A cat relocation cost from Malaysia runs roughly a third below the same move for a medium or large dog, and almost all of that saving sits in one line: air freight. Every other line β health certificate file, titre test, handling, cleaning, clearance β is charged per animal and is identical. Below the airline's minimum charge, the cat stops saving entirely.
Introduction: the saving is real, but it lives in one line
Cat owners expect a small bill and dog owners a large one. Both are half right. The cat relocation cost is genuinely lower, but the discount applies to the freight line only. The paperwork behind a cat costs what a dog’s costs.
Ask around and you will hear that cats fly cheap. It is repeated so often that owners budget RM 2,000 and are shocked by a quote near RM 6,000. First, what actually sets the freight line.
How much less does it cost to relocate a cat than a dog?
On a long-haul route out of Kuala Lumpur, a cat relocation cost lands roughly 30 to 35 per cent below the same move for a Labrador-sized dog. On a short regional hop the gap narrows to about 15 per cent, because the fixed per-animal charges dominate a smaller total.
A third off is far less than owners assume. A cat weighs a fifth of a Labrador, so a fifth of the price feels intuitive, but the animal’s own weight is only one input and a minority one. Our pet relocation cost breakdown lists every line, and most are flat. Distance moves the gap as well:
- Short regional routes compress it. Both animals sit close to the freight floor.
- Long-haul routes stretch it. Only the dog’s kilos keep multiplying.
- Quarantine routes close it. Per-animal government fees swamp the freight line.

Why the crate, not the animal, sets the price
Airlines bill the greater of actual weight and volumetric weight. Volumetric weight is the crate’s length times width times height in centimetres divided by 6,000. A cat travels in the smallest compliant box, so the cat relocation cost starts from a much smaller volume, not a much smaller animal.
This one fact explains the whole comparison. Cargo sells space, and a crate is mostly air.
The box is not chosen for comfort or budget. The IATA Live Animals Regulations set out what the container must do, and Container Requirement 1 covers dogs and cats. The space rule is arithmetic on the animal:
- Length. Nose to base of tail, plus half the height from ground to elbow.
- Width. Shoulder width, doubled.
- Height. The animal standing naturally, with head or ears clear of the roof.

Chargeable weight: a cat against every dog size
A cat in the smallest crate bills at about 13 chargeable kilos leaving Kuala Lumpur. A beagle bills at 46, a Labrador at 103, a great dane at 173. The largest crate carries 13 times the cat’s freight base.

Which costs are identical for a cat and a dog?
Most of them. The health certificate file, the rabies titre test, government endorsement, animal hotel handling, crate cleaning and destination clearance are all charged per animal or per consignment. None of them reads the species, so none of them lowers a cat relocation cost.
This is where budgets go wrong. Owners discount the whole file by the weight ratio when only one line responds to weight. The charges that stay flat whatever is in the crate:

- Permits and clearance. Export endorsement through the Department of Veterinary Services, and customs entry at the far end, are per animal.

The minimum charge: where a cat’s saving stops
Every route publishes a minimum charge, around RM 620 out of Kuala Lumpur. A cat’s 13 chargeable kilos rarely generate freight above it, so the cat pays the floor rather than the rate. Below it, a smaller cat saves nothing.
This is the part almost nobody explains, and it is why cat quotes cluster so tightly.
Multiply 13 kilos by a Europe rate near RM 38 and you get RM 494. The airline will not accept it, because the shipment costs the same to document, load and monitor as a larger one. The minimum charge applies instead:
- A 3 kg cat and a 6 kg cat cost the same to fly. Both sit under the floor in the same crate.
- Shopping for a smaller crate is wasted effort. Below the minimum, reducing volume changes nothing.
- Short routes look expensive per kilo. On a two-hour hop the floor is most of the freight bill.

Cat versus dog freight by destination region
A cat pays roughly RM 620 in freight to every region, because the minimum charge applies on all of them. A beagle pays RM 1,012 within Southeast Asia and RM 2,185 to the Americas, so the gap grows with distance from 39 to 72 per cent.

When does a cat cost almost as much as a dog?
On heavily regulated destinations. Quarantine, residency periods and long testing chains are charged per animal and swamp the freight line, so a cat relocation cost can sit within 10 per cent of a dog’s.
Three route types compress the gap to almost nothing:
- Quarantine destinations. Australia charges post-arrival quarantine per animal on the same schedule for cats and dogs, published by the Department of Agriculture, Fisheries and Forestry. Our Malaysia to Australia dog cost breakdown shows how much of that file is species-blind.
- Titre-and-wait countries. A three-month wait after the blood test costs the same either way, and boarding during it is priced per animal.
- Short regional hops. With freight near the floor for both animals, the vet file becomes most of the total.

How the cat and dog gap has moved since 2024
The ringgit gap on a Kuala Lumpur to London move widened by about RM 445 between 2024 and 2026. The cat’s freight rose RM 80 with the minimum charge; the Labrador’s rose with the per-kilo rate across 75 chargeable kilos.

The cat’s freight has tracked the minimum charge exactly, three years running. Rate rises pass straight through to large dogs and barely touch small pets, so cat quotes have aged well and large-dog quotes have not.
Cabin travel: the one place cats save properly
A handful of carriers accept a cat in the cabin under a fixed fee rather than by weight, removing the freight line altogether. Very few such services leave Kuala Lumpur, and the destination must permit cabin arrival.
This is the only situation in which a cat is dramatically, not moderately, cheaper. Carriers such as Lufthansa publish cabin conditions for small animals under a combined weight limit. Two things decide whether it is usable from Malaysia:
- The departure airport must allow it. Most services out of KLIA route pets through cargo regardless of size.
- The destination must accept cabin arrival. Several countries require animals to clear as manifest cargo, forcing the hold.

Budget RM 3,000 to RM 4,500 for a regional move within Southeast Asia and RM 6,000 to RM 8,500 for the UK, Europe or Japan. Quarantine destinations run higher, and freight is the smallest major line in every range.
Sensible planning starts from the file, not the flight:
