How many employers pay for pet relocation, and how they cap it
Roughly half of surveyed global employers now pay for pet relocation in some form, up from about a third three years earlier. Almost all of them attach a limit. The useful question is not whether your employer pays for pet relocation, but which limit applies to you.
In a 2025 survey of 166 global companies by the research firm AIRINC, 49% provided pet shipment to the host location in some form, against 37% in 2022. Adoption is climbing; generosity is not. Read the limit types as questions. A cap on numbers matters if you have two cats. A cash cap matters if your route runs through quarantine. A pet-type restriction matters if you own a snub-nosed breed airlines already treat differently.
The exact questions to ask HR, in this order
Ask in writing, before signing, and in a fixed order: what the policy says, then the cap, then who pays the supplier. Asking in one open question whether the employer pays for pet relocation invites a one-word answer that helps nobody.
The order matters because each answer narrows the next. Send them by email so the reply is on record.
- Does the mobility policy mention pet transport at all? A yes means you are inside an existing rule. A no means you need a documented exception, which is a different approval path.

Direct billing or reimbursement: which one to push for
Direct billing to the employer is better in almost every case. It removes your cash outlay, keeps the invoice in the company’s name, and stops a reimbursement claim from being cut months later when the spend has already happened.
The two routes look similar in an offer letter and behave very differently once bookings start. Small lines such as the pet health certificate and its exams are the ones that go unclaimed.

Tax, receipts and the Malaysian paperwork side
Where an employer pays for pet relocation as cash to you, it may be treated as employment income. Malaysian tax rules treat perquisites as taxable unless specifically exempted, so confirm the treatment with payroll before choosing between a cash allowance and a direct-billed invoice.
This is where a well-negotiated benefit can quietly shrink. The Inland Revenue Board’s Public Ruling No. 5/2019 on perquisites from employment sets out the general position: perquisites form part of gross employment income unless an exemption applies. How a particular relocation payment is treated depends on its form and your employer’s own tax position, so payroll and a tax adviser confirm it, not the recruiter.
- Ask which invoice name payroll needs. A company-name invoice and a personal-name invoice are handled differently.
- Keep every tax invoice and receipt. Vet, laboratory, permit and freight documents are usually requested together, months apart from when you paid.

- Read the clawback clause. Most relocation agreements recover a share of the spend if you resign inside twelve or twenty-four months, and pet costs are usually inside that total.
