Introduction: the decision sits in Riyadh, not Kuala Lumpur
Owners usually start a Saudi move at the vet. Wrong end of the file. The permission governing the whole shipment is issued inside Saudi Arabia, to someone holding Saudi status, and every Malaysian date is measured against it.
Contracts to the Kingdom arrive quickly: an offer, an iqama, housing in Riyadh or Jeddah. The pet gets added once the residence side is settled, which is half right.
Half right, because residency does unlock the animal’s paperwork. Half wrong, because owners then treat the pet as a Malaysian job with a Saudi signature at the end. What a Malaysia to Saudi Arabia pet export actually involves
Two files run in parallel. One is Saudi: registration on the ministry’s platform, an import permit, a certificate of origin. One is Malaysian: a Department of Veterinary Services export permit and a government health certificate. Neither can be finished first.
People assume a sequence: ready the pet, then apply for permission. The Kingdom breaks that, which is why this route behaves unlike most moves out of Malaysia’s pet export corridor.
The Saudi side runs through the Ministry of Environment, Water and Agriculture. Its conditions, translated and circulated by USDA APHIS, open with registration on the Anaam platform, then an import permit obtained through it. The permit lasts 30 days and names the port of entry.
Three consequences follow:
- The 30-day window is a shipping deadline. Everything Malaysian must finish inside it, so the permit is applied for late, not early.
- The port is fixed by the permit, not the ticket. A convenient flight into a different airport is not a variation you can make later.
- The ministry may schedule arrivals. It reserves the right to set arrival timing by quarantine capacity at the entry port.
Malaysia’s half is more familiar but no less strict. The Department of Veterinary Services issues an export permit per consignment plus a veterinary health certificate written to the destination’s conditions. Its published export procedure says the exporter must hold the import approval before the shipment leaves, and that this permit also runs 30 days.

Who can file the Saudi pet import permit
The Saudi pet import permit is applied for inside the Kingdom, through the Anaam platform, by the importer — the person holding Saudi national identity, residency or an equivalent status. Someone sitting in Malaysia with a Malaysian passport cannot lodge it on their own behalf.
This is the point that reorders a Saudi move — the same structural rule as the Qatar route, where the permit is also a destination document. The Kingdom’s conditions require Anaam registration plus the importer’s identity, residency or passport copy. USDA APHIS puts it plainly: give your pet and flight details to your Saudi sponsor, who applies to the ministry.
So the question is not “when do I apply”, but “who is my applicant, and are they ready”. What that person holds together:
- Standing to apply. Saudi identity, residency or passport copy, attached on the platform.
- Your animal’s identity record. An image of the pet passport or vaccination book showing the microchip number, plus a photograph of the animal.
- A live rabies vaccination. Its validity is checked twice — at application, and again when the permit issues.
- The certificate of origin. APHIS notes this comes from the Saudi ministry and must travel with the animal.
Moves rarely stall on paperwork. They stall in the gap between the employee landing and their residency being issued, because until then nobody can legally apply.
Saudi Arabia pet import rules that decide eligibility first
The Saudi Arabia pet import rules screen the animal and the importer before they screen the documents. Minimum age, breed, species, the number of animals per importer, and — for dogs — the stated purpose of entry all sit ahead of any vaccination question.
This is where a Kingdom move separates from the Dubai route we cover separately. Here a file can be complete and still ineligible. The published screens:
- Minimum age of four months. Younger pets are not to be exported under the conditions as written. A young animal is not an early move, it is a postponed one.
- A named breed exclusion list for dogs. Pit Bull, Rottweiler, Boxer, Mastiff, Tosa, Bulldog and Perro de Presa Canario, with crossbreeds caught alongside them.
- A cap per importer. Individuals may import two cats or two dogs in a six-month period.
- An age condition on the dog importer. A minimum age applies, with diplomats exempted on production of official documentation.
- Origin country screening. Import is allowed only from countries shown as permitted on Anaam, and the ministry may refuse on animal-health grounds.
The health conditions sit on top: supervision by certified veterinary clinics in the exporting country, an original government health certificate, vaccination per that country’s approved programme, and freedom from external disease and parasites.
How far do the rules diverge for dogs and cats?
Wider than in almost any market we ship to. Cats face age, quantity and health screens. Dogs face all of those plus a breed list, an importer age condition, and a restriction on the purpose of entry. The table below sets them side by side.

Moving dog to Riyadh: what the purpose rule really means
Moving dog to Riyadh is not a routine shipment. APHIS records that the Kingdom does not generally permit dog imports except for hunting, guarding, and guide dogs for people with disabilities. That framing has to be settled with the Saudi importer first.
Owners assume this is out of date, or negotiable at the counter. It is neither. It is a stated position from the destination authority, so have the Saudi importer confirm current handling with the ministry before the animal’s file is built.
There is no fallback route either. On some corridors an owner can drive — see our piece on driving a dog to Singapore via the Causeway. To the Kingdom there is only the aircraft, so the airline’s rules bind as hard as the ministry’s:
- Dogs travel in the hold. The national carrier’s published pet travel policy accepts cats and certain small birds in the cabin within strict limits; dogs go below, in a temperature-controlled compartment.
- The crate is a compliance item. Saudi conditions require containers compatible with IATA live animal standards, one animal type per crate.
- Transit routing is screened. The conditions cover consignments passing through countries barred from exporting to the Kingdom, or affected by disease.

Not where owners expect. The Malaysian government steps are the fastest parts of the file. The long stretches are settling who will apply in the Kingdom, and holding contingency inside the permit’s 30-day life. The chart below models the spread.

DVS issues an export permit within two days of a complete application. That is not the bottleneck. Incomplete applications are.
What the Malaysian side has to issue before departure
Two things: an export permit issued per consignment, and a veterinary health certificate written to Saudi conditions. Both come from the Department of Veterinary Services, and both depend on the Saudi import approval already being in hand.
DVS says this openly. Supporting documents for an export application include the import approval from the importing country, and exporters are told to obtain that permit before the consignment leaves — a close cousin of the document-order mistakes we see on inbound files. Practical notes:
- Applications go online or manually. DVS accepts them through its e-permit system or a manual form, with the destination’s requirements attached.
- The health certificate’s life is borrowed. Its validity depends on the importing country’s requirement — Saudi conditions, not Malaysian convenience, set the examination date.
- Identity has to match everywhere. The microchip number must match across record, application and certificate. One transposed digit is a rejected file.
- The export permit is consignment-specific. It does not roll over to a later flight if the booking slips.

Start at the destination, not the clinic. Confirm the applicant, confirm the animal is eligible, then build the Malaysian file inwards against the permit’s 30-day window. Six steps, in this order.
