Does an Irish pet still do quarantine in Malaysia?

Why Malaysia lists Eire and Northern Ireland separately

Quick answer

Malaysia names Eire, Northern Ireland and the United Kingdom as three separate entries. All three are scheduled, so the split changes nothing about your classification. It changes who signs, because a Belfast pet is certified by a different authority than a Dublin one.

The wording predates Brexit and has survived every revision. As geography it looks redundant. As administration it is precise: Malaysia names certifying authorities, not islands.

  • A dog living in Donegal is certified in Ireland. The Department of Agriculture, Food and the Marine signs, through its Regional Veterinary Offices.
  • A dog living in Derry is certified in the UK. Northern Ireland runs on the UK export system, so it becomes a Malaysia and UK pet transport file, twenty-minute drive or not.

Families who moved across the border recently get caught out. Residence at certification decides the route, not where the dog was born or chipped.

Which Irish restricted breeds Malaysia bans outright

Quick answer

Ireland and Malaysia use similar breed lists but draw the ban line in different places. Four breeds that are merely restricted in Ireland are banned outright by Malaysia, including the Staffordshire Bull Terrier and the Japanese Akita. Restricted in Dublin does not mean admissible in Kuala Lumpur.

Ireland already runs a statutory restricted-breed regime, so the concept needs no explaining. The blind spot is assuming the two lists agree.

The Staffordshire Bull Terrier is the one that ends Irish moves: a common family dog here, lawful with a muzzle and a lead, named directly in Malaysia’s ban entry. The XL Bully is closed at both ends, since Ireland prohibited importing, breeding, selling and rehoming these dogs from 1 October 2024.

Who signs the Irish health certificate for Malaysia?

Quick answer

Two vets, in sequence. Your own practice prepares the animal and completes the certificate, then a government vet at your Regional Veterinary Office stamps and signs it. Malaysia will only accept the government signature, and the Department will not supply one at short notice.

Ireland sets this out plainly. Owners source the destination requirements themselves, because the Department does not keep entry rules for other countries, then bring the certificate in for a stamp.

The same guidance carries the deadline: contact that office at least two months before travel, or the Department may not be able to sign at all. It is the most common reason an Irish file slips.

Malaysia wants these statements certified:

  • No rabies in the country for six months before the certificate date. A national declaration, not one about your dog.
  • The animal was not itself imported into Ireland in the previous six months.
  • Rabies vaccination with an approved vaccine, recorded against the microchip number.
  • Core vaccines given within twelve months of export.
  • A clinical examination inside seven days of export, clear on shipment day.

What Ireland issues before your pet leaves

How to prepare an Irish pet for export to Malaysia

Each step depends on the one before it, and the first is a phone call.

  1. Notify the Regional Veterinary Office first. Ireland asks for two months’ notice and may not sign without it.

  4. Bring core vaccines current. Within twelve months before export, plus parasite treatment.

Flying a pet out of Dublin: no nonstop, no excess baggage

Quick answer

There is no nonstop flight between Dublin and Kuala Lumpur, so every Irish pet transits a hub. Dublin Airport also stopped accepting outbound pets as excess baggage in July 2021, which leaves manifest cargo as the realistic route out of Ireland.

Who files the Malaysian import permit?

Quick answer

Not you, and not your Irish vet. MAQIS issues import permits through authorised agents only, so an owner in Cork cannot file one directly. The permit is short-dated too, which makes the filing date a scheduling decision rather than an errand.
