You cannot book Mickleham post entry quarantine until Australia has granted your dog an import permit, and you cannot get that permit while the dog is still in Malaysia. The reservation itself runs in two stages inside the department's online system: a request with the permit number, then a confirmation with flight details and an air waybill number, due no later than seven days before arrival.
Introduction: the booking owners try to make first
Booking a Mickleham quarantine slot is one of the last steps in an Australian dog import, not the first. The reservation system will not accept a request without a valid import permit number, which is why our pet relocation team in the Klang Valley works backwards from the permit date rather than the flight date.
Most owners come to us with the sequence upside down. They have an arrival month in mind, sometimes a job start date, and they want the quarantine slot locked in first so the rest of the plan can be built around it.
It does not work in that order. Australia treats the booking as a consequence of the paperwork, not a reservation you can hold while the paperwork catches up.
This article walks through what it actually takes to book Mickleham post entry quarantine for a dog, what the department charges at each stage, and where Malaysian owners get caught. The video below covers the wider process for context.
What booking Mickleham actually involves
A Mickleham booking is made online through the department’s Post Entry Biosecurity System and runs in two stages: a reservation request, then a confirmation. Mickleham is the only post entry quarantine facility for cats and dogs in Australia, which is also why every Malaysia to Australia pet move ends at the same address in Victoria.
The department runs one facility for imported cats and dogs, at Mickleham near Melbourne. There is no second site and no private alternative.
Reservations are made through the Post Entry Biosecurity System, and the department advises using a desktop browser rather than a phone. The system handles more than the initial booking:
- Request a reservation for a cat, dog or plant at the Mickleham facility.
- Modify, cancel or check the status of a booking already in the system.
- Pay for services, including the charges that fall due at each stage.
- Submit supporting documents, such as a vet’s letter about special diet or medication.
- Authorise a third party and nominate who receives email notifications during the stay.
The department’s own post entry quarantine page, updated 17 October 2025, describes the reservation as a process that “begins months in advance of the consignment entering a facility”.
Why a dog in Malaysia cannot be booked in yet
Malaysia is not an approved country for direct export to Australia, so no import permit can be issued for a dog living here, and without a permit number there is no way to book Mickleham post entry quarantine. The dog must first move to an approved country, which is the whole point of choosing the right country to live in before Australia.
The department suspended direct importation of cats and dogs from Malaysia in its 2020 industry advice notice on Malaysian imports, and Malaysia has not returned to the approved country lists since. That single fact reorders the entire booking sequence for a Malaysian owner.
What it means in practice:
- The dog relocates first. It becomes a resident of an approved country and is prepared there by a government approved veterinarian.
- Residency comes before paperwork. Australia’s 180-day residency requirement runs in the staging country, not in Malaysia.
- The staging country has its own rules first. Singapore is the usual first hop, and it applies its own quarantine requirements to pets arriving from Malaysia before it will let anything leave again.
- Only then does the permit start. The BICON application is lodged from the staging country, and the Mickleham booking follows the permit.
Owners find this frustrating because the Australian side looks so orderly on the website. The orderly part simply starts later than they expect.

How long the permit takes before a booking is possible
The department issues most cat and dog import permits in 20 to 40 business days, but states it can take up to 123 business days. The reservation system will not take a request until that permit exists, so the assessment queue sits directly in front of your booking date.
Published Waiting Points In Front Of A Mickleham Booking, August 2026
| Stage | Published figure | What it controls |
|---|---|---|
| Whole import process | At least 6 months | The department’s own planning advice |
| Permit assessment, typical | 20 to 40 business days | When a booking becomes possible |
| Permit assessment, outer limit | Up to 123 business days | The worst case you must budget for |
| Permit validity, Group 2 | 12 months from issue | How long the booking window stays open |
| Permit validity, Group 3 | Until the rabies titre expires | Booking window closes with the blood test |
| Reservation confirmation | No later than 7 days before arrival | The hard deadline after booking |

One figure deserves a second look. A permit taking 123 business days is roughly six calendar months of assessment, and applications are assessed strictly in order of receipt. The department states plainly that it does not prioritise applications based on individual circumstances.
What the system asks for at each stage
Stage one needs the permit number, the dog’s details, an anticipated arrival date, an Australian address and a payment method. Stage two needs the flight details into Melbourne and the air waybill number, which is why the Melbourne-only arrival rule is baked into the booking form itself.
The two stages ask for different things, and the second is the one that trips people up.
Stage one, the reservation request:
- A valid import permit number.
- The dog’s details, including breed, age and size.
- The anticipated arrival date.
- An Australian address and contact details.
- An accepted payment method, with partial payment due at booking.
- Any supporting documents, such as a vet’s note on special diet or medication.
Stage two, the confirmation:
- Flight details into Melbourne airport.
- The air waybill number for the consignment.
- Payment for the services provided during the minimum quarantine stay.
The Australian address requirement catches families who have not yet arrived. The department’s guidance is direct: if you do not have an Australian address or contact details, consider employing an Australian import agent or broker. That is practical advice, because the release appointment later requires someone in Melbourne with photo identification.
What a Mickleham booking costs, line by line
The reservation charge is AUD 269 per dog and the importation charge at confirmation is AUD 1,078. Accommodation runs at AUD 53 per day, so a 10-day stay adds AUD 530 and a 30-day stay adds AUD 1,590, before permit application fees and the airline terminal fee at collection.

