Taiwan Post-Entry Quarantine: Seven Days or Waived?

A pet flying from Malaysia to Taiwan faces seven Taiwan pet quarantine days at a designated facility by default. APHIA can waive all seven, but only if the rabies blood sample was drawn between 180 days and one year before arrival, and only if the permit is lodged early enough or the laboratory sends the result straight to APHIA. Both conditions are set months before departure.

Introduction: the seven days is decided long before the flight

Quick answer

Owners assume the quarantine decision happens at the airport counter in Taoyuan. It does not. By the time your pet lands, the outcome was fixed by two dates on paper: when blood was drawn for the rabies test, and when the import permit was lodged.

Owners moving from the Klang Valley to Taipei ask the same three questions in the same order. Can my dog skip quarantine? What does it cost? And, much later, when should we do the blood test? That order is backwards: the blood test date answers the first two questions.

Taiwan’s Animal and Plant Health Inspection Agency holds animals from countries it does not recognise as rabies-free for seven days, and Malaysia is one of those countries. The same rulebook contains a documented waiver, and Malaysian pets qualify as readily as anyone else, provided the calendar was built the right way round. How many Taiwan pet quarantine days apply to a pet from Malaysia?

Quick answer

Seven days at a designated post-entry quarantine facility is the default for a dog or cat arriving from Malaysia. APHIA may waive all seven days, but the waiver is conditional and has to be earned before the animal flies, not requested on arrival.

Taiwan does not run a sliding scale. No fourteen-day tier, no ten-day tier, no reduced stay for tidier paperwork. The corridor has exactly two outcomes.

  • Seven days at a designated facility. Your pet is moved from the port of entry to an APHIA-designated premise. You do not choose it; the permit assigns it.
  • Zero days. Your pet clears the counter and goes home the same day, subject to the arrival inspection.
  • No middle option. You either meet a waiver condition in full or you do the week.

That binary makes the planning unforgiving. On a corridor like Singapore’s 30-day quarantine for Malaysian pets, a missed detail lengthens a stay you had already budgeted for. Why Malaysia lands on the seven-day path at all

Quick answer

Taiwan sorts every origin into two boxes, rabies-free or rabies-infected, with no third category. Malaysia is not on the rabies-free list, so it falls into the default box along with most of the world — and that box carries the seven-day rule.

APHIA’s FAQ, updated 10 March 2026, names the rabies-free countries and zones: Australia, the Czech Republic, Estonia, Iceland, Japan, New Zealand, Norway excluding Svalbard, Singapore, Sweden, the United Kingdom, plus Hawaii and Guam. Everywhere else is treated as rabies-infected.

Malaysia sits in that second group, alongside Thailand, Vietnam, Indonesia, most of Europe and the continental United States. It is a heavier path, not a closed one. We unpack the confusion separately in Taiwan’s supposed ban on pets arriving from Malaysia.

Some third-party pet-travel pages still list Malaysia among origins Taiwan will not accept, usually alongside China, Bangladesh and Singapore. APHIA’s current documents do not support that, and the claim contradicts itself: Singapore is on Taiwan’s own rabies-free list. Where a source disagrees with the agency, confirm in writing with APHIA’s branch office at your port of entry before fixing dates.

The three routes to a waived quarantine

Quick answer

APHIA publishes three separate conditions that waive the seven days. One covers pets returning to Taiwan. The other two are open to a pet living in Malaysia, and they differ only in how early the permit goes in and how the test report reaches the agency.

Reading the conditions as a table rather than as prose is the fastest way to see which one you are actually aiming at. Only one of them will fit a given family, and the choice is usually made by how much notice you had.

Note the bottom row. A pet whose blood was drawn 120 days before arrival has a valid, passing titre and still serves the full seven days, because the sample sits inside the 90-to-180-day band rather than beyond it. Nothing is wrong with the paperwork. It is simply too recent.

The blood draw date, and the four lines it can fall between

Quick answer

Taiwan reads the sampling date, not the result date. A sample drawn less than 90 days before arrival does not qualify the pet for entry at all. Between 90 and 180 days it qualifies but earns no waiver. Between 180 days and one year it opens the waiver. Past one year it has expired.

Owners get this wrong for an understandable reason: on almost every other corridor, drawing blood later is safer. Anyone who has prepared a pet for Japan or the EU learns to fear the waiting periods and clear them comfortably.

Taiwan inverts that instinct. The waiver window opens at 180 days out and closes at one year, so the earliest safe draw is the one that pays. Draw late and the door was never open. The test itself works as it does anywhere, as we cover in Taiwan’s pre-export requirements for Malaysian pets. Three rules sit underneath the window and none of them bend:

  1. The titre must reach 0.5 IU/ml or higher. Below that is a fail, and a fail restarts the clock.
  2. The laboratory must be a WOAH rabies reference laboratory or APHIA-designated. One accredited for a different disease will be refused, so check before the courier leaves.
  3. Microchip and vaccine come first. The vaccine must be inactivated or approved in Taiwan, given at 90 days of age or older.

