Owners usually arrive with an airline cargo rate in hand and assume the rest is administration. It is the other way round. The flight is the single biggest line, but the five lines around it are what decide whether the flight can be booked at all.

What owners are really paying for on that line is the filing itself, because a private owner cannot lodge the application at all. That job belongs to an authorised import agent.

Two things follow from that shape. Shaving the crate to save a few hundred ringgit risks a refusal at acceptance that costs thousands. And a quote that looks light on the freight line is usually light because it has not been confirmed with a carrier yet.

Quarantine is the driver owners can least influence, because it is set by the origin country rather than by the pet. Arrivals from non-scheduled origins are held for not less than seven days, and the station days at KLIA land on the invoice as boarding.

When Each Payment Falls Due
The bill does not arrive as one payment. Veterinary work is spread across the three months before departure, the crate is bought at about eight weeks out, and the freight is the last big item. Roughly one sixth of the total falls after the pet has already landed.
