Australia runs one post entry quarantine facility for imported cats and dogs, at Mickleham near Melbourne. Because of that, pet arrival into Melbourne International Airport is the only option, and the department does not permit a domestic transfer — landing in Sydney and flying on to Melbourne is not allowed. Your final address in Australia makes no difference to where the plane lands.
Introduction: the question every Sydney-bound owner asks
Owners moving to Sydney assume their dog flies to Sydney. Australia does not work that way. Pet arrival is restricted to Melbourne only, whatever city you are moving to, and our pet relocation team in the Klang Valley plans every Australian move around that single airport.
The conversation usually starts the same way. A family in Petaling Jaya has a job offer in Sydney, the visa is settled, and they want to know what it costs to fly the dog to Sydney.
The honest answer surprises most people. There is no route that ends with a dog collected at Sydney Airport. Australia takes every imported cat and dog into one facility, and that facility sits near Melbourne.
This article explains why Melbourne is the only arrival point, what the no-domestic-transfer rule blocks in practice, and what it changes for a Malaysian family whose new home is 900 kilometres away. The video below sets out the wider import sequence first.
The rule in one sentence
The Australian department states that your dog must arrive directly into Melbourne International Airport, and that domestic transfers are not permitted — arrival into Sydney followed by a domestic flight to Melbourne is specifically ruled out. That single sentence shapes the whole Malaysia to Australia pet transport plan.
The wording sits in the department’s own step-by-step guides, in the section on booking travel. It is not buried in a technical annex and it is not open to interpretation.
Two things follow from it:
- The flight must terminate in Melbourne. The last sector your pet flies has to land at Melbourne International, not at another Australian port.
- No connecting domestic sector. Once the pet is on Australian soil anywhere else, the import is already non-compliant — you cannot fix it with a second ticket.
The department also sets how the animal travels: as manifested cargo rather than in the cabin, in a crate that meets the International Air Transport Association standard. Those two conditions apply alongside the Melbourne rule, not instead of it.
On arrival, a biosecurity officer collects the animal and transports it to the Mickleham facility. The owner does not meet the flight, and there is no counter where a pet can be claimed like luggage.
Why one airport instead of one per capital city
Australia consolidated cat and dog quarantine into a single government site at Mickleham in Victoria. With one facility, there is one sensible airport, and the arrival rule simply follows the building. The stay itself runs a minimum of 10 or 30 days depending on whether the identity check was done before the rabies blood test.
The department is direct about why quarantine exists at all. Australia is free from a number of cat and dog diseases and holds a favourable animal health status, so every imported animal spends a monitored period on arrival before release.
Running that monitoring in one purpose-built place is cheaper and more controllable than running it in six. The older state-based stations closed as the Mickleham facility took over.
The practical consequence for owners is that the arrival airport is decided by a building, not by an airline network. Melbourne International sits roughly half an hour’s drive from the facility, so a departmental vehicle can collect an animal and deliver it the same morning.

The published arrival rules, side by side
Five separate published rules govern how an imported pet reaches Australian soil: the arrival airport, the ban on domestic transfers, the cargo requirement, the crate standard, and who collects the animal. Read together they explain why the Australian quarantine period always begins in Victoria.
Australia’s Published Arrival Rules For Imported Cats And Dogs, August 2026
| Rule | What is permitted | What is ruled out |
|---|---|---|
| Arrival airport | Direct arrival into Melbourne International Airport | Any other Australian airport as the final sector |
| Domestic transfer | None | Arrival into Sydney then a domestic flight to Melbourne |
| Travel class | Manifested cargo | Carriage in the passenger cabin |
| Crate | IATA-approved travel crate | Toys, medication or valuables packed inside |
| Collection | A biosecurity officer collects and transports the animal | The owner meeting the flight or driving the pet away |
| Quarantine site | Mickleham, Victoria — one facility nationally | Any private or state-run alternative |

