China to Malaysia Pet Import & Export Service
A china to malaysia pet import means quarantine. China is not on Malaysia's scheduled list, so an arriving dog or cat is held at the KLIA quarantine station for not less than seven days, and only an authorised agent can file the MAQIS permit. Going the other way, Malaysia is not a GACC-designated origin, so a rabies antibody test is what keeps your pet out of 30 days of Chinese quarantine.
The Corridor That Follows the MM2H Queue
China leads every other country on Malaysia's second-home programme. Of 22,282 approvals granted between 2015 and 2024, Chinese nationals took 10,830 of them, per a parliamentary reply from the Tourism, Arts and Culture Minister.
The pets follow, and a china to malaysia pet import is not the walk-through arrival most families expect. My Pet Mover runs this corridor both ways, and the same two questions come up every time: how many days will my pet be held, and who is allowed to file the paperwork.
This page answers both. First, a short official explainer on what China asks for at its own border.
Why China Is a Non-Scheduled Country in Malaysia
Malaysia sorts origins into two lists. The non-scheduled regulation names a short group of exempted countries and treats everywhere else, China included, as non-scheduled. That means a china to malaysia pet import ends in compulsory quarantine of not less than seven days, whatever the pet's vaccination record shows.
The Department of Veterinary Services publishes one rule set for scheduled origins and another for everything else. The non-scheduled regulation defines its own scope as "countries other than United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Australia" — and mainland China is not in that list.
That single classification decides most of what follows: the quarantine days, the permit route, and the budget.
Where China Sits in Malaysia's Country Lists, Beside Its Nearest Neighbours (2026)
| Origin | Named in the exemption list | Quarantine into Malaysia | What it means for the owner |
|---|---|---|---|
| China (mainland) | No | Not less than 7 days | Budget for a kennel stay from day one |
| Hong Kong SAR | No | Not less than 7 days | Same treatment as the mainland |
| Taiwan | No | Not less than 7 days | Same treatment as the mainland |
| Japan | Yes | Scheduled treatment | Lightest arrival of the East Asian origins |
| United Kingdom | Yes | Scheduled treatment | Common comparison for returning families |
| New Zealand | Yes | Scheduled treatment | Rarely used as a staging origin |
| Australia | Named, but the lists were republished in December 2025 | Check current status | Covered on our Australia corridor page |
What a China to Malaysia Pet Import Involves, Start to Finish
Seven stages, in a fixed order. Breed check, microchip, rabies vaccination, MAQIS import permit filed by an authorised agent, a Chinese government health certificate issued within seven days of departure, the flight into KLIA, then quarantine. Each stage produces the document the next one needs.
Owners often start at the airline and work backwards. That is the wrong end. Start at the permit, because it is the only stage you cannot do yourself.
- Check the breed against both lists. Malaysia bans some breeds outright and restricts others behind a premises inspection. This is a day-one check, not a later one.
- Fit an ISO-compliant microchip. The regulation specifies ISO standards 11784 and 11785, and the number has to match every document that follows.
- Vaccinate against rabies with an approved vaccine. Core vaccines must also be current within twelve months of export.
- Have an authorised agent file the MAQIS import permit. Owners cannot lodge this themselves, which is where most self-managed moves stall.
- Obtain the Chinese veterinary health certificate. Issued by the government veterinary authority, covering an examination within seven days before export, and confirming the animal was not itself imported into China in the preceding six months.
- Fly into a prescribed landing place. The consignment travels direct to the approved arrival airport rather than routing loosely through a third country.
- Clear MAQIS and enter quarantine. The pet is admitted, may be re-vaccinated at the department's discretion, and is held for the compulsory period.
The full permit process, including the restricted-breed approval route, sits on our pet import Malaysia page.
Quarantine at KLAQS: Seven Days, and What Can Extend It
Seven days is the floor, not the expected stay. The regulation allows the department to extend detention up to six months on a case-by-case risk assessment, and to re-vaccinate the animal against rabies on arrival. Release follows once the pet is found free of any evidence of infection.
