The Department of Veterinary Services refreshed both lists in December 2025. The scheduled side now runs to twenty-two places, among them the United Kingdom, New Zealand, Japan, Brunei and Singapore. Hong Kong appears on neither the old list nor the new one.
That omission drives the inbound leg. Under the DVS regulations for non-scheduled countries, an arriving dog or cat is detained for not less than seven days, stretchable to six months where a risk assessment calls for it. Malaysia to Hong Kong Pet Export Begins With a Blood Test
A Malaysia to Hong Kong pet export is dated from the blood draw, not the booking. Hong Kong requires a rabies antibody test taken between ninety days and one year before export, at 0.5 IU/ml or above, from an approved laboratory.
The order is fixed, and breaking it restarts the clock:
- Implant the microchip first. It must go in before the rabies vaccination and the blood sample, or the laboratory report will not tie to the animal.
- Vaccinate against rabies. Between one year and thirty days before export, and only from ninety days of age.
- Wait thirty days, then draw blood. After a primary vaccination, thirty days must pass before sampling for the titre.
- Clear ninety days. Export cannot happen until ninety days after the sample date, a window AFCD ties to the incubation period of rabies.
- Book the kennel, then apply. The permit completes only once a quarantine space is confirmed.

Thirty Days in the Kennel, Months in the Queue
The thirty-day quarantine is the number everyone quotes, and the smallest in the process. The kennel waiting list and the ninety-day hold after the blood test each eat far more of the calendar.
AFCD publishes its own queue estimates: roughly three months for a dog, six for a cat, varying with demand. Set those against the quarantine and the bottleneck is obvious.

The queue is also why the antibody test sometimes has to be redone. A titre stays valid a year, and a cat that waits six months for a kennel then hits a delay can watch it expire in the waiting room. The queue also shapes a choice most owners never hear. Hong Kong offers two routes in: the Group IIIA route swaps the antibody test and its ninety-day wait for a thirty-day quarantine, while the older route skips the testing but boards the pet for a hundred and twenty days. Late planning is what pushes a pet onto the longer one, and four months of confinement is a welfare question for an anxious animal, not just a cost one.
The Return-Trip Trap Hong Kong Residents Miss
A Hong Kong pet posted to Malaysia does not walk back in freely. On return it meets the full Group IIIA rulebook — permit, antibody test, thirty days of quarantine.
This is the most expensive assumption on the corridor; residency confers nothing on re-entry. AFCD states plainly that pets which have left Hong Kong meet the same import restrictions on return, and a fresh permit must be obtained in advance.
There is one genuine concession, and one thing it does not buy:
- Test before you leave, not after. If the antibody sample is drawn while the pet still lives in Hong Kong, the ninety-day wait is waived on return.
- The thirty days still apply. The quarantine is not reduced by residency, a short posting, or a clean history.

Breed Rules Only Bite in One Direction
Malaysia screens dogs by breed before a permit is considered. Seven breeds are banned outright, six more restricted. Hong Kong applies no equivalent import ban, so the risk on this corridor sits entirely inbound.
The DVS regulations name the banned breeds: Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff and Pit Bull Terrier. The restricted list covers the Bull Mastiff, Bull Terrier, Doberman, German Shepherd, Perro de Presa Canario and Rottweiler.
Restricted does not mean refused. It means an extra approval before the permit application. The dog must be at least three months old, carry a pedigree certificate, be ISO-microchipped with the code on that certificate, and live at premises the authority inspects.