Notice that four of the six rows are written as prohibitions. Australia’s import conditions are drafted to close routes rather than to recommend one, which is why an airline that quotes you a Sydney flight is not necessarily quoting you a legal one.
What the no-domestic-transfer rule actually blocks
The rule blocks the cheapest and most obvious workaround: booking your pet on the same Sydney or Perth flight you are taking, then adding a short domestic hop. The department names that exact scenario as not permitted, which is why the Malaysia to Australia timeline separates the pet’s routing from the family’s.
Most Malaysian families booking their own flights to Australia are flying into Sydney, Perth or Brisbane. The instinct is to keep everyone on one aircraft.
Three variations of that plan all fail the same test:
- Same flight as the family into Sydney. The pet has landed at a port with no facility and no lawful onward sector. This is the most common mistake we intercept.
- Cheaper cargo rate into Perth, then a domestic connection. The saving on the international sector is irrelevant because the domestic sector cannot be flown.
- Charter or private aircraft into a regional field. The department publishes separate advice for chartered and private arrivals, and it does not create a second entry point.
What the rule does not block is the family flying wherever they like. Owners routinely land in Sydney while the pet arrival into Melbourne happens on a different day entirely.
Melbourne only accepts arrivals inside published windows
Landing in Melbourne is not enough on its own. The quarantine facility publishes accepted arrival windows by day of the week, and a flight landing outside them may not be accepted. This is a second filter on top of the airport rule, and it narrows the flights a Mickleham quarantine booking can be built around.

Two patterns matter here. Midweek pet arrival gets roughly 70% more accepted hours than a weekend one. The department also advises arranging arrival early in the morning or later in the day during the Australian summer, because of heat stress risk.
Stops on the way: what is allowed before Melbourne
Australia treats a technical stop and an aircraft change as different things. A pet may transit through any country if it stays on the plane, but may only change aircraft in an approved country. Getting this wrong is a common reason a layover on a pet flight ruins an otherwise compliant plan.
Transit Versus Transhipment On The Way To Melbourne, August 2026
| Condition | Transiting (stays on the plane) | Transhipping (changes aircraft) |
|---|---|---|
| Countries allowed | All countries | Approved countries only |
| Where the animal stays | On the aircraft, international side | International side, under the local authority’s supervision |
| Contact with other animals | Not applicable | Must be held where contact is restricted |
| Who confirms it is allowed | The airline’s routing | The importer, with the transhipment country’s authority |
| Risk if unmet | Low | The pet may become ineligible for import |

The department is explicit that this is the importer’s job, not the airline’s. You contact the authority in the transhipment country yourself and confirm three things: whether animals may change aircraft there, whether a holding facility exists, and how long a pet may be held.
Why this bites Malaysian owners harder
A pet cannot fly from Kuala Lumpur to Melbourne at all. Direct importation of cats and dogs from Malaysia to Australia is suspended and Malaysia does not appear on the approved country lists, so the Melbourne flight must depart from a Group 2 or Group 3 country after a long residency period there.
This is where the Melbourne question stops being about airports. For a family in Malaysia, the last sector into Melbourne is the end of a much longer chain.
The published sequence looks like this:
- Move the pet to an approved country. Malaysia is not approved, so the preparation cannot legally happen here.
- Complete the residency period there. The department requires at least 180 days of residence in an approved country before export, counted from when the rabies titre sample reaches the laboratory.
- Prepare and certify in that country. All pre-export procedures must be done by a government approved veterinarian in an approved country.
- Fly to Melbourne from there. Only at this point does the arrival airport rule become the operative constraint.
Singapore is the nearest Group 2 country and a common staging point for Malaysian families, which is why our clients often start with Singapore’s quarantine rules for pets from Malaysia before Australia is even discussed. Hong Kong, Taiwan and the United Kingdom sit in Group 3 and are also used.
Working out whether the whole route is affordable first?
The staging leg usually costs more than the Melbourne flight, and it is the part most quotes leave out. See what it costs to bring a dog from Malaysia to Australia →
What the Melbourne arrival costs, per animal
Arriving in Melbourne triggers a fixed set of government charges regardless of which Australian city you live in. The reservation and importation charges alone come to AUD 1,347 per animal, before accommodation and the airline handling recovered at release.
Published Melbourne Arrival And Quarantine Charges Per Animal, April 2026 Schedule
| Stage | Charge | 10-day stay (AUD) | 30-day stay (AUD) |
|---|---|---|---|
| Before the flight | Reservation charge | 269 | 269 |
| Before the flight | Importation charge at confirmation | 1,078 | 1,078 |
| During the stay | Accommodation at AUD 53 per day | 530 | 1,590 |
| At release | Airline terminal service fee, recovered per air waybill | 170 – 350 | 170 – 350 |
| Conditional | Out of hours collection, weekday / weekend | 170 / 180 | 170 / 180 |
| Indicative total | Excluding out of hours and vet care | 2,047 – 2,227 | 3,107 – 3,287 |