Most owners read "not less than seven days" as "seven days". It is written as a minimum because the department keeps room to hold longer. Three things stretch a stay on a china to malaysia pet import.
- Paperwork that does not match the animal. A microchip number reading differently from the certificate is the commonest trigger, and it resolves slowly.
- Any clinical sign at inspection. The animal is released when found free of evidence of infection, so anything ambiguous buys observation days.
- A risk assessment on the consignment. Origin, vaccination history and the pet's own travel record all feed into it.
The station itself, visiting rules and what to pack sit on our KLIA pet quarantine page.
How Long a China to Malaysia Pet Import Takes
Around two to three months from a standing start, assuming the pet already holds a valid rabies vaccination. The permit application and the Chinese certification windows do most of the waiting; the flight and arrival clearance take a day. Quarantine adds a week at the end.
A china to malaysia pet import is short next to the long-preparation routes, but the stages still run in sequence. The chart shows where the weeks go.
Where the Weeks Go on a China to Malaysia Pet Import
| Stage | Typical days | Relative length |
|---|---|---|
| Breed check and microchip | 1–7 | |
| Rabies and core vaccination to eligibility | 30 | |
| Restricted-breed approval, where it applies | 14–45 | |
| MAQIS import permit application | 14–30 | |
| Chinese health certificate and export clearance | 7 | |
| Flight and KLIA arrival clearance | 1 | |
| Compulsory quarantine at the station | 7 minimum | |
| Extension ceiling on risk assessment | up to 180 |
Malaysia to China Pet Export: Two Paths, One Decision
China exempts pets from 19 designated countries and territories. Malaysia is not one of them, so a Malaysian-origin pet takes the second path — a rabies antibody test above 0.5 IU/ml from a laboratory China recognises. Without that report, the pet spends 30 days in customs quarantine.
The governing rule is Announcement [2019] No. 5 of the General Administration of Customs, in force since 1 May 2019. Three things in it catch Malaysian families out.
- One dog or one cat per person, per entry. A two-pet household needs two travelling humans, or the second animal moves separately.
- The quarantine exemption is earned before departure, not at the counter. The antibody test has to be run by a laboratory China designates, and the report travels with the pet.
- Exceeding the quota or arriving without valid certificates is not a fine. The announcement provides for the animal to be returned or otherwise disposed of.
Air China's own passenger guidance restates the same 19-country list and confirms Malaysia's absence from it. The wider export process is set out on our pet export Malaysia page.
Which Chinese Ports Can Take a Quarantined Pet
A pet that needs quarantine must enter through a port that has isolation facilities. The published list clusters around three places — Beijing, Shanghai and Urumqi. Arriving anywhere else without an exemption risks the animal being returned rather than admitted.
This shapes the itinerary, not just the paperwork. If the family is moving to Chengdu or Shenzhen and the pet has no antibody report, the flight still has to land on this list.

What the Move Costs in Both Directions
A china to malaysia pet import is quoted rather than priced from a list, because crate size, breed status and quarantine days all move the number. Government charges are set by the relevant authority and confirmed on application. The rest sits inside published market ranges.
The table separates what an authority sets from what an agent quotes. Ranges are ranges, not offers.
Cost Stack for a China–Malaysia Pet Move, per Animal (2026)
| Cost line | Basis | Indicative RM | Indicative USD | Indicative CNY |

| Chinese customs quarantine, export direction | 30 days, borne by the owner | Avoidable | Avoidable | Set by GACC |
| Quoted lines, market ranges only | ||||
| Full managed corridor move | Permit, vet, crate, freight, clearance | From RM3,000 to RM10,000 | ~700–2,400 | ~5,100–17,000 |

The range on our pet relocation cost page is wide for one reason: a restricted breed and an extended quarantine can double the total without changing the flight at all.
