Do Cats Need Blood Tests to Enter New Zealand?

Yes, but only one. The cat import New Zealand blood test is a rabies neutralising antibody titre of at least 0.5 IU/mL. Under the 2026 import health standard the sample must sit 3 to 12 months before shipment; the 2021 standard allowed up to 24 months and stays acceptable until 1 April 2027. None of the canine panel applies to cats.

Introduction: one test, and a lot of noise around it

Quick answer

Cat owners usually arrive expecting the long panel their neighbour’s dog had to pass. New Zealand asks a cat for one blood result, not seven. The work sits in the calendar, not the laboratory.

Most people who ring My Pet Mover about Auckland have read a dog checklist and assumed it applies to their cat. It does not.

What carries across is the clock. That one blood test is the slowest item on the file, because it is measured against a rabies vaccination that must be months old before the sample is worth drawing. The Malaysia to New Zealand corridor rewards early starts.

The video below is a tour of the kind of laboratory a Malaysian cat’s serum ends up in.

Do cats need blood tests to enter New Zealand?

Quick answer

One. A cat travelling from Malaysia needs a rabies neutralising antibody titre of at least 0.5 IU/mL and nothing else drawn from a vein. Every other test on New Zealand’s cat and dog standard is written for dogs only.

The requirement exists because Malaysia sits in Category 3, rabies absent or well controlled, rather than the rabies-free Category 2. Our piece on whether Malaysia is approved to send pets to New Zealand covers that listing.

Cat Versus Dog: Who Needs Which Test

Test Cats Dogs Window before shipment
Rabies antibody (RNATT) Required Required 3–12 months
Babesia gibsoni No Required Final 30 days
Leishmania infantum No Required Final 30 days
Leptospira Canicola No Required Final 30 days
Heartworm antigen No From 7 months Final 30 days
Brucella canis No Entire dogs Final 30 days
Canine influenza No Risk countries Final 10 days

Read the table as a cost signal. Six laboratory lines disappear, and with them six appointments and six chances to sample outside a window — which is where the canine blood test panel for New Zealand usually fails.

The rabies titre: the one blood test a cat must pass

Quick answer

The test is a rabies neutralising antibody titration test, usually written RNATT. A cat passes at 0.5 IU/mL or above. Under the 2026 standard a veterinarian must take the sample 3 to 12 months before the date of shipment.

Three details in that sentence decide most files.

  • The clock runs to shipment, not arrival. A flight brought forward a fortnight can push a sample outside the three-month floor.
  • A pass is a number, not an opinion. Anything under 0.5 IU/mL fails, and the cat is revaccinated and retested. There is no borderline allowance.
  • The method must be one MPI recognises. Not every antibody test a clinic offers qualifies.

The window is the part owners underestimate, and we cover it in our piece on the three to twelve month New Zealand titre window. It matters more for a cat than a dog, because nothing else on the file can hide a mistake.

A cat’s New Zealand move is one blood test long — which means one badly dated sample is the whole move.

Which standard is your cat’s file following, 2026 or 2021?

Quick answer

Both are live. MPI issued a new import health standard on 15 May 2026 that came into force on 1 July 2026, with a nine-month transition during which the 2021 requirements are still accepted. From 1 April 2027 only the 2026 standard applies.

This matters for the cat import New Zealand blood test because the two standards set different windows. The 2026 wording caps the sample at 12 months before shipment; the 2021 wording ran to 24. A titre drawn 18 months out is valid under one and expired under the other.

The Transition, Period by Period

Which New Zealand import health standard applies to cats and dogs in each period of the 2026 transition.
Period Standard accepted What changes for a cat’s file
Before 1 July 2026 2021 only Titre sample accepted up to 24 months before shipment.
1 July to 30 Sept 2026 2021 or 2026 Either route; the certificate must match the standard chosen.
1 Oct 2026 to 31 Mar 2027 2021 or 2026 MPI expects the new identification checks in use from 1 October 2026.
From 1 April 2027 2026 only Identification check at least 6 months before export; titre capped at 12 months.

Why cats skip the whole canine panel

Quick answer

Because the diseases behind those tests are canine ones. Babesia gibsoni, Leishmania infantum, Brucella canis, heartworm and canine influenza are all managed as dog risks. The certificate for a cat simply does not carry those clauses.

That is worth understanding, because it explains what can delay a cat. A cat cannot fail a Brucella test it never sits — but nor can it use a dog’s exemption route, so desexing and age shorten nothing.

The same split runs in the opposite direction on the way into Malaysia, where cats face fewer breed and parasite conditions but the same rabies logic. Our comparison of how Malaysia’s import rules differ for cats and dogs covers it.

What has to happen before the needle goes in

Quick answer

Microchip first, rabies vaccine second, blood draw third. A sample taken before the microchip is scanned, or too soon after the vaccination, is invalid even if the number comes back well above 0.5 IU/mL.

How to sequence a Malaysian cat’s rabies titre

These five steps are the laboratory side of a cat’s file, in MPI’s order.

  1. Microchip before anything else. The number must be scanned and recorded on every vaccination record, laboratory report and certificate that follows. Our note on the pre-export microchip check for New Zealand explains why the scan repeats at each visit.
  2. Vaccinate against rabies. MPI’s model certificate calls for a government-approved inactivated or recombinant vaccine, given from three months of age. A primary vaccination must sit at least six months before shipment and stay valid on the flight date.
  3. Wait for antibodies to develop. MPI suggests roughly three to four weeks between the vaccination and the draw. Sampling earlier is the most common cause of a low result. Some guides quote a shorter gap, so read the certificate your vet will sign.
  4. Draw the sample and send it to a listed laboratory. A veterinarian takes the blood, scans the microchip that day, and sends the serum to a laboratory whose method appears in MPI’s Specified Approvals list.
  5. Count the window forward to the flight. Under the 2026 standard the sample must sit 3 to 12 months before shipment. Book the flight month before the draw.