Nothing in that table changes if you live in Perth. Pet arrival into Melbourne is a national gateway, so a Sydney-bound family and a Melbourne-bound family pay the same government charges and then face different onward journeys.
You live in Sydney. Now what?
Once quarantine ends, the animal is no longer an import and normal domestic rules apply. Owners either fly to Melbourne for the release appointment, or arrange a domestic pet transport service to move the animal interstate after release. Both need to be planned before the import permit is even applied for.
The department proposes a release appointment date and confirms it by email, so the collection day is known well in advance.
From there, two realistic options exist:
- Collect in person. Fly to Melbourne, attend the release appointment, and travel home with the pet on a domestic service. This is now a domestic animal movement, not an import.
- Appoint someone. Nominate an authorised person or agent to attend the release and handle the onward leg. The reservation system supports third-party access and nominated email recipients.
Owners without an Australian address or Australian payment method should note that the booking system requires both. The department suggests engaging an Australian agent or broker in that situation.
Booking a flight Melbourne will actually accept
A compliant flight has four features: it terminates in Melbourne, it lands inside the facility’s accepted window, it carries the pet as manifested cargo, and any aircraft change happens in an approved country. Book the quarantine reservation first and fit the flight to it, not the reverse.
Any airline may carry your pet to Australia at the operator’s discretion, so the constraint is rarely the carrier. It is the shape of the routing.
Before you accept a quote, check it against four questions:
- Where does the last sector land? If the answer is not Melbourne International, stop there.
- What time does it land, on what day? Compare it against the accepted window for that day of the week.
- Does the pet change aircraft anywhere? If yes, confirm the stop country is approved and that its authority permits transhipment.
- Is the pet manifested as cargo? Cabin carriage is not an option into Australia.
Reservations must be confirmed no later than seven days before arrival, and confirmation requires the flight details and air waybill number. That deadline is the practical cut-off for any last-minute routing change.
Conclusion: the destination city is a separate problem
Australia has one quarantine facility, so pet arrival happens in Melbourne only and nowhere else. Where you actually live becomes relevant after release, not before. Plan the Malaysia to Australia route as an import into Victoria plus a domestic move afterwards.
The mental switch that helps most owners is this: your pet is not flying to your new home. It is flying to a government facility, and your home is a second journey that starts weeks later.
Rules and fees in this space also move. The department states that import conditions can change without notice, and it reviews charges annually. Confirm the current position on the DAFF site for your export country before you commit money.

Frequently Asked Questions
1. Why must pets land in Melbourne and not Sydney?
Australia operates one post entry quarantine facility for imported cats and dogs, at Mickleham in Victoria, near Melbourne. Because every imported pet must go to that facility, the department requires animals to arrive directly into Melbourne International Airport. Sydney has no cat and dog quarantine facility, so it is not an entry point for imported pets.
2. Can my dog land in Sydney and take a domestic flight to Melbourne?
No. The department states that pets must arrive directly into Melbourne International Airport and that it does not permit domestic transfers, naming arrival into Sydney followed by a domestic flight to Melbourne as the example. The prohibition applies whatever the reason for the routing.
3. Does it matter that I am moving to Perth or Brisbane, not Melbourne?
Not for the flight. Every imported cat and dog lands in Melbourne and completes quarantine at Mickleham regardless of the owner’s final address in Australia. Your destination city only matters after release, when the animal moves domestically and normal interstate transport rules apply.
4. Can I meet my pet at Melbourne Airport?
No. A biosecurity officer collects the animal on arrival and transports it to the Mickleham facility. The department notifies you by email within 24 hours that the animal arrived safely, and contacts you immediately if there is a problem. Owners see their pet at the release appointment at the end of quarantine.
5. Can my pet fly directly from Kuala Lumpur to Melbourne?
No. Direct importation of cats and dogs from Malaysia to Australia is suspended, and Malaysia is not on Australia’s approved country lists. The pet must first move to an approved Group 2 or Group 3 country and complete at least 180 days of residence there. All pre-export preparation is done in that country, and the Melbourne flight departs from there.
6. What time of day can a pet flight land in Melbourne?
The facility publishes accepted arrival windows by day. Read in August 2026, pet arrival was accepted between 05:00 and 14:30 on Monday, Tuesday, Saturday and Sunday, and between 05:00 and 21:00 on Wednesday, Thursday and Friday. These windows can change, so confirm the current times with the facility before you ticket a flight.
7. Can my pet change planes in another country on the way to Melbourne?
Only in an approved country. A pet may transit through any country if it remains on the aircraft on the international side of the airport. If it changes aircraft, the transhipment country must be an approved one and the animal must stay under that authority’s supervision, with contact with other animals restricted. Confirming this with the local authority is the importer’s responsibility.