Where the draw falls, and what each band buys

Quick answer

Laid out against the arrival date, the rule produces four bands. Only one of them, the stretch from 180 days to one year before arrival, releases your pet on the day it lands. The band immediately next to it costs a full week.

The green band is roughly twice as wide as the band that costs a week. Owners miss it because they start late, not because the target is small.

One detail softens it. If your pet already has a passing titre and you draw again, the second sample can sit inside the last 180 days and still support a waiver, provided it falls between 180 days and one year after the earlier passing sample. That rescues pets already in a testing cycle for another destination.

Why who sends the report matters more than what it says

Quick answer

Under Condition 3, a passing result uploaded by you is not enough. APHIA needs the result to arrive independently, either from the testing laboratory or from Malaysia’s own veterinary authority, sent to a dedicated address rather than through the permit portal.

Owners discover this condition late because it has nothing to do with the animal and everything to do with the chain of custody around a PDF. APHIA accepts the report through two channels:

  • Direct email to the agency. Malaysia’s veterinary authority sends a rabies neutralising antibody titer test declaration, or the laboratory sends its own report, to APHIA’s reporting inbox. Subject line is the microchip number, one animal per email, under 10MB. No automatic reply means it did not land.
  • Laboratory website disclosure. Some laboratories publish results APHIA can look up directly. The agency names Kansas State Veterinary Diagnostic Laboratory, CSIRO’s Australian Centre for Disease Preparedness, Italy’s IZSVe, Poland’s NVRI, Israel’s Kimron Veterinary Institute, CAvac and Viro Vet Diagnostik, and says the list is not exhaustive.

That makes laboratory choice strategic rather than a price comparison. A laboratory with online disclosure removes the coordination risk entirely; the alternative is arranging the declaration through the Department of Veterinary Services, a lead-time item to raise early alongside the export certificate paperwork for Taiwan. Take the 120-day route in Condition 2 and none of this applies, which is the quiet argument for booking early.

The booster row catches careful owners. A vaccination given 13 months before arrival is over a year old on landing day, which fails the rule even though its titre is still valid. Boost before departure and the titre stays good: Taiwan does not require the sample to follow the most recent vaccination. What the seven days actually looks like

If the waiver does not apply, your pet is moved from the arrival airport to an APHIA-designated facility. The space is already reserved by the permit, so there is no separate booking, and the facility contacts you directly about fees and visits.

Dogs and cats enter through Taoyuan, Songshan, Taichung or Kaohsiung. After inspection, animals on the seven-day path are moved to their designated premise. Four points shape the week:

  • The permit is the booking. Receiving it means the space is already held. Owners waste weeks trying to reserve a cage separately.
  • Escorting can be waived. Brachycephalic breeds and pets aged ten and over may be exempted if the branch office agrees, with the crate sealed by APHIA instead — useful for owners flying snub-nosed breeds with airline restrictions.
  • Boosters happen inside. If the vaccination expires mid-stay, the pet is boosted at the facility and the owner pays.
  • Serious illness has its own route. A non-infectious serious medical condition can support quarantine at an alternative address, lodged at least 30 days out.

What each outcome costs, and who charges it

Quick answer

The permit itself is free. Taiwan pet quarantine days only cost money on the seven-day path, which adds two charges the waiver removes: transport to the facility, and the facility’s own boarding fee. Everything at the counter is payable in cash, in New Taiwan Dollars.

Where Malaysian files lose a waiver they had earned

Quick answer

Most lost waivers are not failed tests. They are good tests drawn a few weeks too late, permits lodged inside the 120-day line without a direct reporting channel, or a transit stop that quietly changes the animal’s status on arrival.

The recurring failure points:

  1. The draw slipped. A vet appointment moved three weeks, the sample landed at 175 days, and the waiver went with it.
  2. The permit went in at day 60. Too late for Condition 2, with nobody arranging the direct report Condition 3 needs.
  3. The wrong laboratory. A reference laboratory for another disease is not a rabies reference laboratory, and the report is refused.
  4. Transit changed the picture. Routing matters both ways, as set out in transiting Taoyuan on the way from KL.
  5. Breed disqualified the animal. Timing cannot rescue a prohibited breed, covered in Taiwan’s pit bull import ban and cat generation rules.

The number of Taiwan pet quarantine days your dog or cat serves is not a judgement on how well you prepared. It is arithmetic on two dates. Owners who start a year out almost always land the waiver; owners who start three months out almost never do, however carefully they work.
