Introduction: the cheapest paperwork on any long-haul route
New Zealand is one of very few origins where Malaysia’s own government helped write the export certificate. That removes the paperwork risk that inflates most long-haul quotes. What it does not remove is the freight bill, which still carries roughly two-thirds of the total.
Owners leaving Auckland or Christchurch usually expect the worst. Twelve time zones, a rabies-free island, an import permit in a language they do not read.
The reality is friendlier. New Zealand’s Ministry for Primary Industries publishes a zoosanitary certificate written for Malaysia alone, negotiated with Malaysia’s Department of Veterinary Services. Your vet is not improvising. Malaysia also treats New Zealand as a scheduled country, which changes the arrival picture completely.
What surprises people is smaller and stranger: the rabies vaccine. New Zealand has no rabies, so most clinics do not keep the vaccine on the shelf. Is New Zealand a scheduled country for Malaysia?
Yes. New Zealand is named on Malaysia’s scheduled countries list, and the scheduled regulation carries no quarantine clause. In practice that means a quarantine-free arrival is available, but you should get the number confirmed by MAQIS in writing before you book a flight.

The strongest evidence sits inside New Zealand’s own paperwork. MPI’s export notice for dogs and cats to Malaysia states that it is based on the Regulations for the Importation of Dogs and Cats from the Scheduled Countries into Malaysia. Two governments agreed that sentence.
Three sources speak to what happens on arrival, and they do not fully agree:
- The scheduled countries regulation. Names New Zealand as a country of export and contains no quarantine clause at all.
- The non-scheduled countries regulation. Sets a compulsory period of not less than seven days, extendable on risk assessment. This does not apply to New Zealand.
- The DVS Animal Passport portal. Describes entry without quarantine from certain countries, and a minimum seven-day stay from others.
Malaysia’s consular guidance abroad repeats the same grouping, placing New Zealand alongside the United Kingdom, Ireland, Japan and Brunei as origins where a veterinary certificate and a minimum age of three months carry the entry.
Against that sits a widely repeated claim that a revised protocol dated 28 December 2024 imposes at least fourteen days on everyone. We have not been able to verify that document on any official Malaysian site, and it would sit oddly beside a scheduled list that DVS was still updating in 2026. Where the money actually goes on the New Zealand side
Air freight takes roughly two-thirds of the New Zealand half for a medium dog. Every certificate, vaccine and examination combined comes to under a fifth. That is why chasing a cheaper vet barely moves the total.

Two lines are worth real attention. The crate, because measuring your dog correctly for an IATA crate can drop you a full series and take the freight down with it. And the domestic transfer, because flying out of Auckland instead of Christchurch removes a whole sector.
The rabies vaccine problem in a rabies-free country
New Zealand has no rabies, so clinics rarely stock the vaccine. Vets order it in specially. Malaysia expects the vaccination to be given at least thirty days before entry, so a late order can push your flight back by a month.
This is the trap on an otherwise easy route, and it is a scheduling trap rather than a money one.
The Malaysian certificate requires a current rabies vaccination. New Zealand’s export notice asks the official veterinarian to certify that the animal was vaccinated with an approved anti-rabies vaccine and that the vaccination remains current. Straightforward on paper. Less so in a country where a suburban clinic may have never handled the product.
MPI’s guidance for vets preparing pets for overseas travel confirms that New Zealand vets order the rabies vaccine in by completing a form. That is an ordering step, a delivery step and an appointment, before the thirty-day clock even begins.
Four things follow from that:
- Ring the clinic first, not last. Ask whether they have handled an export rabies vaccination before, and how long the vaccine takes to arrive.
- Microchip before you vaccinate. Malaysia expects the ISO microchip to be in place before the rabies vaccination is given, so a chip fitted afterwards can invalidate the record.
- Start the thirty-day count from the injection date. Malaysia’s requirement is measured against arrival, not against the day you booked.
- Do not assume your regular vet can sign. Any registered New Zealand vet can prepare the dog, but only a certifier can issue the MPI certificate.

One non-stop, or a hub: what routing does to the quote
Malaysia Airlines runs a non-stop between Auckland and Kuala Lumpur, and pets travel as cargo rather than checked baggage. Taking it means the crate is handled once instead of twice, which saves both money and risk.
Very few origins outside Asia offer a single sector into KLIA. New Zealand does, and it changes the arithmetic.

Kuala Lumpur or Kuching? Two different certificates
New Zealand publishes one export certificate for Malaysia and a separate one for Sarawak. The Sarawak version is newer and asks for more. Using the wrong one means re-certifying, and re-certifying means a new examination inside a fresh seven-day window.
Almost nobody checks this before booking, and Sarawak-bound owners pay for it.
The Malaysia notice took effect in March 2020. The Sarawak notice took effect on 31 March 2025 and was built on Sarawak’s own import regulations. Five years of divergence sit between them.
What the Sarawak certificate adds:
- A microchip clause. The certifying vet must state the animal has been microchipped, rather than simply recording a number.
- A minimum age. The animal must be at least three months old before export.
- A pregnancy check. The animal must not be detectably pregnant.
- Named vaccine records. The record must carry the administering vet’s name and the practice address.
- A killed rabies vaccine. Specified by type, not just by currency of cover.
Both certificates share the six-month residency requirement and the seven-day examination window. Both require a Malaysian import permit number written on the certificate before it is signed, which is why the permit has to be lodged through a registered agent well before your vet appointment.
The six-month residency clause that catches recent arrivals
The MPI certificate asks the official vet to state that the dog has lived in New Zealand continuously for at least six months before export. A dog that arrived recently cannot be certified from New Zealand, whatever its vaccination record says.
This catches one group hard: families who moved to New Zealand with a dog and are now moving on again within a year.
New Zealand can only vouch for what happened inside New Zealand. The certificate opens with a country-freedom statement about rabies and then ties the animal to that country for six months. Take the six months away and the whole rabies-free argument collapses, which is exactly the argument Malaysia’s scheduled list rests on.
If your dog has been in the country for less than six months, the move is still possible. It just runs on a different footing, and the arrival picture may change with it. Talk to us before you book anything, because at that point the quarantine question in section three stops being theoretical.

Allow about nine weeks. The early weeks cost almost nothing but decide everything. Roughly seven ringgit in ten leave your account in the last fortnight, when the freight balance and the arrival charges fall due.

Note where week five sits. The permit has to exist before the certificate can be signed, because its number goes on the certificate. Getting that order wrong is the most common reason a New Zealand file slips a week.
Conclusion: an easy corridor with two sharp edges
New Zealand gives you a purpose-built certificate, a non-stop flight and a scheduled-country arrival. The two edges are vaccine lead time and the Peninsular-versus-Sarawak certificate split. Handle both early and the corridor is genuinely straightforward.
Compare New Zealand quotes on three things: crate series, departure airport, and whether the quote assumes a quarantine-free arrival or budgets for one.
Ask for all three in writing. A quote that stays vague on the arrival assumption is a quote that can grow later.
