Pet Import Malaysia, From Permit to Arrival

Quick answer

Bringing a dog or cat into Malaysia means clearing two authorities before the pet boards. The Department of Veterinary Services sets the health conditions. MAQIS issues the permit, and only an appointed importing agent can file that application.

Most people find this out late. They have an MM2H approval or a job posting to Kuala Lumpur, a flight date, and a fully vaccinated pet. Then they open the permit portal and find there is no owner login.

That is not a quirk. MAQIS's own guide for importing pets tells the applicant to appoint an importing agent to apply on their behalf, and states that the online e-Permit application is available only through that agent.

Why Only an Appointed Agent Can File the Permit

Quick answer

MAQIS accepts permit applications only through its online e-Permit system, and only from parties registered as an importer, exporter or agent. MAQIS's own guide tells pet owners to appoint an importing agent to apply for them.

The registration route explains the rest. MAQIS requires permit applicants to register first through its SPEED system, then submit through the separate e-Permit platform. A family moving once is not going to complete a trade registration for a single cat. So the roles divide up in a way most owners never have to think about.

What Documents Does MAQIS Require to Import a Pet?

Quick answer

Four documents travel with the animal: the original MAQIS import permit, a government Veterinary Health Certificate from the exporting country, a pet passport or vaccination record, and proof of an ISO-standard microchip. Restricted breeds add an approval letter and a pedigree certificate.

The list is short. The conditions attached to each item are where files fall apart.

  • Import permit. Issued by MAQIS, filed by your agent. Collect the original before departure, not a photograph.
  • Veterinary Health Certificate. Issued by a competent officer of the exporting country's government veterinary authority, with export inside seven days.
  • Microchip. ISO 11784 and 11785 compliant. Fit it before the rabies vaccination, or the vaccination cannot be tied to the animal.
  • Vaccination record or pet passport. Showing vaccination history, treatments given and current health status.
  • Minimum age. Dogs and cats cannot be under three months old at import.

The certificate also has to state things about the country, not just the animal. Under the DVS regulation for non-scheduled countries, the exporting authority must certify that no rabies case was reported there in the preceding six months, and that the animal was not itself imported into that country in the same period.

That second clause catches people who moved recently. A cat brought into Dubai eight months ago is fine. One brought in four months ago is not, whatever the vet records say.

The Import Countdown: Every Deadline Before Flight Day

Quick answer

A Malaysian import runs on fixed deadlines, not estimates. Quarantine space must be booked at least fourteen days before the import date, the deposit falls due within forty-eight hours, and the health certificate lasts only seven days before export.

Each is written into a regulation or published procedure. Miss one and the sequence restarts, usually at the quarantine booking.

Two details sit outside the table. Changes to a confirmed booking must be reported within three days, and the booking lapses five working days after the stated date.

Which Dogs Can Legally Be Imported Into Malaysia?

Quick answer

Malaysian import regulations name seven banned dog breeds and six restricted ones. Banned breeds receive no permit. Restricted breeds need written approval from the Director General of MAQIS before an application can be lodged. Cats face no breed list.

This is the first check we run, because it is the only one that ends a file outright.

The restricted tier is the one people underestimate. Approval must be granted before the application is lodged, and one condition is that the Director inspects the home where the dog will live. That inspection happens in Malaysia, so the property has to be secured first.

Anyone bringing a German Shepherd or a Rottweiler should treat that inspection as the real start date, and involve the breeder early for the pedigree certificate.

Will My Pet Be Quarantined When It Arrives?

Quick answer

It depends entirely on where the pet flies from. Dogs and cats arriving from scheduled countries enter without quarantine when every condition is met. Everything else is detained for not less than seven days, and the origin, not the pet, decides this.

DVS publishes two import regulations, and the exporting country alone decides which applies. The scheduled-country regulation names the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei and Singapore.

Two things owners routinely get wrong here:

  • Seven days is a floor, not a term. The non-scheduled regulation allows the period to be extended up to six months where a risk assessment calls for it.
  • Scheduled status is conditional. It holds only if the microchip, vaccination and certificate conditions are all met. Miss one and the exemption falls away on landing.

For non-scheduled origins, the DVS Animal Passport portal states the rabies vaccination must be given at least thirty days before entry, which is why it sits early in the countdown above.

That splits our inbound work in two. Arrivals from Singapore or Japan are quarantine-free, so the Malaysia to Singapore corridor and the Japan pet import route run short. Where Pets Are Held: Malaysia's Quarantine Stations

Quick answer

MAQIS runs animal quarantine stations at KLIA, Batu Maung in Penang, Padang Besar in Perlis and Rantau Panjang in Kelantan. KLIA is by far the largest, and where almost every imported dog and cat is held.

Two consequences follow. Flying into a secondary airport does not avoid quarantine, it sends your pet to a smaller facility with fewer slots and a longer road journey. And a few hundred places nationwide is thin cover during the December and mid-year moving peaks.

Owners often ask whether they can visit. Under MAQIS's arrangement, an owner without an appointed agent must come to feed the animal; owners who have one do not visit.

How Much Does It Cost to Import a Pet Into Malaysia?

Quick answer

Inbound moves are quoted individually because cost follows crate size, origin classification and quarantine days rather than distance. As a guide, regional imports start from around RM4,000, and long-haul arrivals with quarantine typically run RM5,000 to RM9,000.

Those are ranges, not prices. Four things move a quote, in rough order of impact:

  • Crate footprint. Cargo charges on volumetric weight, so a large dog costs several times what a cat costs.
  • Quarantine days. Government kennel fees are billed per day and paid by the owner.
  • Origin classification. A scheduled origin skips the booking, deposit and kennel bill entirely.
  • Breed status. A restricted breed adds an approval process and a premises inspection.

How We Run a Pet Import File

Five steps take an inbound move from enquiry to a pet at your door. Eligibility check, quarantine booking, permit filing, veterinary sequencing, then arrival clearance. Nothing is charged before the eligibility check is done.

How to import a pet into Malaysia with an appointed agent

The order matters more than the speed, because each step unlocks the next.

  1. Send us the pet and the origin. Species, breed, age, adult weight and the country it flies from. Those five facts decide eligibility, crate size and quarantine.
  2. We check eligibility and quote a band. Breed status against the banned and restricted lists, origin classification, and an indicative range with a dated plan.
  3. We book the quarantine space. Where it applies, we contact the station, complete the booking form, pay the deposit inside the window and collect the booking number.
  4. We file the import permit. Submitted through MAQIS as your appointed agent with the booking number attached, then the original permit is passed to you.
  5. We handle arrival. Clearance at KLIA, quarantine handover where required, release inspection and delivery to your address.

Check Eligibility Before You Book the Flight

Quick answer

Three things decide a pet import Malaysia outcome: the breed, the origin country's classification, and whether the quarantine space was booked in time. Airlines, crates and kennels are all solvable. Those three are not.

Can I visit my pet during quarantine at KLIA?

Not if you have appointed an agent. MAQIS's published arrangement is that owners who use an agent do not visit the quarantine station, while owners who have not appointed one must attend to feed the animal themselves. Since the permit itself requires an agent, most imported pets are not visited during the hold.
