Malaysia to Mauritius Pet Export: Island Rules

Mauritius asks for an import permit applied for at least three months before departure, a rabies antibody titre of 0.5 IU/ml or more, and a further three-month wait counted from the day the blood was drawn. Dogs add two blood tests. Every pet flies as manifest cargo and spends at least five days in quarantine at Reduit.

Introduction: the island counts from the blood, not the flight

Quick answer

A Malaysia to Mauritius pet move is not decided by the flight date. It is decided by the day a laboratory drew blood for the rabies titre, because Mauritius will not accept the animal until three months have passed from that sampling date.

Most owners planning a move to Port Louis or Grand Baie start by looking at flights. That is the wrong end of the file.

Mauritius has kept itself free of rabies, and its rules read like it. The date that governs a Malaysia to Mauritius pet export is not the departure date. It is the day blood was drawn for the rabies titre.

Owners who book a flight and then start the vaccinations usually find they are months short, with no way to buy the time back.

My Pet Mover builds this route around the titre date and slots the flight in afterwards, the same discipline behind every pet export from Malaysia with a fixed waiting period.

What Mauritius asks of a Malaysian cat or dog

Quick answer

Every cat and dog needs an import permit issued before departure, a microchip, a rabies titre of at least 0.5 IU/ml, current core vaccinations, a sterilisation certificate, and an International Veterinary Certificate endorsed by Malaysia’s veterinary authority.

The requirements sit in two guidance notes, one for dogs and one for cats. Every file must carry:

  • An import permit, obtained before the animal is embarked. The Division of Veterinary Services states plainly that no animal should be embarked without one.
  • A separate application form for each animal. Two pets means two complete applications.
  • A microchip read by the vet who draws the titre blood. The number must appear on the laboratory report.
  • A rabies antibody titre of 0.5 IU/ml or higher, by FAVN or RFFIT.
  • A sterilisation certificate stamped by a registered veterinarian, unless the pet is imported for breeding.
  • An International Veterinary Certificate from the exporting country’s competent authority, in original form on arrival.

Malaysia’s side of that last item runs through the Department of Veterinary Services import and export unit, which issues the export permit and endorses the certificate.

The import permit, and the three-month head start

Quick answer

Mauritius asks owners to apply for the pet import permit at least three months before leaving the exporting country. It is not granted on paperwork alone: a kennel or cattery space at the quarantine station must be free before it can be issued.

The three-month lead time surprises people who have moved pets to Europe or the Gulf, where permits are often turned around in days.

The Mauritian permit does two jobs. It confirms your pet meets the health conditions, and it reserves a physical space at Reduit. If the quarantine station is full for the week you want, the permit waits.

The application is heavier than most. Alongside the form, Mauritius asks for a motivation letter addressed to the Principal Veterinary Officer, explaining why you are coming, whether you are a returning resident or an expatriate, and how long you intend to stay. Expatriates attach the residence or occupation permit, and owners using an agent attach an authorisation letter.

Add the owner’s passport or identity card and the pet’s full vaccination book, photographed from the front cover to the latest entry, and the application is complete.

The rabies titre and the wait that follows it

Quick answer

Wait four weeks after the rabies vaccination before drawing blood. The sample must return 0.5 IU/ml or higher by FAVN or RFFIT. Travel is then blocked for three months from the sampling date, and the result expires twelve months after it.

This clock decides everything else, so read the sequence slowly.

  1. Vaccinate, then wait four weeks. Blood drawn earlier will not be accepted.
  2. A registered veterinarian scans the microchip and draws the sample. Both happen in the same visit, by the same vet.
  3. The laboratory runs FAVN or RFFIT. It must be approved by Malaysia’s veterinary authority or be a WOAH reference laboratory for rabies.
  4. The report comes back in English, on lab letterhead. It carries the microchip number, sampling date, latest vaccine date, test type, result, result date and the issuer’s signature.
  5. The laboratory sends a copy directly to Mauritius. That is how the Division of Veterinary Services confirms it is genuine.
  6. Wait three months from the sampling date. Not the result date, and not the vaccination date.

A result below 0.5 IU/ml means revaccinating and starting again, fresh three-month wait included. That is the most expensive mistake on this route.

Anyone who has done a titre before will know the shape, though the clocks differ; the rabies titer test requirements China applies to imported pets use the same methods on a different schedule.

The two blood tests only dogs carry

Quick answer

Dogs bound for Mauritius add two tests cats do not: Ehrlichia canis by indirect fluorescent antibody test, negative at a 1:40 dilution and taken within 45 days of departure, and Brucella canis by agglutination test, negative.

These two sit on a different clock from the rabies titre, and that is where dog files go wrong.

