Stage 02

Why Australia Will Not Take a Pet Straight From Malaysia

Quick answer

Direct importation of dogs and cats from Malaysia to Australia was suspended on 12 March 2020 under a Biosecurity Suspended Goods Determination. Malaysia is not an approved country of export, so no import permit is issued for an animal flying out of Kuala Lumpur, whatever its vaccination record shows.

Australia is free of rabies and manages its border to stay that way. Countries are sorted into three groups, and only animals from those groups may be imported. Malaysia is in none of them, which is why a pet export out of Malaysia to Australia works differently from every other destination on this site.

Two points are commonly misread:

  • This is a country decision, not a pet decision. A healthy, microchipped, fully vaccinated dog with a perfect blood titre is still ineligible if it boards in Malaysia.
  • The old workaround has closed. Until 2023 a "non-approved via approved country" pathway let a pet transit an approved country on shortened terms. The Department of Agriculture, Fisheries and Forestry withdrew it from 1 March 2023.

What remains is simple to describe and hard to do. The pet moves to an approved country, becomes a resident there, and is exported to Australia as an animal of that country.

How the Staged Pathway Works, Step by Step

Quick answer

The pet is exported from Malaysia to an approved Group 2 or Group 3 country under that country's own rules, lives there while the Australian preparation runs, then flies to Melbourne on an Australian import permit. It must have lived in approved countries for at least 180 days before export.

Every stage produces a document the next stage depends on, so order matters more than speed. Most families stage through Singapore, which is the shortest first leg.

  1. Choose the staging country. Cost, visa access and whether a trusted carer will be nearby matter more than distance.
  2. Export the pet from Malaysia normally. Microchip, rabies vaccination, health certificate and the receiving country's permit.
  3. Have identity verified by an official vet. Done before any blood is drawn, this optional step later cuts Australian quarantine from 30 days to 10.
  4. Take the rabies neutralising antibody titre test. Drawn at least 21 to 28 days after vaccination and sent to a recognised laboratory. A result of 0.5 IU/ml or higher is required.
  5. Wait 180 days from the day the sample reaches the laboratory. No exceptions. This is residency, not quarantine, so your pet lives normally throughout.
  6. Apply for the Australian import permit. Most issue in 20 to 40 business days, though the department allows up to 123 in difficult cases.
  7. Complete the final tests and treatments. Parasite treatment, blood tests and the health certificate all fall inside tight windows.
  8. Fly to Melbourne as manifest cargo and clear quarantine. Melbourne only; domestic transfers are not permitted.

What Australia Tests For Before Your Pet Boards

Quick answer

Beyond rabies, dogs leaving a Group 3 country need leptospirosis cover, a leishmaniosis test, a brucellosis test if not desexed, and two internal parasite treatments. Every procedure needs a government approved veterinarian, then an official government veterinarian's endorsement.

These are the items owners underestimate, because they land late in the process when the family is already busy moving house.

  • Leptospira interrogans serovar Canicola. Dogs are either vaccinated to the manufacturer's schedule or tested negative within 45 days of export.
  • Leishmania infantum. A negative quantitative test within 45 days of export. Rapid or snap versions are not accepted.
  • Brucella canis. Required for any dog that is not desexed, again within 45 days of export.
  • External parasite treatment. Started at least 30 days out and kept effective right up to departure.
  • Internal parasite treatment, twice. At least 14 days apart, second dose inside the final five days.
  • Pre-export examination and endorsement. Both inside the final five days, with wet-ink stamps on every page.

Cats follow a shorter list, same discipline. Miss one window and the export date moves — the most common way families on a Malaysian pet export end up paying for extra boarding.

What Quarantine and the Whole Move Actually Cost

Australian government quarantine fees are published and fixed — a reservation charge, an importation charge and a daily husbandry rate. Everything else on a staged move is quoted, and the staging leg varies most. Expect a total well above a single-flight corridor.

Stage 08

Australia to Malaysia Pet Import: The Quiet 2025 Change

Quick answer

Australia used to sit outside Malaysia's non-scheduled category, so arriving pets skipped quarantine. A Department of Veterinary Services notice dated 11 December 2025 republished both country lists, and Australia is not on the updated scheduled list. Arrivals from Australia now face the non-scheduled rules.

This one matters, and almost nothing written online has caught up with it. The older non-scheduled regulations define their scope as "countries other than United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Australia" — Australia explicitly carved out. But the notice appended to those regulations updates both lists, and the scheduled list it publishes does not include Australia.

Read together, as the notice instructs, an Australian-origin pet now falls under the non-scheduled conditions:

  • Compulsory quarantine of not less than seven days on arrival, at the animal quarantine station.
  • Extendable to six months where a case-by-case risk assessment calls for it.
  • Possible re-vaccination against rabies on arrival, at the department's discretion.
  • The same MAQIS permit rule as every other origin — only an authorised agent may file it.

Six Years of Rule Changes on This Corridor

Three decisions closed this corridor in stages. Australia suspended direct imports from Malaysia in 2020, withdrew the shortcut pathway in 2023, and Malaysia republished its country lists in December 2025 without Australia on the scheduled side.

Check this before anything else. A breed refusal cannot be appealed with paperwork, and families sometimes discover it after months of preparation.

  • Barred by both countries. Dogo Argentino, Fila Brasileiro, Japanese Tosa, and pit bull terrier types including American Staffordshire Terrier and Staffordshire Bull Terrier.
  • Barred by Australia only. Perro de Presa Canario, plus Czechoslovakian, Saarloos, Lupo Italiano and Kunming wolfdog crosses.
  • Barred by Malaysia only. Akita, American Bulldog and Neapolitan Mastiff.
  • Restricted into Malaysia, not banned. Bull Mastiff, Bull Terrier, Doberman, German Shepherd, Rottweiler and Presa Canario need written MAQIS approval and a premises inspection before any Malaysian import permit application.

Mixed-breed dogs may enter Australia if they meet every other condition, though a dog later identified as a prohibited type can be investigated after arrival.
