Which Malaysian government fees are published, and what do they cost?
Malaysia gazetted its quarantine and inspection charges in 2013, and the schedule is public. An import permit for a dog or cat is RM 40 per animal, import inspection is RM 40 for a dog and RM 25 for a cat, and quarantine board is RM 10 per day for a dog and RM 5 for a cat.
This is the part of your bill you never have to guess at. The rates below come straight from the federal gazette, so any quote that treats them as a vague “government charges” lump is choosing to be vague.

Two things stand out. The government’s own charges are small, usually well under RM 200 for a straightforward dog import, so they are rarely the hidden costs in pet relocation quotes that hurt. How much does quarantine really add to the bill?
Gazetted board is charged per animal per day, so the number of days decides the figure. The published quarantine period for a non-scheduled origin is not less than seven days, and it can be extended up to six months on risk assessment, which is the single biggest swing in any quote.
The rules published by the Department of Veterinary Services split the world into scheduled and non-scheduled origins, and the two documents read very differently.
- Scheduled countries. The scheduled-country regulation sets out permit, microchip, vaccination and health-certificate conditions but contains no quarantine clause at all.
- Non-scheduled countries. The non-scheduled regulation requires detention in quarantine for a compulsory period of not less than seven days, extendable up to six months where risk assessment demands it.
- A contested fourteen-day figure. Relocation and expatriate sources widely describe a protocol dated 28 December 2024 requiring not less than 14 days, applied more broadly than the scheduled list implies. That figure does not appear in the departmental regulations we can verify, so treat it as unconfirmed and ask MAQIS or DVS to put your origin country in writing.
The country lists were also revised. A notice dated 11 December 2025 attached to the non-scheduled regulation names Singapore, Germany, Belgium, Austria, Portugal and several other European origins as scheduled, and Australia does not appear on that updated list. If your budget assumed a quarantine-free arrival, that assumption now needs checking.

Why does the crate move the price more than the pet does?
The crate sets the volumetric weight the airline charges on, so one size larger raises the freight cost on every leg. It is the only decision in the whole move that changes several lines at once, and it is fixed by measuring the animal rather than by choosing a product.
