A dog or cat that needs quarantine may land at only three places in Malaysia — KLIA, Penang and Padang Besar. Of the pet entry points Malaysia airports offer, just two sit beside an animal quarantine station. Johor carries sixteen MAQIS entry-point posts and no station at all, so Senai and the Causeway only work for animals from exempt countries.
Introduction: the arrival airport is not a travel preference
Owners usually pick an arrival airport the way they pick their own — closest to home, cheapest fare, kindest schedule. For an imported pet, none of that applies. The landing place is written into the import permit before the flight is booked, and the quarantine question decides it.
A family moving back to Penang assumes Penang. A family moving to Johor Bahru assumes Senai, or a short drive over the Causeway. Only one of those assumptions survives contact with the rules.

What the rules actually say about where a pet may land
Four published rules govern the landing place. The animal must arrive as consigned cargo, and must land only at the entry point named in the permit. It may not transit elsewhere without permission. If it needs quarantine, only a gateway with a station will do.
They sit in Malaysia’s published import guidance and work as a set, which is why owners who read only one get caught out. Together they say something simple: the permit names one door, and your animal walks through it or none.
- Cargo only. The Department of Veterinary Services states pets may be imported only as consigned cargo, declared to the animal quarantine officer at the landing place.
- One named door. The animal must land only at the entry point stated on the MAQIS import permit, which is not a general licence to arrive anywhere.
- No casual transit. Transiting through a different Malaysian entry point needs permission from the quarantine officer at the designated point.
- Quarantine follows the building. Animals requiring quarantine may land only at KLIA, Penang or Padang Besar.

Which pet entry points Malaysia airports offer can a permit name?
MAQIS staffs 55 entry-point posts across ten state jurisdictions, covering airports, seaports, jetties, ferry terminals and land borders. Twelve of those posts sit at airports. Only two of the twelve stand beside a dog and cat quarantine station, which is where the real shortlist comes from.
The gap between those two numbers is the whole story. Malaysia’s border network is wide, so the route your pet actually flies is decided by a much shorter list than owners expect.

Johor is the standout: sixteen posts covering the Causeway, Second Link, Senai airport, seaports and jetties — and not one room for a dog or a cat. Selangor has half as many posts and the country’s largest station.
Is Penang an approved pet entry airport Malaysia recognises?
Yes. Penang is one of only three places where a quarantine-bound dog or cat may land, alongside KLIA and Padang Besar. The airport at Bayan Lepas carries a MAQIS post, and the Batu Maung quarantine station sits on the same island a short drive away.
This surprises people, because most pet-travel advice defaults to KLIA and stops there. Yet Penang is genuinely approved, and for a family settling in the north it removes a long road transfer at the worst moment.
Two things temper the good news. Batu Maung is far smaller than the KLIA station, so the practical question is whether space exists on your dates rather than whether the airport qualifies. And the animal must arrive as cargo on a service that carries live animals into Bayan Lepas, which narrows the schedule considerably against Sepang. Both point the same way: confirm the room first, which is why the quarantine slot booking comes before the permit, and the permit before the flight.
Where are Malaysia’s animal quarantine stations?
MAQIS publishes four animal quarantine stations: KLIA, Batu Maung in Penang, Padang Besar in Perlis and Rantau Panjang in Kelantan. Rantau Panjang is marked as unavailable for quarantine and used only for detaining case goods, which leaves three working stations for pets.

Can a pet enter through Johor, at Senai or the Causeway?
Only for an animal that needs no quarantine. Johor has MAQIS posts at Senai airport, the Causeway crossing and the Second Link, but no dog or cat quarantine station. An animal from a non-exempt country cannot be cleared there, because there is nowhere to hold it.
The Penang Johor pet entry point comparison turns on that single sentence. Both states have officers and gazetted crossings; only one has rooms. For an animal from an exempt origin — Singapore and Brunei among them — a Johor entry point can be named on the permit, subject to MAQIS confirming cover for the arrival. For everything else, Johor is off the table however convenient the map looks.

Every gateway falls into one of three groups: full service with quarantine on site, MAQIS cover but no quarantine, or a separate permit system altogether. Reading a gateway across all four columns tells you in seconds whether it can take your animal.

