plan. Your vet draws the sample in the Klang Valley; it must then reach an approved laboratory abroad, be tested, and the report returned before the countdown is worth anything.
The nearest approved sites in Asia are in South Korea, Taiwan and Japan itself. Three consequences follow, each of which has cost a family a departure date:
- Dog serum sent to Japan needs its own paperwork. It travels with an inspection certificate from the exporting country's government agency. Cat serum does not.
- Courier conditions are set by the laboratory. Labelling, serum separation, storage temperature and transport are confirmed before the blood is taken.
- The designated list changes. Laboratories have lost their designation, one in the United Kingdom in June 2025 and one in Germany in 2023. A result from a laboratory approved when you booked but not when you shipped is worthless.
The test method matters too. Japan does not accept micro-RFFIT, so ask which assay the laboratory runs before the sample is sent.
The Countdown That Decides Your Flight Date
Inbound work fits inside six to eight weeks. Outbound needs seven to nine months planned backwards from arrival, because the antibody test, the waiting period and the notification window stack in a fixed order.

The 40-day notification window deserves its own line. Filed later, it is not accepted in principle, and once filed you cannot move the arrival date forward, add animals or swap pets. A full detention facility can also force a change of port.
Where the Days Actually Go
Almost the whole outbound timeline is one immovable block of waiting. Strip the 180 days out and the administrative work either side is no heavier than any other corridor we run from KLIA. The inbound leg has no equivalent block at all.

The Akita Problem: Two Japanese Breeds Malaysia Will Not Admit
Malaysia screens dogs by breed before a permit is considered, and two of the seven banned breeds are Japanese: the Akita and the Japanese Tosa. Japan has no equivalent ban, so breed risk sits entirely inbound.
The DVS regulation names the banned group: Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff and Pit Bull Terrier. Six more are restricted: Bull Mastiff, Bull Terrier, Doberman, German Shepherd, Perro de Presa Canario and Rottweiler.
Restricted does not mean refused. It means written approval from the Director General of MAQIS before a permit application is submitted at all. The dog must be at least three months old and hold a pedigree certificate carrying its ISO microchip code. An officer inspects the premises for kennel, compound size and control, and the importer declares that the dog is a personal pet, kept secured, leashed and muzzled in public.

Tokyo to KL Pet Transport on Flight Day
A Tokyo to KL pet transport is one direct sector of roughly seven hours, flown as manifested cargo. The animal is inspected on arrival at KLIA and, on this corridor, usually goes home the same day.
- Cargo, not cabin. The pet flies as freight, checked in at the cargo terminal, in a pressurised, temperature-controlled hold.
- Inspection on landing. Documents are matched to the permit, the chip scanned, the animal assessed before release.
- Home, not the quarantine station. This is the dividend of scheduled status, and why families pay for direct routings.
Routing matters more than price. The regulation asks for carriage direct to the prescribed landing place, so a cheap itinerary through a third country undoes the corridor's advantage. The line worth staring at is the detention row. Every ringgit in it is avoidable, and it comes down to a date miscounted or a certificate filled in wrongly. Japan rejects certificates written in pencil or erasable ink, or touched with correction fluid. A deficient one can mean detention of up to 180 days, or the animal shipped back. Begin with the direction. Coming into Malaysia, call an authorised agent first, because only an agent can lodge the permit. Going to Japan, call a vet first, because the blood draw sets every date after.
Coming in from Japan, this is a six to eight week job, and one of the few corridors where a family collects the pet on arrival day. Going out, it is a seven to nine month project, and the households who find it painless started while the posting was a rumour.
