What the agent’s fee covers, and what it does not
The permit is inexpensive. What owners pay an agent for is the account, the lodgement, the resubmission if refused, and somebody present when the crate comes off the aircraft.
Owners often set the agent’s fee against the permit fee and conclude something is wrong. They buy different things. The published import permit fee for a dog or cat is RM 5.00 per animal under Malaysian veterinary service guidance, and it buys a document, nothing else.

What an agent cannot do for you
An agent cannot make an ineligible animal eligible. It cannot shorten quarantine, waive a vaccination interval, import a banned breed, or find space at a station already full on your date.
Worth stating plainly, because the requirement sometimes gets read as a shortcut being sold. It is not. The limits are hard:
- Quarantine length is set by origin. Animals from countries Malaysia has not exempted are quarantined on arrival, and agents do not negotiate that.
- Banned breeds stay banned. No registration, fee or relationship changes the prohibited list.
- Vaccination dates cannot be backdated. They are what the exporting vet recorded, and they either work or they do not.
- Quarantine capacity is finite. If the station is full on your date, the date moves.

Treat the agent appointment as an early task, not a final errand. That turns the permit from a cliff at the end of the plan into a step that happens on schedule.
The requirement is simple to state. What it demands of a plan is less obvious, because it moves a decision most owners leave for last into the first month.
