Read across the rows and the pattern is clear: the veterinary conditions are modest, the operational ones are not. Two of the eight rows are answered only by the airline, and both can stop a booked move.

The 30-day floor and the 30-day ceiling

Why the PAAF permit needs someone already in Kuwait

The import permit is issued by the Public Authority for Agriculture Affairs and Fish Resources to an applicant inside Kuwait, not to the owner in Malaysia. Until a resident sponsor or an appointed agent applies on your behalf, the file cannot move regardless of how complete the veterinary paperwork is.

Malaysia and Kuwait sit on the same rabies list

Both Malaysia and Kuwait appear on the CDC’s list of countries considered high risk for dog rabies. That shared status explains why Kuwait asks for no titre test on this route β€” and why a later onward move to a rabies-free country will be far harder than the Kuwait leg itself.

Where Malaysia to Kuwait files actually fail

Quick answer

Kuwait files rarely fail on medicine. They fail on eligibility that was never confirmed, a sponsor who could not apply in time, a routing that transits Kuwait, or a health certificate signed too early and expired by departure.

Four patterns account for most of what we see on Gulf files bound for Kuwait, and none of them is clinical:

  1. Eligibility assumed rather than confirmed. Kuwait restricted commercial imports of dogs and cats in late 2025 in response to its stray population, with personal imports tightened too. Begin with a direct check of the current position, not last year’s understanding of it.
