Which Documents Does Your Pet Need for Malaysia?

The pet import documents Malaysia asks for are five, not one: a MAQIS import permit, a government veterinary health certificate issued within seven days of export, a microchip and description record, an up-to-date vaccination book, and, where quarantine applies, a quarantine space booking number. Each comes from a different issuer and runs on its own clock.

Introduction: five documents, five different issuers

No single office hands you a complete file. A vet issues one part, a foreign government endorses another, MAQIS issues a third, and the quarantine station issues a fourth. The work is not collecting paper. It is making five separately issued documents agree with each other.

Owners usually arrive with a folder and a reasonable question: is this everything? The folder is rarely the problem. What holds animals at the counter is a mismatch β€” a chip number typed one way on the vaccination card and another on the certificate, or a certificate signed nine days before the flight instead of six.

Malaysia’s published conditions name an import permit, a veterinary health certificate from the exporting country’s government authority, a pet passport or certificate describing the animal, an ISO-compliant microchip, and a vaccination record covering rabies and the other core vaccines.

The list below comes straight from the department’s import regulations and the quarantine service’s own owner guidance. Nothing on it is optional, though the quarantine booking falls away on some routes.

  • The MAQIS import permit. The consignment must travel with a valid permit issued by the Malaysian Quarantine and Inspection Services Department. It is filed online, and only a registered agent can file it β€” see our walkthrough of how to get a MAQIS import permit for your pet.
  • The veterinary health certificate. Issued by a competent veterinary officer of the exporting country’s government veterinary authority, and export must happen within seven days of its issue date.
  • A pet passport or description certificate. It must carry a full description and identification of the animal, tied to an ISO 11784 and 11785 compliant microchip.
  • The vaccination record book. It must show vaccination history, treatments given and the animal’s current health status β€” not just a rabies date.
  • A quarantine space booking number. Where quarantine applies, the booking number is a condition of permit approval, so it comes before the permit, not after.

Age is checked alongside the paperwork. A dog or cat may not be under three months old at import, which rules out most puppies and kittens on a short timeline.

Who issues each document, and when the clock starts

Quick answer

Six issuers sit behind a complete file, and only two of them are your vet. The rest are the exporting country’s government authority, MAQIS, the animal quarantine station and the airline. Each document also carries its own expiry rule, and they do not expire together.

Most owners assume the paperwork moves through one office in sequence. It does not. The table below sets out who signs what, the window it must be signed in, and the thing most likely to kill it. Two rows deserve a second look. The quarantine booking sits above the permit, which surprises almost everyone. And the health certificate is created last but expires first, which is why it belongs at the end of the build.

Restricted breeds add a second approval before the permit

Quick answer

Six breeds sit on Malaysia’s restricted list. Bringing one in needs written approval from the Director General of MAQIS before a permit can even be applied for, and that approval carries its own document set on top of the standard five.

The restricted list covers the Bull Mastiff, Bull Terrier, Doberman, German Shepherd and its Belgian and East European relatives, the Perro de Presa Canario and the Rottweiler. Approval for a restricted breed is conditional, and the conditions are documentary:

  • A pedigree certificate from an approved organisation in the country of export, naming that organisation and its address.
  • The microchip code recorded inside the pedigree certificate, not only on a separate identification page.
  • The importer’s name and address, naming who is responsible for the dog’s care and handling.
  • A premises inspection covering the kennel, the size of the compound, and how the dog will be secured.
  • A written declaration that the dog is a personal pet and not for sale, will stay secured within the compound, and will be leashed and muzzled in public.

The premises inspection is what stretches the timeline. It is an appointment with a government officer, not a form, and it has to be booked early enough that approval is in hand before the permit is filed.

Almost none of the queries we handle involve a genuinely missing document. They involve documents that exist but disagree β€” a date outside its window, a chip number that reads differently on two pages, or a permit filed before the booking number came through.

The documents that travel with the crate, not the file

Quick answer

Beyond the government paperwork, the airline runs its own document check at acceptance. A live animal needs its own air waybill, a shipper’s certification completed in duplicate, and copies of the permits physically attached to the crate.

This layer belongs to the carrier rather than to a ministry, so owners rarely see it coming. The import permit documents pet owners collect from an agent are only half of what the counter asks for on the day, as our international pet transport routes page sets out corridor by corridor. The industry checklist airlines work from is specific:

  • Live animals get their own air waybill. They cannot share one with any other item in the shipment.
  • A 24-hour emergency telephone number must appear in the handling information box, and again on each container.
  • The shipper’s certification is completed in duplicate and signed by the shipper β€” never by a cargo agent, consolidator or forwarder.
  • Permits, licences and certificates attach to the air waybill, with copies affixed to the container so they travel with the animal.
  • The animal count and description must agree between the certification and the air waybill.

If any item is answered no, the shipment is not accepted. There is no partial acceptance and no discretion at the counter.

The failures are almost always timing failures. Each document has to be created inside a specific window relative to the arrival date, and doing the right thing in the wrong week is the same as not doing it at all.

How to assemble the file in the right order

Quick answer

Six steps, in one fixed order: check the breed, identify the animal, vaccinate, book the quarantine space, file the permit through a registered agent, then take the export exam in the final week. Skipping ahead is what costs money.

The permit cannot be filed by an owner directly. It goes through an appointed agent registered with MAQIS, as explained in our note on why you cannot file a permit yourself.

How to assemble a Malaysian pet import file in the correct order

Follow these six steps in sequence and every date and number in the file will agree.

  1. Confirm the breed is importable. Check the banned and restricted lists first, and start the Director General approval immediately if the breed is restricted.
  2. Implant and record an ISO-compliant microchip. Record the number before any vaccination, because every later document is written against it.
  3. Complete rabies and core vaccinations. Rabies before export, other core vaccines within twelve months of export, with product and batch details in the record book.
  4. Book the quarantine space and pay the deposit. Bookings are made ahead of the import date and produce the number the permit application needs.
  5. File the import permit through a registered agent. Give the agent the booking number, then collect the original printed permit once approved.
  6. Take the pre-export examination in the final seven days. The veterinary authority endorses the health certificate, and the animal flies inside that window.

Which documents your route adds or drops

Quick answer

The core set never changes, but two documents are route-dependent. A quarantine booking is only needed where quarantine applies, and the airline paperwork disappears entirely if the animal crosses by road from Singapore.

No. The application is filed through an agent registered with MAQIS and appointed to act for you. You supply the documents and the quarantine booking number, the agent submits it, and you should insist on the original printed permit once it is approved.

2. How long is the veterinary health certificate valid for?

Export must take place within seven days of the date the certificate was issued. That is the tightest window in the file, and it is why the pre-export examination is booked only after the flight is confirmed.

3. Does my pet need a pet passport, or is a vaccination card enough?

The conditions call for a pet passport or a certificate carrying a full description and identification of the animal, plus a vaccination record showing history, treatments and current health status. A handwritten clinic card usually falls short on both the description and the traceability details.

4. What happens if a document is missing when we land?

An animal arriving without the required documents may be refused entry, returned, or held in quarantine at the owner’s expense while the position is resolved. None of those is quick, and all cost far more than preparing the document would have. Our pricing page shows where the real costs sit.
