Japanese Airports That Accept Dogs From Malaysia

There are eleven Japanese airports that accept dogs: New Chitose, Narita, Haneda, Chubu, Kansai, Osaka Itami, Kobe, Kitakyushu, Fukuoka, Kagoshima and Naha. Any other airport refuses the animal. From Malaysia the practical shortlist is smaller still, because only three of the eleven keep a caretaker company at the quarantine facility.

Introduction: the port decides more than the flight time

Quick answer

Owners pick a Japanese airport by where they are moving to. Japan picks it by where a quarantine officer is posted. Those two lists overlap far less than people expect, and the mismatch usually surfaces after the flight is booked.

The dog is on a different system. The Japanese airports that accept dogs are a fixed, published list, because animal quarantine officers are stationed only at those ports. Land anywhere else and there is no officer to inspect the animal, no import quarantine certificate, and no legal way in.

This guide sets out that list, which ports a Malaysian flight can reach, and what changes between them once the crate is on the ground. Japan’s Animal Quarantine Service lists eleven Japanese airports that accept dogs, each with a named branch office handling the paperwork. Tokyo has two of them, the Osaka area has three within reach, and the rest are single ports spread from Hokkaido to Okinawa.

The list of Japanese airports that accept dogs is published by the Animal Quarantine Service, and it applies whether the animal travels as manifest cargo, as excess baggage or in the cabin. Japan’s guide for non-designated regions — the group Malaysia belongs to — names each port and states plainly that dogs can be imported only through them.

Two names owners assume are there are missing. Sendai and Hiroshima both handle international flights and both have animal quarantine staff for meat and animal products, but neither is a dog port. The Animal Quarantine Service contact list shows the split clearly: a much longer roster of offices covers animal products, while the pet desks sit at the eleven airports above.

Eight seaports also take dogs — Tomakomai, Keihin, Nagoya, Hanshin, Kanmon, Hakata, Kagoshima and Naha — but they matter for ferry arrivals from Korea or China, not for a Malaysian move.

Which of the eleven a Malaysian dog actually flies into

Quick answer

All eleven Japanese airports that accept dogs are legal options, but only a handful carry direct services from Kuala Lumpur on carriers that take live animals. In practice almost every Malaysian dog we move to Japan arrives at Narita, Kansai or Haneda.

Two filters narrow the eleven. The first is whether Kuala Lumpur has a direct service to that airport at all. The second, and the one owners miss, is whether the carrier on that route accepts live animals in the hold, since a route existing and a route taking dogs are different questions. The tail of that table is where the planning happens. New Chitose and Naha are both Japanese airports that accept dogs, so a move to Sapporo or Okinawa is legal. Reaching them from Kuala Lumpur usually means a connection, and a connection means a second set of handling rules. Transit through a third country adds paperwork a direct flight avoids, which is why layover and transit rules deserve checking before the itinerary is fixed.

Domestic connections inside Japan are simpler but not free. The dog clears quarantine at the international port, then travels on as domestic cargo, so the family collects it at Narita or Kansai and re-books it. Most owners avoid the extra leg and drive instead.

Only three of the eleven can hold a dog properly

Quick answer

Every listed port can inspect a dog, but only Narita, Haneda and Kansai have a caretaker company stationed at the detention facility. Anywhere else, if the dog is held, the importer has to arrange feeding and care themselves.

This is the difference almost nobody weighs when choosing between the Japanese airports that accept dogs, and it only matters on the day something goes wrong. Japan’s guidance states that the importer is responsible for caretaking, feeding and all costs during detention quarantine, and that the duties may be entrusted to a caretaker company stationed at Narita, Haneda or Kansai.

Capacity is the second constraint. Japan warns that a full detention facility can force a change of arrival date or port of entry, and its designated-region guidance carries a standing note that the cat facility at Haneda is full. A booking is not a reservation of a kennel.

None of this bites if the file is clean, and most files are. It bites when something small is wrong on the certificate, which is why knowing exactly who signs the certificate in Malaysia matters more than shaving an hour off the flight.

Twelve hours or 180 days: what the port decides on arrival day

Quick answer

A dog that meets Japan’s requirements clears in under twelve hours. A dog that does not can be detained for up to 180 days or sent back. The airport does not change that rule — it changes how bearable the second outcome is.

Japan states the two outcomes plainly. Dogs and cats meeting the import requirements complete quarantine within 12 hours, while those that do not are detained for up to 180 days or returned to the exporting country. Detained animals cannot leave the facility for any reason other than being sent home.

Three things decide which side of that line a Malaysian dog lands on, and none of them are settled at the airport:

  • The 180-day wait is complete before arrival. Malaysia sits in the non-designated group, so the clock runs from the blood sampling date for the rabies antibody test. Arrive early and the dog is held for the shortfall.
  • The certificate is endorsed and internally consistent. Microchip numbers must match on every line, and the pre-export clinical inspection must fall within ten days of boarding.
  • The advance notification was accepted. Without an approved notification for that specific port, the arrival has no slot.

The first is the long pole. A titer result below the threshold restarts a months-long sequence, which is why Japan’s titer test and its long wait is the first thing we schedule. Locking the port before you book the flight

Quick answer

The advance notification goes to the quarantine office that covers your arrival airport, not to a central office, and it must be filed at least 40 days before arrival. Changing the port afterwards means notifying the new office and waiting again.

Because each of the Japanese airports that accept dogs has its own office, the notification is port-specific from the moment it is sent. Japan will not accept a notification filed less than 40 days before arrival, and it refuses changes that move the arrival date forward, add animals, swap animals, or land after the scheduled date. Read the right-hand column downward and the port stops being a preference around day 40. After that, switching between Japanese airports that accept dogs is not a rebooking — it is a new notification to a new office, and the calendar rarely has room for it.

Cats and assistance dogs sit outside the eleven

Quick answer

The eleven-airport restriction is written for dogs. Cats, and assistance dogs recognised under Japanese law, may arrive at other ports — but only after contacting the Animal Quarantine Service there in advance.

Two groups can use a port outside the list. Owners importing cats, and owners arriving with a guide dog, service dog or hearing dog regulated under Japanese law, should contact the Animal Quarantine Service in advance. It is permission by arrangement, not an open door, and the health requirements do not soften: assistance dogs meet the same import conditions as any other dog.

Two practical points follow for Malaysian owners:

  • A cat gives you more airports, not fewer rules. The microchip, two rabies vaccinations, antibody test and 180-day wait apply exactly as they do to a dog.
  • Ask before you assume capacity exists. Detention space is finite, so an off-list port needs written confirmation before a ticket is bought.

Households moving both a cat and a dog find the dog’s list governs the plan, because splitting the animals across two ports doubles the notifications and the collections. The Japanese airports that accept dogs become the household’s shortlist by default.

Conclusion: choose the port first, the flight second

No. Japan’s restriction to those ports is written for dogs. Owners importing cats, or arriving with an assistance dog regulated under Japanese law, may use another port after contacting the Animal Quarantine Service there in advance. The health requirements stay the same either way.
