What Pakistan actually asks of an arriving pet
Four things. An ISO 11784 or 11785 microchip, an inactivated rabies vaccine given at least 30 days before arrival, a veterinary health certificate issued within ten days of travel, and an import permit filed before the pet leaves Malaysia. A compliant pet is inspected and released, not quarantined.
The clinical bar is modest. No rabies antibody titre test, which removes the longest wait from most Asian and European files. No residency period beyond the 30-day interval. No breed-specific import ban on household pets.
What Pakistan insists on is that identification comes first and stays consistent. The microchip must be readable to ISO standard, and every certificate must carry that number. A chip implanted after the rabies dose invalidates the dose in the eyes of most inspecting officers β the same rule that governs a pet move into Vietnam and nearly every other route we run.

The 30-day rabies rule sets your earliest flight date
The rabies vaccine must be inactivated and given at least 30 days before the pet enters Pakistan, and must still be within its validity on arrival. That 30-day floor, not the paperwork, usually decides the earliest date a pet can realistically fly.
Owners read the 30-day rule as a formality because it is short. It is the one hard clinical gate here, and it runs from the dose to the arrival date, not the booking date.
Three date relationships have to hold at once, and owners routinely satisfy two and miss the third:
- Chip before vaccine. The microchip goes in before the rabies dose, so the certificate carries the number from the outset.
- Vaccine at least 30 days before arrival. A dose given three weeks out does not become acceptable because the flight slipped a day.
- Vaccine still current on arrival. A dose past its stated validity fails even though it clears the 30-day floor.
A pet on a maintained annual schedule usually clears all three without a new dose. A pet whose vaccination lapsed, or who was chipped late at a clinic that gave the rabies dose in the same visit, needs a fresh dose and a fresh 30-day count. That distinction separates an eight-week move from a twelve-week one.
Who issues the import permit now the AQD is gone
Animal quarantine now sits under the National Agri-Trade and Food Safety Authority, formed in 2025 when the Ministry merged the Animal Quarantine Department with the Department of Plant Protection. Filing runs through the Pakistan Single Window portal, built for registered traders and customs agents rather than private owners.
This is the part of the route almost nobody writes about, and the part that costs owners weeks.
Pakistan’s Ministry of National Food Security and Research merged the Department of Plant Protection and the Animal Quarantine Department into the National Agri-Trade and Food Safety Authority, meant to bring sanitary and phytosanitary compliance in line with international standards, under the Special Investment Facilitation Council’s reform programme. Animal quarantine did not disappear; it moved.
The filing mechanics moved with it. Pakistan Single Window, the government’s trade portal, states that the animal quarantine module handles import permits and release orders online, with no office visits and no manual submission. A release order request is generated when an import declaration is filed, a payment slip is issued, and a quarantine officer can then call for documents or an inspection before a provisional release order is printed.
Read the portal’s own conditions and the problem for a household becomes obvious. It requires the applicant to be registered as a trader or customs agent, with a bank profile linked to that business profile. A family relocating one dog has neither, so the filing falls to an agent or receiving party inside the country. The exporting side has to know that handover exists and build time for it.
The Malaysian half: export permit and health certificate
Two documents come from the Malaysian side: a veterinary health certificate issued within ten days of travel, and an export permit from the Department of Veterinary Services. The permit is quick to issue but short-lived, so apply for it late in the sequence, not early.
Malaysian owners often try to bank the export permit early, on the reasonable theory that clearing a government document is progress. On this route it is the opposite.
The Department of Veterinary Services export procedure issues the permit against a complete application, with a fixed validity from the date of issue. Pull it too early and it expires before the flight; pull it once the destination requirements are settled and it lines up with the certificate window.
The health certificate is the tighter of the two. Pakistan wants it dated within ten days of travel, and Malaysia’s is signed off by a government veterinarian working from a private clinic’s examination. That means two appointments in the final fortnight, so the fit-to-fly examination must be booked before the certificate slot, not after.
Owners who have run the Kathmandu route with its own ten-day window will recognise the shape. The difference: Nepal accepts an owner’s email as notification, while Pakistan expects a permit filed through a formal trade channel.

The 30-day rabies interval is the only window that can be closed early, and the only one that cannot be reopened. Everything else compresses into the final fortnight.

Ten weeks is a comfortable plan for a healthy pet whose vaccination is already current. Eight is achievable. Under six weeks the rabies interval and the airline booking start fighting each other, and one of them loses.

Routing: the corridor is thinner than the map suggests
Kuala Lumpur has nonstop service to Pakistan, but a nonstop is only useful if the operating carrier accepts live animals as manifest cargo. Several do not, so most pet files on this route move through a Gulf hub instead.
Owners see a direct flight on a route map and assume the pet can be on it. Passenger connectivity and live-animal connectivity are different networks that happen to share airports.
A dog or cat of any real size travels as manifest cargo in a pressurised, temperature-controlled hold rather than as accompanied baggage. Malaysia Airlines’ general conditions of carriage set out the shape of that arrangement: advance arrangement, container and documentation compliance, and no guarantee of carriage without it. Carriers with no live-animal programme decline the booking, whatever their timetable says.
Two practical consequences follow:

- A hub transit is often the better welfare outcome. A well-run transfer through a hub with a dedicated animal facility can be gentler than a marginal nonstop with a long tarmac wait at either end.

A compliant pet is inspected at the port of entry, cleared against its release order and handed over the same day. Quarantine is the consequence of a failed file, not a standard step. The risk on arrival day is not the pet β it is whether anyone answers a document call.
Pakistan Single Window describes the arrival mechanics plainly. A release order request is raised against the import declaration, a payment slip is generated, and once payment clears the request goes to a quarantine officer who may call for documents or an inspection before issuing a provisional release order.
Every step is online: good news for speed, bad news for anyone not watching a portal. If the officer calls for a document at eleven in the morning and the receiving party is unreachable until evening, the pet sits at the port through the gap. That is the most common cause of a bad arrival day here, and it has nothing to do with the animal’s health.
The Dhaka arrival process works the same way: inspection-led rather than quarantine-led, and harder on an absent consignee than on an imperfect pet. Whoever meets the flight needs the full pack open, the permit reference to hand, and a phone that is answered.
Coming back to Malaysia is the heavier half
The return is not the outbound leg reversed. Malaysia treats Pakistan as a non-scheduled country, which brings in a Malaysian import permit, a rabies antibody titre test and compulsory quarantine at the government facility on arrival.
Families on a two- or three-year posting plan the outbound leg and discover the return leg later. Here the asymmetry is large enough to change the decision about whether to take the pet at all.

The mechanism is worth understanding rather than memorising. Malaysia sorts origin countries into scheduled and non-scheduled lists by rabies status, and which list a country sits on decides the whole import pathway. Pakistan sits on the heavier side, so the return brings the titre test and the quarantine stay at the government station the outbound leg never mentions.
Conclusion: light rules, awkward plumbing
A Malaysia to Pakistan pet export asks less of the animal than most routes and more of the administration. Get the vaccination order right, appoint the Pakistani filer early, and treat the export permit as a last-week task rather than a first-week one.