Breeds Barred or Restricted in Both Directions
Malaysia bans seven breed groups outright and restricts six more behind a written approval and a premises inspection. Chinese cities run their own local breed and height rules on top of the national import regulation. Check both ends before spending anything.
A breed refusal cannot be fixed with better paperwork, so this belongs in week one of a china to malaysia pet import rather than week six.
- Banned into Malaysia. Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff, and pit bull terrier types including American Staffordshire Terrier and Staffordshire Bull Terrier.
- Restricted into Malaysia. Bull Mastiff, Bull Terrier, Doberman, German Shepherd or Alsatian including Belgian and East European Shepherd, Perro de Presa Canario, and Rottweiler.
- What restricted requires. Written approval from the MAQIS Director General before the permit application, a dog at least three months old, a pedigree certificate, an ISO microchip recorded on it, and an inspection of the premises where the dog will live.
- Snub-nosed breeds face an airline rule, not a border rule. Carriers restrict brachycephalic dogs and cats on welfare grounds, so a breed can be legal at both ends and still hard to fly.
Chinese municipal rules vary by city and sit separately from the national import regulation, so confirm the destination city's own list before booking.
How Pets Actually Fly Between Kuala Lumpur and China
Two options, and they are not equivalent. Accompanied checked baggage is cheaper but capped by weight and aircraft type. Manifest cargo carries no passenger link, handles larger animals, and is what most corridor moves end up using.
Aircraft type decides more than most owners realise on a china to malaysia pet import. Air China's own guidance states that the holds on some of its A319, A320, 737-8MAX and ARJ21-700 aircraft carry no oxygen supply and cannot take pets at all, and that a checked pet plus container may not exceed 32 kg.
- The routing follows the aircraft, not the fare. A cheaper itinerary on the wrong aircraft type simply cannot take the animal.
- Long connections are a problem, not a buffer. Where a transit runs long, some carriers require the owner to reclaim and re-check the pet personally.
- Crate compliance is checked at acceptance. Ventilation on three sides, a solid floor, a fixed water container and an external locking method are all inspected before loading.
Families weighing this corridor against a shorter hop usually read our Malaysia to Singapore pet transport page; those planning a long-haul move start with the Malaysia to UK pet relocation route.
Starting Your China–Malaysia Move
The families who find this corridor easy asked three questions before booking anything. Is the breed clear at both ends? Is the rabies vaccination current and correctly recorded against the microchip? And who is filing the permit?
The families who find it hard asked the airline first. Understandable — and the reason a china to malaysia pet import turns into a scramble in the last fortnight.

Answers
Frequently Asked Questions
How long is quarantine on a china to malaysia pet import?
Not less than seven days at the animal quarantine station. The Department of Veterinary Services can extend detention up to six months where a case-by-case risk assessment calls for it, and may re-vaccinate the animal against rabies on arrival.
Can I apply for the Malaysian import permit myself?
No. The MAQIS import permit must be filed by an authorised agent. This is the single most common reason a self-managed move from China stalls, because owners usually discover it after the vet work is already done.
How do I avoid the 30-day quarantine when sending a pet to China?
Malaysia is not one of the 19 designated countries and territories, so the exemption comes from the second route — an ISO microchip plus a rabies antibody report above 0.5 IU/ml from a laboratory China recognises, with the pet passing on-site quarantine at arrival.
How many pets can I bring into China at once?
One dog or one cat per person, per entry. Exceeding that quota is grounds for the animal to be returned or otherwise disposed of under the customs announcement, so a second pet needs a second travelling person or a separate movement.
Which is faster, importing from China or exporting to China?
Importing is usually faster. A china to malaysia pet import runs roughly two to three months and ends in a seven-day quarantine, while the export direction depends on getting an antibody report from a recognised laboratory before departure — miss it and the pet spends a month in Chinese quarantine instead.