What a KLIA pet arrival looks like on the day
A KLIA pet arrival runs through the cargo terminal, not the passenger hall. The crate is offloaded, documents are presented to the animal quarantine officer, the animal is inspected, and it is then moved to the station or released, depending on origin.
Owners often expect to meet the animal at a baggage belt. That is not how a consigned import works. The officer checks three things: the original permit, the veterinary health certificate from the exporting country’s authority, and the vaccination record.
Two notes make the day smoother. Advising the quarantine officer of the flight and estimated arrival time is not compulsory, but the department suggests it speeds up clearance. And you need not travel with the animal at all — a local representative or appointed agent can handle the inspection and quarantine formalities, which is what our team does at the KLIA station.
What does the station charge once your pet is inside?
The Department of Veterinary Services publishes the station charge at roughly RM 79 a week for a dog and RM 72 a week for a cat, excluding food and any treatment. The minimum stay for a non-exempt origin is seven days, so most files start at one week.

Sabah, Sarawak and Labuan sit outside the peninsular system
A permit for Peninsular Malaysia does not carry an animal into Sabah or Sarawak. DVS directs enquiries and applications for those states to the state authorities themselves, so an arrival into Kota Kinabalu or Kuching is a separate filing.
This catches families relocating for work in East Malaysia, especially when a mover quotes a peninsular import and nobody mentions the second permit. Labuan is its own case — MAQIS lists posts and a station chief there, but the dog and cat station listing names only the four peninsular stations.
The order does not change: settle the destination state, then the issuing authority, then the landing place. Getting it wrong is the commonest reason an import permit expires unused.
How to choose your entry point before booking anything
Work through five questions in order: destination state, origin country status, quarantine room availability, permit filing, then flights. Each answer narrows the next, and reversing the order is what produces cancelled bookings.

- Fix the destination state. Peninsular Malaysia, Sabah, Sarawak or Labuan — this decides which authority issues the permit.
- Check the origin country’s status. Exempt origins skip quarantine and open up more gateways. Non-exempt origins are limited to KLIA, Penang or Padang Besar.
- Reserve the quarantine room. For a non-exempt origin, contact the station at least fourteen days before the intended import date and secure the reservation number.
- File the permit through a registered agent. An appointed agent submits it with the reservation number and the chosen entry point named on it.
- Book the flight last. Only once the permit names the gateway is the routing locked, and the animal must travel as cargo directly to it.
Conclusion: three doors, and the permit picks one
Penang works and Johor mostly does not, and the reason is a building rather than a border. Malaysia runs a wide entry-point network with a very narrow set of places that can hold a dog or a cat, and the permit has to name one of them.
So: yes through Penang, and only sometimes through Johor. If your animal comes from an exempt origin the map opens up. If not, the shortlist is three names long, and two of them are airports.

1. Can my dog fly into Penang instead of KLIA?
Yes. Penang is one of three places where a quarantine-bound dog or cat may land, because the Batu Maung quarantine station sits on the island. The constraint is practical rather than legal — the station is small, and fewer flights carry live animals into Penang than into Sepang, so confirm space and routing before committing.
2. Why can’t a pet clear at Senai or the Causeway?
Johor has MAQIS officers at both, but no dog or cat quarantine station anywhere in the state. An animal that requires quarantine cannot be cleared where there is nowhere to hold it. A pet from a quarantine-exempt origin is a different case and can be considered, provided the permit names that entry point.
3. What happens if my pet lands at the wrong entry point?
Entry approval requires the animal to land at the point stated on the import permit, and transit through other Malaysian entry points is not allowed without permission from the quarantine officer at the designated point. An unplanned arrival elsewhere is treated as a clearance problem, and the outcome is at the officer’s discretion.
4. Does Padang Besar mean I can drive my pet in from Thailand?
Padang Besar is a land crossing with quarantine facilities, so it is one of the three places a quarantine-bound animal may enter. It still requires the same import permit, the same reservation and the same veterinary health certificate as an air arrival, and the permit must name Padang Besar specifically.
