Moving Two or More Pets Overseas: How It Works

Moving two pets overseas is one consignment, not two moves. Each animal still needs its own chip, vaccination, blood test and health certificate, so the veterinary bill roughly doubles. What you save is the shared half of the file: one air waybill, one clearance, one agent. Above five animals, most countries stop calling it a family move.

The five-animal line, and why it matters more than the count

Europe and Britain treat five dogs, cats or ferrets as the ceiling for a family move. Above five, the animals stop being pets in law and become a commercial consignment with heavier health rules. Two or three pets sit comfortably below the line.

Under EU Regulation 576/2013, the maximum number of dogs, cats or ferrets accompanying an owner in a single non-commercial movement is five. Beyond that, the animals fall under the commercial rules of Council Directive 92/65/EEC unless they are travelling to a competition or show.

Britain applies the same ceiling. GOV.UK’s pet travel rules push a move into the heavier Balai route in three situations. Only one is about the count:

  • More than five animals, unless they are attending or training for a competition or show.
  • The pets arrive more than five days apart from you, which catches owners who fly ahead to start a job.
  • Ownership changes — sale, rehoming or transfer, which is why adopting a stray in Malaysia and taking it home needs its own read.

Singapore is misread most. Its limit is a housing rule, not a flight rule. A private property may hold three cats or dogs in total; an HDB flat allows one approved-breed dog or two cats. That is the detail behind the maximum dogs per household in Singapore.

Can two pets travel in the same crate?

Quick answer

Sometimes. IATA allows a maximum of two adult animals of comparable size, each up to 14 kg, to share one container if they are compatible and already used to living together. Anything heavier flies alone, and several countries insist on individual crating regardless.

The rule comes from the IATA container requirements for pets. Four conditions all have to hold at the same time:

  • Two animals maximum. A third animal always needs its own container, whatever the weights.
  • 14 kg each, at most. Two 15 kg terriers do not qualify, even though they share a bed at home.
  • Comparable size. A cat and a Labrador fail before anyone asks about temperament.
  • Already cohabiting and compatible. Two cats introduced to each other last month are not candidates.

National rules sit on top. Some destinations require individual crating unless the shipment is a litter over eight weeks travelling with its mother, and the airline can refuse a shared crate on the day. The setup that clears everyone is one animal per container, sized by the IATA measuring method for dogs.

Averaged across a two-pet European file, the second animal costs about 65% of the first. That ratio falls on short-haul routes and rises for Japan and Britain, where per-animal testing is heavier. The slowest pet sets the departure date

Quick answer

A consignment leaves when the last animal is eligible, not when the first one is. If one pet already holds a valid titre result and the other starts from zero, the household waits for the second animal — often three to six months.

This is the most expensive misunderstanding in a multi-pet move. Owners plan around the pet whose paperwork is furthest along, then find the other animal is the one being counted.

Two responses exist, both legitimate:

  1. Fly everyone together on the later date. One consignment, one clearance, one settling-in period. Cheapest per animal and easiest on the household.
  2. Split into two shipments. The ready pet travels now, the second follows. This repeats the shared lines and, for Britain, risks the five-day arrival rule above.

Households with an older or unwell animal face this most often, since whether pets with heart or kidney issues can fly is settled by a fitness examination close to departure, not months ahead.

How far apart two pets’ timelines really run

Quick answer

A pet starting from zero needs about four weeks before its titre blood can be drawn. Europe and Britain then hold the animal three months from that draw; Japan holds it 180 days. The gap between a prepared pet and an unprepared one is roughly four months.

A dog and a cat on one booking: two rulebooks, one flight

A mixed household travels together but is documented separately. Dogs carry extra requirements at several borders — tapeworm treatment for Britain, the CDC import form for the United States — that cats do not. The consignment is joint; the compliance is not.

Mixed households are the most common file for anyone moving two pets overseas from Malaysia, and the species gap is wider than owners expect:

  • Britain. Tapeworm treatment one to five days before arrival applies to dogs only, adding a final vet appointment the cat does not attend.
  • United States. A CDC Dog Import Form receipt is required for each dog, with no equivalent federal form for cats.
  • Crate size. A cat fits a size 100 container while a mid-size dog needs a 300 or 400, which changes the freight arithmetic below.
  • Breed rules. A household with one affected dog may find airline restrictions on flying snub-nosed breeds decide the carrier for everyone.

The dog’s file is longer and more fragile. A cat added to a dog’s move rarely delays it; a dog added to a cat’s move often does — worth remembering when taking a rescued street cat home overseas alongside an existing pet.

Why one big crate usually costs more than two small ones

Quick answer

Air cargo charges by volume, not headcount. A container large enough for two animals is bigger than two individual containers combined, so sharing normally raises the chargeable weight rather than lowering it.

Airlines price a consignment on volumetric weight — length by width by height in centimetres, divided by 6,000. That arithmetic quietly punishes the shared-crate plan.

Two cats in separate size 100 containers come in around 27 kg chargeable. Put the same two cats in one size 200 and the figure rises to roughly 31 kg. The pattern repeats at every weight class.

Four mistakes that split a household across two flights

Quick answer

Multi-pet files rarely fail on rules. They fail on sequencing — a vaccination given before the microchip, one animal’s blood drawn weeks after the other’s, or a booking made before the slower pet’s wait was mapped.

Four patterns account for most split consignments out of Malaysia:

  1. Vaccinating before chipping. A rabies dose given before the microchip does not count, and the animal restarts. If it happens to one pet in a pair, the household splits.
  2. Staggered blood draws. Sampling one animal in January and the other in March pushes the consignment to the later clock. Draw both on the same day.
  3. Booking the flight first. Pet space is limited, but a booking made before both waiting periods are mapped usually gets moved anyway.
  4. Assuming the older pet will pass its fitness check. That examination happens days before departure. Raise any chronic condition months earlier.

Moving two pets overseas is mostly an exercise in synchronisation. The rules governing each animal are the same ones governing a single pet — chip, vaccinate, test, wait, certify — and none get harder because there are two.

What changes is the arithmetic. Half the file repeats and half does not, the slowest animal owns the calendar, and a shared crate saves stress rather than money. Get those three right and a two-pet move is barely more complex than a one-pet move.