Two lines carry the risk. The reservation and importation charges, AUD 1,347 together, are non-refundable unless exceptional circumstances apply. Permit application fees are non-refundable once the application is submitted, even if no permit is issued.

The two clocks that close your booking window
A Group 2 permit lasts 12 months from issue. A Group 3 permit lasts only until the rabies titre expires, which is 12 months from the date the blood was drawn. So a Group 3 dog is booked into Mickleham inside a window that started shrinking before the permit was even granted.
This is the part almost nobody explains, and it is where a slipped booking turns expensive.
For a dog exported from a Group 2 country such as Singapore, the clock is simple. The permit is valid for 12 months from issue, and the booking has to sit inside that period.
For a Group 3 country, the permit expires with the titre. If the blood was drawn in March, the permit dies the following March regardless of when it was issued. Two months of permit assessment eat two months of usable booking window. Our piece on when the rabies titre clock actually starts covers how that date is fixed.
The consequence is worth stating plainly. Miss the window on a Group 3 route and the dog needs a fresh titre, a fresh permit application and a fresh set of fees. The quarantine booking is the cheapest thing you lose.
The booking countdown: what falls due when
Working backwards from arrival day, the fixed points are the seven-day confirmation deadline, the department’s reminder email two weeks before the reservation, and the permit grant that has to land before any of it. Everything else in the Malaysia to Australia timeline flexes around those three.
Booking Countdown For One Dog, Measured Back From Arrival Day
| Time before arrival | What happens | Fixed or flexible |
|---|---|---|
| 6 months or more | Preparation begins in the approved country | Departmental advice |
| 4 to 6 months | BICON permit application lodged and paid | Flexible, but earlier is safer |
| 2 to 5 months | Permit granted after assessment | Outside your control |
| Immediately after the permit | Reservation requested and reservation charge paid | Subject to space |
| After assessment | Email advises the outcome of the request | No published turnaround |
| 14 days | Department emails to confirm or change details | Fixed |
| 7 days | Reservation confirmed with flight and air waybill | Fixed deadline |
| Arrival day | Dog collected at Melbourne airport and driven to Mickleham | Fixed |
Source: sequence compiled by My Pet Mover from published DAFF permit and PEQ reservation guidance, August 2026. Illustrative spacing between the early stages; only the 14-day and 7-day points are departmental deadlines.
Notice how little of the countdown you actually own. Two stages are departmental deadlines, one is a queue you cannot jump, and one depends on whether the facility has space on your date.
Picking an arrival date the facility will accept
The date has to satisfy three things at once: space at the facility, a flight arriving into Melbourne inside the department’s accepted arrival windows, and a stay length that matches your paperwork. That last condition is what our guide to cutting Mickleham quarantine from 30 days to 10 deals with.
Space is assessed, not assumed. Staff check “that space is available to accommodate your animal or plant at the requested time” before approving a request.
Flight timing is narrower than most owners expect. The department’s facility page publishes accepted arrival windows by day of week, with a shorter window on Monday, Tuesday, Saturday and Sunday than on Wednesday, Thursday and Friday. Confirm the current windows with the facility before you buy the flight, because they are operational hours rather than legislation and can change.
Then there is summer. The department warns importers directly about heat stress, noting that Australian temperatures between December and February can exceed 40°C. Snub-nosed breeds, older dogs, heavy-coated dogs and any dog with a history of heat stress carry the highest risk. Its advice is to arrange arrivals early in the morning or later in the day where possible.
Moving a cat at the same time?
Cats book into the same facility on the same system, but qualify for the short stay differently. Read why cat quarantine at Mickleham is only 10 days →
Confirming the reservation and the seven-day line
Confirmation must happen no later than seven days before the dog is due to arrive in quarantine, and once confirmed you can no longer change the date yourself online. After that point only departmental staff can move it, by phone or email.
That deadline matters more than its wording suggests, because of what happens on either side of it.
Before confirmation, you can log back in with your reference number and registered email to update, check or cancel. After confirmation, the website closes that option and the date becomes something you negotiate rather than edit.
A few practical habits save trouble here:
- Keep the reference number somewhere permanent. Losing it means verifying your identity with the department to have it reissued.
- Finish the request in one sitting. Nothing is saved until payment details are submitted and a reservation number is issued.
- Nominate the right email recipients. Notifications cover arrival, initial checks, compliance, release proposals and any medical alert.
- Brief your agent before the deadline. Flight details and the air waybill usually come from the shipper, not the owner.
Dogs also carry more pre-export testing than cats on the Group 3 route, including the Brucella canis test, so the paperwork feeding this confirmation is thicker and slower to assemble.
Three routes, three bookings, three invoices
The booking form looks identical on all three routes. The invoice does not, because the stay length is decided by the country group and by whether an identity check was done before the rabies titre blood was drawn.
Illustrative Australian Government Charges By Route, One Dog
| Line | AUD | Note |
|---|---|---|
| Route A — Group 2 country such as Singapore, 10-day stay | ||
| Permit, reservation and importation | 1,950 | Permit 603, reservation 269, importation 1,078 |
| Accommodation and release | 700 to 880 | 10 days at 530 plus terminal fee |
| Route A total | 2,650 to 2,830 | Identity verified by the competent authority |
| Route B — Group 3 country with identity declaration, 10-day stay | ||
| Permit, reservation and importation | 1,950 | Same three charges as Route A |
| Accommodation and release | 700 to 880 | 10 days at 530 plus terminal fee |
| Route B total | 2,650 to 2,830 | Identity declaration endorsed before the titre |
| Route C — Group 3 country, no identity declaration, 30-day stay | ||
| Permit, reservation and importation | 1,950 | Unchanged by stay length |
| Accommodation and release | 1,760 to 1,940 | 30 days at 1,590 plus terminal fee |
| Route C total | 3,710 to 3,890 | One missed appointment, AUD 1,060 more |
Illustrative scenario modelled by My Pet Mover from published DAFF permit and quarantine charges, August 2026. Australian government charges only. Excludes flights, crate, veterinary work, staging country costs and agent fees. Assumes one dog, no overstay and no additional treatments.
Routes A and B produce the same invoice from very different preparation. Route C is the same dog as Route B with one appointment missing, and it costs AUD 1,060 more in accommodation alone.
Budget above these totals rather than at them. The department’s own cats and dogs FAQ estimates roughly AUD 3,114 to import one cat or dog on the 10-day minimum and AUD 4,234 on the 30-day minimum. Those figures run higher because inspection time, document assessment and collection are counted in.
Conclusion: book the permit, not the calendar
To book Mickleham post entry quarantine you need a granted import permit, an Australian contact, a Melbourne flight and space on your date. For a dog leaving Malaysia, all four sit behind a staging country, which is why the Malaysia to Australia route is planned in years rather than months.
The booking screen is the easy part. Everything that makes it possible happened in another country, months earlier, in appointments nobody described as urgent at the time.
Import conditions and fees also move. The pages cited here carry revision dates from 2019 through to April 2026, and the department reviews charges annually and states conditions can change without notice. Check the current DAFF pages for your export country before you commit money, and ask the department to confirm in writing anything you cannot find on its website.

