Sembawang Animal Quarantine Station: What Replaced It

The Sembawang Animal Quarantine Station is no longer where Singapore holds imported pets. AVS opened a purpose-built Animal Quarantine Centre at 2 Jalan Lekar on 26 November 2021, and the address, the visiting hours, the fees and the booking route all moved with it. The old name still ranks; the old details no longer work.

Introduction: the name that outlived the building

The Sembawang Animal Quarantine Station was Singapore’s pet quarantine facility for decades, in the north of the island. It is not where your pet goes now. AVS replaced it with the Animal Quarantine Centre at Jalan Lekar, in the west, and rebuilt the rules around it.

Ask most Malaysian owners where their dog will spend its first month in Singapore and they will say Sembawang. Search engines agree — pages, map pins and forum threads still carry the name.

They are describing a facility AVS no longer runs. What was the Sembawang Animal Quarantine Station?

Quick answer

It was Singapore’s government pet quarantine facility at 10 Lorong Chencharu, in the Khatib area of the island’s north. Every imported dog and cat that needed quarantine passed through it. Its work now sits with the Animal and Veterinary Service, a cluster of the National Parks Board.

For a long stretch it was the only address in the conversation. Three things about it still shape the corridor today.

  • One facility, no alternatives. Singapore ran a single government quarantine site then and runs a single one now. There is no second centre to book if the first is full.
  • The agency changed underneath it. Animal import work once sat with the Agri-Food and Veterinary Authority; it now sits with the Animal and Veterinary Service (AVS), a cluster of NParks. Guides that still say “AVA” are the same vintage as guides that still say Sembawang.
  • The reason for quarantine has not changed. Singapore has stayed rabies-free since 1953, and the quarantine period exists to keep it that way. No paperwork shortens it for a Malaysian pet.

What replaced it — the Animal Quarantine Centre at Jalan Lekar

Quick answer

The Animal Quarantine Centre (AQC) at 2 Jalan Lekar, Singapore 698919. AVS opened it on 26 November 2021. It is not the Sembawang Animal Quarantine Station under a new sign — it is a different site in the island’s west, built around daily vet checks and CCTV monitoring.

This is the single fact that fixes most of the confusion. The World Organisation for Animal Health records AVS opening the centre on 26 November 2021, with remote sensors and cameras so staff spot signs of disease without waiting for a physical round.

AVS’s own list of centres now runs to the Animal Quarantine Centre, the Changi Animal & Plant Quarantine Station, Tuas Checkpoint and four non-quarantine sites. No Sembawang facility appears on it.

When the change happened, and what moved with it

The centre opened in November 2021. Since then the fee schedule, the booking rules and the airport clearance procedure have all been revised. An owner working from a pre-2021 guide gets four things wrong at once — the address, the daily rate, the visiting hours and who is allowed to clear the pet.

The move is the headline, but it is not the only thing that dated the Sembawang Animal Quarantine Station pages. Two of the six entries fall inside 2026 alone, which is why “I checked last year” is not the same as “I checked”.

Where your pet actually goes now, from Changi or Tuas

Quick answer

Your pet never travels to the quarantine centre by itself. It clears at the Changi Animal & Plant Quarantine Station if it flies, or at Tuas Checkpoint if it drives, then an AVS-appointed transport service carries it to the Animal Quarantine Centre for S$75.

  • By air. The ground handler takes the pet from the aircraft to CAPQ at 113A Airport Cargo Road for inspection. Since 1 April 2026 an AVS-recognised pet agent must run that clearance.
  • By road. Land arrivals are inspected at Tuas Checkpoint, entering by the arrival cargo lane in a hard crate, 7am to 12pm Monday to Saturday. See our piece on driving your dog to Singapore via the Causeway.
  • The transfer itself. S$75 per dog or cat per trip from either point, on an AVS-appointed service. You cannot drive your own pet there.
  • The window that catches people. Transfers from CAPQ run 10:00am to 10:30am on weekdays only. A pet arriving after that spends the night at CAPQ and moves the next working day.

That half-hour window is why flight choice matters: an evening arrival on a Friday does not reach the centre until Monday. The inspection is booked separately, at least five days ahead, or the fee runs to S$133 per hour. The AVS import licence must be in hand before any of it.

When you can visit, walk and collect your pet

Quick answer

Visiting runs Tuesday and Thursday 3pm to 5pm and Saturday 2pm to 5pm. Release runs 10am to 12pm every day, including days the centre is shut to visitors. Those windows belong to the new centre — the old Sembawang animal quarantine station hours no longer apply anywhere.

Three visiting slots a week, only one on a weekend. A visit buys 15 minutes on the exercise field, booked at reception on the day, and a 30-minute grooming room booked two days ahead. Bring your own equipment, because the centre does not bath or groom.

Release runs seven days a week. Visiting runs three. Collection day is the one date you cannot move.

What 30 days at the new centre costs

At rates in force since 1 December 2025, 30 days costs S$780 in a fan room or S$1,050 with air conditioning, plus a S$75 transfer and a S$68 rabies vaccination on arrival. From 1 December 2026 the same stay rises to S$1,080 or S$1,320 before those extras.

Quotes remembered from the Sembawang years hurt most, because the daily rate has more than doubled on its way to the 2026 figure. The chart counts only what the quarantine centre bills. Top to bottom the bill roughly doubles, and the whole increase lands inside two years. AVS protected early bookers once: owners who applied before 1 December 2025 stayed on the old rate. Why the old name still ranks, and what it costs owners

Quick answer

Pages written before 2021 still rank, and map listings still carry a Sembawang animal quarantine station pin at Lorong Chencharu. Owners who trust them drive to the wrong district, quote a daily rate that expired, and plan a visit on a day the centre is closed.

Old pages do not disappear when a building does. They keep their links, reviews and photos, which is what search engines reward, so a retired name outranks its replacement.

  1. Wrong district. The pin sits in the north near Khatib; the centre is in the west near Choa Chu Kang.
  2. Expired rates. Quotes from the old fee schedule undercount a 30-day stay by hundreds of Singapore dollars at 2026 rates.
  3. Wrong days. Guides that list daily visiting send owners on a Monday, Wednesday, Friday or Sunday, when the centre is shut to visitors.
  4. Wrong clearance route. Anything describing an owner walking their own pet through the airfreight centre predates the April 2026 agent requirement.
  5. Booking lead time. AVS asks applicants to book early because demand is high, but publishes no fixed minimum. Figures online run from a few weeks to three months, so book as soon as your dates firm up.
