Pet quarantine Malaysia is not one rule. The Department of Veterinary Services publishes three separate sets of import conditions, and which one applies depends entirely on the country your pet flies from. Arrivals from scheduled countries have no quarantine clause written against them. Arrivals from non-scheduled countries are held at least seven days. Arrivals from Australia are held at least fourteen.

  • Australia. A separate requirements document for scheduled rabies countries, revised 9 December 2024, sets a compulsory period of not less than fourteen days plus a Hendra virus test before export.
The country with the toughest export biosecurity in the region also carries Malaysia's longest published minimum detention. Rabies-free status and a short stay are not the same thing.

That catches people out constantly. Owners on the Australia corridor assume a clean health record buys a fast release. It buys a fourteen-day floor, because the risk being managed is Hendra virus rather than rabies.

Which Origin Countries Are Held on Arrival

Quick answer

A DVS notice dated 11 December 2025 lists twenty-two scheduled countries. Everything not on that list is non-scheduled and carries the seven-day floor. Australia sits outside both lists under its own document. The table below maps the origins we are asked about most.

Two patterns matter. The December 2025 notice widened the scheduled list, bringing in Bahrain, Portugal, Estonia, Montenegro and other European states. But the region's biggest corridors did not move. Arrivals from China, the United States and Canada are still held; arrivals from Singapore and Japan are still not.

Inside the KLIA Animal Quarantine Station

Quick answer

The KLIA animal quarantine station, known as KLAQS, sits inside the animal quarantine and import-export control complex at Kuala Lumpur International Airport in Sepang. It is a government facility run under MAQIS, not a boarding kennel, and space in it has to be reserved before your pet is in the air.

Physically it is close — a short drive from the cargo terminal, which is why we work out of the Klang Valley. Procedurally it is further away than owners expect. You cannot walk in, you cannot collect early because the animal looks fine, and the release decision belongs to the attending officer.

What happens on the ground, in order:

  • Aircraft to cargo. The crate moves through the live-animal channel at the cargo complex, not the passenger terminal.
  • Document check. Officers match the animal to the permit, the microchip number and the health certificate. A mismatch here is the most common cause of delay we see.
  • Transfer to the station. The animal goes to the reserved space and the clock on the compulsory period starts.
  • Observation and release. Release follows once the period is served and no evidence of infection is found.

Two things follow. Space is finite and the station does fill, so a late reservation pushes your arrival date back. And this is a disease-control facility, not a hotel — comfort items are accommodated where they can be, but that is not what the stay is for.

What Actually Extends a Stay at the Station

The published minimum is a floor, not a promise. Five things routinely push an arrival past it, and four of the five are paperwork problems that were fixable weeks earlier. The grid below shows how each one lands under the three regimes.

Read the bottom row again. A restricted breed without written approval does not create a long stay — it stops the move, because the permit never issues. Better found in month one than at the cargo counter.

Animal Quarantine Malaysia: Who Files What, and When

Quick answer

Animal quarantine Malaysia sits at the end of a chain that starts months earlier. The import permit is issued by MAQIS and can only be lodged by an authorised agent, so the owner's job is to get the veterinary work done in the right order and on time.

The sequence below is the one we run. It is written backwards from the arrival date, because the fixed waiting periods cannot be compressed and the flight is the only flexible piece.

  1. Confirm which regime applies. Find the country of export on the current DVS lists before spending anything; it sets the detention floor and the certificate wording.
  2. Implant the microchip first. An ISO 11784 and 11785 compliant chip goes in before the rabies vaccination, so the record reads in the right order.
  3. Complete the vaccination course. Rabies vaccination is required prior to export, with core vaccines given within twelve months of travel.
  4. Appoint an authorised agent to lodge the permit. An owner cannot file the MAQIS permit personally, so this step belongs to us.
  5. Reserve the space at the station. Book well ahead, because a full station moves your date and not theirs.
  6. Get the health certificate signed within seven days of export. A government veterinary officer must examine and certify the animal inside that window.

How Long Preparation Takes Before Arrival Day

Quick answer

The station stay is the short part. The preparation window in front of it runs from about six weeks for a straightforward scheduled-country arrival to roughly twenty for a restricted breed needing written approval before a permit can even be applied for.

The ratio is the point. Even at worst, the station stay is a fortnight against five months of preparation. Owners who ring us worried about the detention are worried about the wrong end of the timeline.

What Owners Get Wrong About Being Held at KLIA

Quick answer

The four assumptions below account for most of the panicked calls we take. Each one is reasonable, each one is wrong, and each one is easier to correct at the planning stage than at the airport.

  • Assuming a rabies-free origin means a free pass. Australia is rabies-free and carries the longest published minimum of the three. The classification covers the whole disease picture, not one virus.
  • Reading a list from an old article. The scheduled list changed in December 2025, so anything written before that date misclassifies several European origins.
  • Treating the minimum as the expected stay. Seven days means not less than seven days. It is a floor with a documented power to extend, not a scheduled release date.
  • Leaving the permit until the flight is booked. The permit sits behind an authorised agent and, for restricted breeds, a separate written approval. Booking the flight first is how a fixed arrival date slips.

How These Rules Have Changed Since 2013

Quick answer

The two main regulations still carry a 2013 revision date. What has moved since is the Australia document, rewritten in December 2024, and the country lists, updated by notice in December 2025. The framework is old; the classifications are new.

The breed row deserves a note. The Australia document adds Cane Corso and Boerboel and names banned cat crosses as well, which the older regulations do not. It is the newest text in the set, so it shows where the rules are heading.

Is every pet arriving in Malaysia held at the station?