Step two is where kittens lose time. A cat too young to vaccinate cannot start the six-month clock, which makes a kitten move a nine-month project.

Where a Malaysian cat’s serum is actually tested

Quick answer

At a laboratory whose rabies serology method MPI lists in its Specified Approvals document. The blood is drawn in Malaysia, but the serum often travels further than the cat does, because several recognised laboratories sit overseas.

Two practical consequences follow from that.

  • Turnaround is not same-week. Shipping, testing and returning a signed report takes time that sits inside the titre window, not on top of it.
  • The report has to match the cat. The microchip number on the laboratory report must match the number on the vaccination record and on the export certificate. A mismatch is treated as a different animal.

MPI publishes the recognised methods in its Specified Approvals document, which also carries the country categories. Ask your clinic which listed laboratory they use before the draw.

What happens if the titre comes back under 0.5 IU/mL

Quick answer

The cat is revaccinated and retested, and the three-month clock restarts from the new sample date. A low result is not a health problem and not a refusal — it is a delay, usually of a few months, and it is recoverable.

Low results happen for ordinary reasons: the sample was drawn too soon after the jab, or an older cat responded slowly. Neither is permanent.

What they do is move the flight. If the retest passes, the earliest departure becomes three months after the second sample, so one low result costs roughly a quarter. That is the argument for sampling early: a first attempt with time behind it can fail without the move failing too.

The non-blood work that decides most cat files

Quick answer

Permit, quarantine booking, parasite treatments and certification. None of it involves a laboratory, and it holds cat moves up more often than the titre does, because these items cluster into the final weeks.

New Zealand accepts a certificate signed by the exporting country’s official veterinarian. On the Malaysian side that runs through the channel described in our piece on the MPI zoosanitary certificate for Malaysia-bound pets.

How early does a cat move have to start?

Quick answer

It depends on the rabies vaccination the cat already has. A cat vaccinated more than six months ago can fly roughly three months after the blood draw. An unvaccinated adult needs about six months, and a young kitten closer to nine.

Earliest Departure by Starting Position

Modelled earliest departure in days for a cat, by the rabies vaccination status it starts from.
Starting position Relative lead time Days
Kitten under three months
270
Unvaccinated adult cat
180
Vaccinated under six months ago
135
Vaccinated over six months ago
90

The bottom row is the one worth chasing. A cat whose rabies vaccination is already six months old is only ever three months from a flight, which is why we ask for the vaccination card first.

Households moving a cat and a dog together should plan around the dog. Its rabies work runs on the same clock, then adds a final-month panel, so the cat waits on the dog.

Arrival: where cats land and how long they stay

Quick answer

A cat arriving from Malaysia goes into an MPI-approved quarantine facility for a minimum of 10 days. MPI’s own contact addresses name facilities in Auckland and Christchurch, so the arrival airport and the quarantine booking are chosen together.

Ten days is short by regional standards. Singapore holds most Malaysian pets far longer, as our piece on Singapore pet quarantine for Malaysian pets sets out. New Zealand can be shorter because the titre did the work already.

The stay can be extended. MPI may hold a pet beyond the minimum if a requirement is unmet, which turns a paperwork slip into boarding fees. Choosing between the arrival cities is covered in our note on New Zealand pet arrival airports.

Cats settle better when the crate is familiar, and it usually stays with them through the facility stay. Our guidance on crate training a cat before an overseas move applies directly.

Conclusion: one test, planned early

Quick answer

Cats do need a blood test for New Zealand, and only one: a rabies antibody titre of at least 0.5 IU/mL, drawn inside the window the applicable standard sets. The difficulty is calendar work, not clinical work.

The cat import New Zealand blood test is the shortest laboratory job on this corridor and the one that most often starts too late. The vaccination card decides the timeline, the standard decides the window, the quarantine slot decides the flight. Settle those three and the rest is routine.

Two standards run in parallel until 1 April 2027, so state which one your file follows before any blood is drawn, and confirm the wording with MPI. The dates on a laboratory report cannot be edited afterwards.

Frequently Asked Questions

1. Do cats need blood tests to enter New Zealand?

Yes, one. A cat from Malaysia needs a rabies neutralising antibody titration test at 0.5 IU/mL or above. The canine tests, including Babesia gibsoni and Brucella canis, do not apply to cats.

2. How long before the flight must a cat’s blood test be taken?

Under the 2026 standard the sample must sit 3 to 12 months before shipment. The 2021 standard allowed up to 24 months and stays acceptable until 1 April 2027. Confirm which applies.

3. Does a cat need a rabies vaccination as well as the blood test?

Yes. MPI’s Category 3 model certificate calls for a government-approved rabies vaccine given from three months of age, with a primary vaccination sitting at least six months before shipment and still valid on the flight date.

4. What happens if a cat’s rabies titre is below 0.5 IU/mL?

The cat is revaccinated and retested, and the three-month wait restarts from the new sample date. A low result usually costs about three months. It is not a refusal, and it does not mean the cat is unwell.

5. How long is quarantine for a cat arriving in New Zealand?

A minimum of 10 days at an MPI-approved facility. MPI can hold an animal longer if a requirement has not been met, so the short stay depends on a complete, correctly dated pre-departure file.

6. Can the blood sample be drawn in Malaysia?

Yes. A veterinarian draws it here and sends the serum to a laboratory whose method MPI recognises. Several recognised laboratories are overseas, so allow shipping and testing time inside the window.