The Ehrlichia canis test has a short window. It must be taken within 45 days of departure, so it cannot be drawn early, and it cannot be left so late that the endorsement runs past the flight. In practice the draw lands three to five weeks out.

Brucella canis has no stated window, but the same reporting rule applies: the lab sends results directly to Mauritius, not only to the owner.

Cats skip both. They carry a vaccination record for feline enteritis, rhinotracheitis and calicivirus instead, given between fourteen days and twelve months before export. Dogs need distemper, infectious hepatitis, leptospirosis and parvovirus, given at least two weeks before the flight and certified with the vaccine make, batch number and expiry date.

Sterilisation, breed lists and the applications that stall

Quick answer

Pets must be sterilised unless imported for breeding, and Mauritius bans nine dog breeds outright under the Animal Welfare Act 2013. A further list of dangerous breeds may enter only as documented pure breeds.

Two conditions here have nothing to do with disease, and both stop applications cold.

The first is sterilisation. A certificate stamped by a registered veterinarian is part of the application, not an afterthought at the airport. Animals imported to breed swap it for a pedigree document plus a breeder’s licence registered with the Animal Welfare Unit.

The second is breed. The Fourth Schedule of the Animal Welfare Act 2013 bars nine breeds from entering Mauritius at all, among them the American Pit Bull Terrier, American Staffordshire Terrier, Japanese Tosa, Dogo Argentino, Fila Brasileiro and Boerboel. A longer schedule of dangerous dogs, covering breeds such as the Rottweiler, Dobermann, Cane Corso, Bull Mastiff and Rhodesian Ridgeback, may be imported only as documented pure breeds.

A mixed-breed dog resembling anything on either list should expect close scrutiny. Resolve it before the titre blood is drawn.

Where the weeks actually go on this route

Quick answer

Roughly 120 of the calendar days on a Malaysia to Mauritius pet export are pure waiting: four weeks between vaccination and blood draw, then three months between blood draw and departure. The active paperwork takes far less time than owners expect.

Calendar Days Per Stage, Malaysia to Mauritius

Calendar days each stage of a Malaysia to Mauritius pet export typically occupies, and whether the stage blocks other work.
Stage Calendar days Days Blocks other work?
Rabies vaccine to blood draw
28 No, permit prep runs alongside
Blood draw to laboratory result
14 No, runs inside the wait
Mandatory wait from sampling date
90 Yes, absolute
Import permit application to issue
90 Yes, apply at the same time
Dog Ehrlichia canis test window
45 No, sits at the end

Modelled planning schedule built from the published Mauritian waiting periods and My Pet Mover’s file handling. Bars scaled to the longest stage.

Two stages run for about ninety days each, and they can run together. Apply for the permit in the week the blood is drawn and the permit costs no calendar time at all; wait for the titre result first and you add three months the move never needed.

Crate work is the same story. Measuring your dog correctly for an IATA crate can start on day one.

Every deadline, and what it is counted against

Quick answer

Mauritius counts six separate windows on a pet file, each measured against a different event: vaccination date, sampling date, departure date or arrival date. Mixing them up is how a compliant file becomes a rejected one.

Mauritian Pet Import Deadlines and Their Reference Dates

Each Mauritian pet import deadline, the window it allows, the event it is counted from, and whether it applies to cats, dogs or both.
Requirement Window Counted from Applies to
Gap before titre blood draw At least 4 weeks Rabies vaccination date Both
Wait before travel At least 3 months Titre sampling date Both
Titre validity ceiling No more than 12 months Shipment date, looking back Both
Ehrlichia canis test Within 45 days Departure date, looking back Dogs
Feline vaccine currency 14 days to 12 months Export date Cats
Flight notification to Reduit At least 4 days Arrival date, looking back Both

Compiled from the Mauritian Division of Veterinary Services guidance notes for importing dogs and cats, 2022 revision.

Read down the third column and the design becomes clear. Mauritius anchors its disease controls to the biology, the vaccine and the sample, and anchors its logistics to the flight.

Cargo only, and the broker who must be there

Quick answer

Mauritius accepts pets as manifest cargo only. Cabin travel and excess baggage are both refused, and a local clearing broker must be present at the airport on arrival day or the animal risks being flown back at the owner’s cost.

This condition is printed on the permit and enforced literally.

Manifest cargo means the pet travels on its own air waybill, booked through an airline’s cargo division rather than on a passenger ticket. Kuala Lumpur has a direct air link to Sir Seewoosagur Ramgoolam International Airport, avoiding the transit permits a connection would bring.

The broker requirement is the part owners underestimate. Mauritius wants the broker’s details on the application and that broker at the airport on the day. Otherwise, the published guidance is blunt: the animal risks being put back on the plane at the owner’s expense.

