A Germany to Malaysia pet import changed category on 11 December 2025, when the Department of Veterinary Services added Germany to its scheduled countries list. That single line moves the file onto a lighter rulebook. Two things still complicate it: a quarantine figure that official sources state differently, and a rabies case Germany reported to WOAH in February 2026.
Introduction: the rulebook changed in December 2025
Almost every guide written before 2026 tells you Germany is a non-scheduled origin for Malaysia. That is now out of date. A DVS notice dated 11 December 2025 added Germany, Austria, Belgium, Portugal and several other European states to the scheduled list.
Getting this one fact wrong costs owners weeks, and sometimes money they never needed to spend. Plan a German move on the non-scheduled rulebook and you build the timeline around a quarantine block. Plan it on the current notice and the file is shorter. Neither is safe to assume, because the older documents still rank first.

Is Germany a scheduled country for Malaysia?
Yes, as of the DVS notice dated 11 December 2025. Germany was not on the original 2013 list of eight countries. The notice expands that list to twenty-two and names Germany directly, alongside Austria, Belgium, Portugal, Bulgaria and Lithuania.
The confusion is easy to explain. Malaysia publishes two regulations for dogs and cats, one for scheduled origins and one for everything else. Both still carry their 2013 revision date. The country list changed underneath them.
The notice sits at the back of the non-scheduled regulation, where an owner researching German rules is least likely to look. Search results keep surfacing the older 2013 scheduled-countries document, whose eight-country header reads as though Germany is excluded.

Note what Germany was measured against. Sweden and Ireland were already listed in 2013, so EU membership was never the test. Malaysia assesses each country’s rabies record on its own, which is why the list grew unevenly and can shrink again.

What a German government vet has to certify
The scheduled regulation asks for six statements on one veterinary health certificate, signed by a competent officer of the German government veterinary authority. A practice vet cannot sign it. In Germany that signature comes from the Amtstierarzt at your local Veterinäramt.
Clause 3 sets out what the certificate must say:
- No rabies case in the country. None reported in Germany in the six months before the certificate date.
- No recent import. The animal was not itself imported into Germany in those six months.
- Rabies vaccination. Approved vaccine, given before export.
- Core vaccines current. Given within twelve months before export.
- Records up to date. Vaccination history, treatments and health status.
- Clinical examination. Healthy within seven days of export, with no signs on shipment day.

Does Germany’s February 2026 rabies case affect your file?
It might, and it is the question nobody else is asking. On 13 February 2026 Germany notified WOAH of a rabies case in an illegally imported dog near Mannheim. Malaysia’s clause 3.1 asks the certifying vet to declare no rabies case in the country for the preceding six months.
The facts are not in dispute. The UK Department for Environment, Food and Rural Affairs assessment records that the dog came from a Russian rescue charity and entered the EU through a Latvian border post. It died in quarantine on 25 January 2026, and post-mortem showed it was younger than its papers claimed, making the import illegal.
Germany was recognised free from terrestrial rabies in 2008, and that status was reconfirmed in 2024 after an earlier imported dog in 2021. The country’s standing is intact. Less clear is how a certifying officer, or MAQIS, reads a flat six-month declaration against a notified case.

We are not saying Malaysia will refuse a German pet. We have no evidence of that, and the animal never legally entered the country. We are saying an officer signing that declaration in 2026 has a question to answer. Put it to MAQIS in writing before the vet appointment. The same applies to any file leaving Russia for Malaysia.
Which German breeds Malaysia bans or restricts
Germany is the origin where breed rules bite hardest. German Shepherds, Rottweilers and Dobermanns are all on Malaysia’s restricted list, and all three are common German family dogs. Restricted does not mean banned, but it does mean written approval before the permit.
The breed lists are identical in both regulations, so the December 2025 change did nothing here.

How long is quarantine arriving from Germany?
Official sources do not agree, so we will not pretend they do. The scheduled regulation contains no quarantine clause at all. The non-scheduled regulation sets not less than seven days. A protocol reported from 28 December 2024 is widely described as applying at least fourteen days.

What Germany issues before your pet leaves
Six steps, in a fixed order. The German side is unusually orderly compared with most origins, but the Amtstierarzt appointment is the bottleneck, because the clinical examination must fall within seven days of export.
Work through them in order, because each feeds the next.
- Microchip first. An ISO 11784 and 11785 compliant chip before any rabies dose.
- Vaccinate against rabies. Approved vaccine, with product, batch and date recorded against the chip.
- Bring core vaccines current. Within twelve months before export, with parasite treatment recorded close to departure.
- Apply for restricted-breed approval if it applies. Start early, because the Malaysian home inspection sits inside this step.
- Book the Amtstierarzt appointment. Contact your local Veterinäramt with the import permit already in hand.
- Collect the endorsed certificate. That original travels with the crate, not in your luggage.
Germany runs no departure quarantine, and there is no export permit in the Japanese or Australian sense. The endorsed certificate is the whole trail.
Flying a pet from Frankfurt to KLIA
Frankfurt is the strongest departure point in Europe for animal cargo. The Frankfurt Animal Lounge handles import, export and transit under one roof, with the veterinary border inspection post inside the building, and it runs around the clock.
That matters more than owners expect. Most pet delays are not flight delays. They are handover delays between an airline warehouse and a veterinary inspector across an airport.

- Manifest cargo, not cabin or excess baggage. The animal needs its own airway bill so MAQIS can clear it against the permit.

Who files the Malaysian import permit
Not you, from Germany. The MAQIS permit is filed through the electronic permit system by a party registered with MAQIS, and an owner sitting in Munich has no standing in that system. This is where a Malaysian-side agent stops being optional.
The permit is the anchor document. It names the arrival airport and date, and its validity window must line up with the flight. Three things go wrong often enough to name:
- Filed too late. Processing takes working days, and the German certificate cannot be issued against a permit that does not exist.
- Expires before the flight moves. A rebooked flight can fall outside the window, and the fix is a fresh application.
- Restricted breed left to the end. The written approval is a separate step ahead of the permit, not a box inside it.

Air freight dominates a German file, because Frankfurt to Kuala Lumpur is a long-haul sector and the crate is charged on volumetric weight. Everything else, including the permit and the German endorsement, is comparatively small.

Two lines move the total more than the rest. A large restricted breed needs a bigger crate, which raises volumetric weight and pushes freight higher. How long does the whole move take?
Six to eight weeks is comfortable for a standard breed from Germany, and four is achievable when the microchip and rabies record are already clean. A restricted breed adds three to four weeks because of the home inspection.

Conclusion: settle the classification, then the calendar
Four things decide a German file: the classification under the December 2025 notice, how MAQIS reads clause 3.1 this year, the breed as written on the pedigree, and a quarantine figure confirmed in writing. Settle those and the rest is scheduling.
Germany is now one of the easier European origins on paper. The Amtstierarzt system is orderly, Frankfurt’s animal facility is the best in Europe, and the country sits on the scheduled list.
What this route punishes is trusting older guidance, most of which predates December 2025. The opposite error costs as much, because assuming the lighter process without written confirmation leaves you exposed on arrival day.