Frequently Asked Questions
1. How do I book Mickleham post entry quarantine for my dog?
You make the reservation online through the department’s Post Entry Biosecurity System, using a desktop browser. Stage one needs your import permit number, the dog’s details, an anticipated arrival date, an Australian address and payment. Stage two needs your flight details into Melbourne and the air waybill number, and must be completed no later than seven days before arrival.
2. Can I book before my import permit is issued?
No. The department states you can book at the Mickleham facility once it has granted your animal an import permit, and a valid permit number is required to start the reservation. Most permits are issued in 20 to 40 business days, but the department advises it can take up to 123 business days, so the booking date depends on that queue.
3. How much does it cost to book a Mickleham quarantine slot for a dog?
The reservation charge is AUD 269 per dog and the importation charge at confirmation is AUD 1,078, per the DAFF fees page updated 21 April 2026. Accommodation is AUD 53 per day, so 10 days costs AUD 530 and 30 days costs AUD 1,590. The reservation and importation charges are non-refundable unless exceptional circumstances apply.
4. How far ahead should I book quarantine at Mickleham?
The department describes the reservation as a process that begins months in advance, and advises allowing at least six months for the whole import. Because bookings are subject to space at the requested time, request the reservation as soon as the permit is granted rather than waiting until the flight is booked.
5. Can my dog fly from Malaysia straight to Mickleham?
No. Direct importation of cats and dogs from Malaysia to Australia is suspended, and Malaysia does not appear on Australia’s approved country lists. The dog must first move to an approved country, be prepared there by a government approved veterinarian, and be exported from that country under a permit issued for that route.
6. What happens if I miss the seven-day confirmation deadline?
Contact the post entry quarantine team by email or phone immediately. Once a reservation is confirmed you can no longer change its date through the website, and departmental staff handle any change manually. Missing the deadline risks the reservation, while the reservation and importation charges are non-refundable except in exceptional circumstances.