Four days before arrival, the flight number and arrival time go to the Division of Veterinary Services by email. What happens at KLIA on flight day will feel familiar; the difference is the named person waiting at the other end.

Quarantine at Reduit, and what the island charges

Quick answer

Every pet serves a minimum of five days at the quarantine facility in Reduit. The published Mauritian charges are modest — Rs 500 import fee per animal, Rs 500 veterinary clearance, and Rs 15 per day for the kennel or cattery.

Published Mauritian Charges on a Pet Arrival

Official Mauritian fees applicable to an imported cat or dog, the basis of each charge, and what a five-day stay costs.
Charge Rate Basis
Import fee, cats and dogs Rs 500 Per animal
Veterinary clearance fee Rs 500 Per consignment
Kennel or cattery rent Rs 15 Per day, per animal
Minimum five-day stay Rs 75 Kennel rent only, one animal

Rates as published by the Division of Veterinary Services import fee schedule. Airline, crate and laboratory costs are separate.

Destination charges here are small. The real spend sits in the cargo rate, the laboratory work and the crate, which is where our pet relocation pricing does the heavy lifting.

The schedule does not show the practical side of the stay. There is no clinical veterinarian on site, so treatment means a private vet at your own cost. Owners supply food, and cat owners supply litter. Visiting runs Monday to Saturday, morning and early afternoon, and mornings only on Sundays and public holidays.

How Mauritius sits against other export destinations

Quick answer

Mauritius is a long-lead, low-cost destination. Its three-month titre wait is longer than Germany’s or Oman’s, but its quarantine is short and cheap, and it holds pets far less time than a destination like Australia.

Four Export Destinations From Malaysia, Compared

Titre requirement, mandatory waiting period, arrival quarantine and travel mode across four destinations commonly served from Malaysia.
Destination Rabies titre required Wait after sampling Arrival quarantine
Mauritius Yes, 0.5 IU/ml minimum 3 months 5 days minimum, Reduit
Germany Yes, 0.5 IU/ml minimum 3 months None if compliant
Oman Yes, permit-led Shorter, permit-dependent None if compliant
South Africa Not on the dog panel Not applicable Depends on permit route

Aggregated from each destination’s published import conditions, current at August 2026. The binding version is always the one printed on your permit.

This explains why Mauritius feels harder than it is. The rules are simple, but the three-month wait is fixed and no agent can shorten it.

If you are weighing destinations, read the neighbouring guides side by side: the Malaysia to Germany pet relocation rules and timeline, the Muscat entry rules for pets leaving Malaysia and the Malaysia to South Africa pet export process.

Conclusion: work backwards from the titre date

Quick answer

Fix the titre sampling date first, apply for the import permit in the same week, and treat the flight as the last decision rather than the first. Handled that way, a Malaysia to Mauritius pet export runs to about four months.

Nothing on this route is difficult in isolation. A vaccination, a blood test, a form, a crate, a flight.

What makes it feel hard is that the two longest stages are invisible. They are periods of waiting rather than tasks, and waiting does not appear on a to-do list until it is too late. Plan around the sampling date rather than the departure date and you will not run short.

Start the file with a call to your vet about the rabies vaccine, not with a flight search.

Frequently Asked Questions

1. How long does a rabies titre take to clear for Mauritius?

Plan on about four months from the rabies vaccination. You wait four weeks before the blood can be drawn, the laboratory takes roughly two weeks to report, and Mauritius then requires three full months counted from the sampling date.

2. Does my pet have to be sterilised to enter Mauritius?

Yes, unless the animal is imported specifically for breeding. A sterilisation certificate stamped by a registered veterinarian forms part of the permit application. Breeding animals substitute a pedigree certificate, and dogs also need a breeder’s licence registered with the Animal Welfare Unit.

3. Can my pet fly to Mauritius in the cabin with me?

No. Mauritius requires arriving pets to travel as manifest cargo, and the permit conditions refuse both cabin carriage and excess baggage. You will also need a local clearing broker, named on the permit application, at the airport on arrival day.

4. How long is quarantine in Mauritius for a pet from Malaysia?

The published minimum is five days at the quarantine facility in Reduit, provided the documentation and test results are in order. Kennel or cattery rent runs at Rs 15 per animal per day, and owners supply the pet’s food throughout.

5. Do cats and dogs need the same tests for Mauritius?

No. Both need the rabies antibody titre, but only dogs carry the two extra blood tests: Ehrlichia canis by indirect fluorescent antibody test and Brucella canis by agglutination. The vaccine lists differ too. Cats cover feline enteritis, rhinotracheitis and calicivirus; dogs cover distemper, hepatitis, leptospirosis and parvovirus.
