Read the table as two clocks rather than one list. The Malaysian clock is about issuance, and it works much like the process behind an export health certificate for any outbound pet. The Nepali clock is about notice. They overlap only in the last ten days, which is why this route feels calm for months and then compresses.
The 72-hour email that unlocks the arrival
Nepal does not run an online import portal for household pets. The arrival is arranged by email to the Animal Quarantine Office, sent 72 hours before landing, carrying the flight details, the owner’s passport copy, the health certificate and the rabies card.
This surprises owners used to European or Australasian systems, where a reference number is generated and the shipment tracked against it. Nepal’s process is human. Somebody at the quarantine office reads the email and expects your animal on that flight.
Two practical consequences follow. Send it early rather than exactly on the 72-hour mark, because a bounced attachment on a Friday afternoon is not the same as one on a Tuesday morning. And print what you sent: the paper copy in the folder resolves a disagreement at the counter, not a message sitting on a phone with no roaming.

Do you need a Nepali import permit?
For a household moving one or two pets with the family, Nepal does not require an import permit. Larger groups cross into commercial import territory, where the Department of Livestock Services becomes involved and the file changes shape entirely.
The distinction matters more than the number. A personal effect travelling with its owner is treated differently from a consignment, and Nepal’s quarantine law is written around consignments arriving at check posts. Contrast that with the Indonesia route, where a permit is required whatever the number.
Nepal’s Animal Health and Livestock Services Act gives quarantine officers authority to inspect arriving animals, examine their certificates, and hold anything that fails. That applies whether or not a permit was needed. A missing permit is not the risk on a two-pet move; a weak certificate is.
The practical rule for Malaysian families: move more than two animals and you are running an import, not a pet move. The Malaysian half: export permit and health certificate
Malaysia’s Department of Veterinary Services issues both the export permit and the veterinary health certificate. The permit is valid for 30 days and is issued within two days of a complete application, but the application is only complete once the destination’s requirements are attached.
DVS publishes the procedure as a flow with one gate in the middle. The application goes in online through the e-permit system or manually on Form A, supported by the import approval or requirement from the importing country. Documents are checked, compliance with that country’s regulations is assessed, and non-compliant files are rejected rather than corrected. Three things follow, and they shape the whole schedule:
- The permit is issued per consignment. It is not a standing approval you hold for the year, so a postponed flight can mean a fresh application.
- The permit is valid for 30 days. Pulling it early to feel organised simply moves the expiry closer to your departure.
- Two days is the processing target, not the planning figure. Two days assumes nothing is queried, and the query is usually about the destination’s requirement rather than the animal.
The health certificate sits on the tighter clock. Nepal wants it issued within ten days of arrival, so it cannot be produced early and filed. It is the last thing done before travel, after the fit-to-fly veterinary check the airline requires. That is why the final fortnight carries most of the risk.

Arrival at Tribhuvan, and when quarantine appears
A quarantine officer inspects the animal and the file at Tribhuvan. With a complete file and a healthy pet, the animal is released to the owner. Quarantine on this route is a consequence of failure, not a scheduled stage of the journey.
Nepal’s quarantine officers hold statutory powers to examine arriving animals and the certificates travelling with them, and to hold anything that does not satisfy them. That is the legal backdrop to every arrival, even on a route with no routine detention.
Why does a country with no titre requirement still inspect carefully? Because rabies is endemic there. The World Health Organization lists Nepal among the nine countries in its South-East Asia Region where dog-mediated rabies is endemic. It also notes that dogs cause up to 99% of rabies transmission to humans worldwide. The inspection maintains a documented, vaccinated pet population; it is not aimed at Malaysia.
Customs sits separately from quarantine, and owners sometimes conflate the two. A pet cleared by the quarantine officer may still pass a customs counter.
