Since 1 April 2026, import clearance for a personal pet at Changi must be handled by an AVS-recognised pet agent. You can still book the quarantine space, apply for the licences and make the inspection appointment yourself. What you can no longer do is stand at the counter and clear your own dog.
Introduction: the rule that changed who meets your pet
Singapore did not add a new form in April 2026. It added a new person. Import clearance at the Changi Animal & Plant Quarantine Station now runs through a recognised agent, so the last step of your pet’s journey is handled by a company, not by you.
For years, a Malaysian owner could do the whole Singapore move alone. Book the kennel, buy the licence, drive to the airport, sign for the dog. That last part is now closed.

What an AVS-recognised pet agent actually is
An AVS-recognised pet agent is a Singapore-registered company that has been assessed by the Animal & Veterinary Service and added to its published list. Recognition is not a licence to trade. It is permission to act for an owner in front of AVS officers at the border.
The wording matters here, because owners often read “recognised” as “approved by the government, therefore vetted for service quality”. AVS says the opposite in plain terms.
- It is a list, not an endorsement. AVS publishes it as a downloadable PDF and states plainly that it does not constitute NParks’ endorsement.
- Due diligence stays with you. AVS tells owners to assess whether an agent’s services suit their needs. Recognition means the company cleared a floor, not that it is the right fit.
- The list moves. The published version carries a date, currently 28 May 2026, so a company named in an older blog post may no longer be on it.
- Recognition is company-level. It sits with the business entity, not with the handler who turns up at the counter.

Who may do what, now that the rule is in force
Only one step is closed to owners. Every application — the quarantine reservation, the pet licence, the import licence, the inspection appointment, the customs permit — may still be filed by the owner. Import clearance at CAPQ is the single step that must run through a recognised agent.
Most articles describe the change as “DIY is dead”. Read the AVS pages side by side and a narrower picture appears: the paperwork stayed open, the counter closed.

Does the rule apply if you drive across at Tuas?
AVS publishes the requirement on its CAPQ page, which covers arrivals by air at Changi. Its Tuas Checkpoint page, updated 3 July 2026, carries no equivalent wording. Several relocation guides say the rule applies at every entry point, so confirm your own crossing with AVS.
Most Malaysian owners ask this first, because the land crossing is the natural route from Johor or the Klang Valley. It is also the question the published pages answer least clearly. Here is what each source says, as at August 2026.
- The CAPQ page is explicit. Its notice says a requirement for owners to appoint a recognised agent to handle import clearance at CAPQ began on 1 April 2026, alongside adjusted opening hours.
- The Tuas page is silent. The Tuas Checkpoint page covers the GST permit, the five-day inspection booking and the transport to quarantine, with no mention of a mandatory agent.
- Third-party guides go further. Several relocation write-ups describe the mandate as covering all arrivals, without separating air from land.
- AVS will answer directly. The Ask AVS live chat sits on the import pages, and the border hotline is 1800 476 1600.
Where an official page is silent and a blog is confident, the blog is the one more likely to be wrong.
Our practical position: assume you need one whichever way you cross, then confirm. Appointing an agent you did not strictly need costs little. Arriving without one costs you a pet held at the border. What AVS checks before recognising a company
A company must meet five criteria and then pass a pet agent quiz. The tests cover company registration, at least a year of animal transport work in Singapore, sound handling protocols, a clean enforcement record, and a formal pet-handling or veterinary qualification held by the business.
The criteria are worth knowing even if you never apply. Each one names something an agent is supposed to be good at, which makes it a question you can ask.

Notice that forgery sits in the same sentence as animal offences. That tells you what AVS worries about when a third party carries someone else’s rabies paperwork to a counter.
The CAPQ clock, and why the agent has to know it
Clearance at Changi is only possible for 44 hours a week. The station opens 09:00 to 17:00 on Monday and Tuesday, 09:00 to 20:00 from Wednesday to Friday, closes for lunch from 13:00 to 14:00, and does not open on weekends or public holidays.
Those hours were adjusted on the same date the agent requirement started. They are also why a good agent argues with you about your flight time. Bars show each day net of the lunch closure.

Two consequences follow. A pet landing outside those hours waits at the ground handler’s holding area until the next working day. And transfers to the quarantine centre run only between 10:00 and 10:30 on weekdays, so a late clearance costs a night at the station before quarantine starts.
Tuas Checkpoint runs differently: Monday to Saturday, 07:00 to 12:00. A shorter window, but six days instead of five, which reshapes a Johor family’s plan.

How to choose an AVS-recognised pet agent
Download the current AVS list, check the company name appears on it, then test the agent on corridor experience rather than price. The documents they must present at CAPQ are fixed, so the real difference between agents is how early they catch a problem in those documents.
Most owners compare agents on price. That is the least informative thing about them, because the counter work is standardised and the fees are small next to quarantine.
- Verify the name on the published list. Open the PDF on the AVS list of recognised pet agents and match the registered company name, not the brand name on the website.
- Ask what they need, and when. A capable agent asks for the import licence, health certificate, vaccination records and serology report well before the flight, because those are the documents they must present.
- Ask who books the inspection. It must be submitted at least five days before arrival, and turning up without one costs S$133 per hour. Agree in writing who files it.
- Ask about the Malaysian side. A Singapore agent cannot fix a MAQIS export problem. If nobody owns both halves, the gap is yours.
- Ask what happens if the flight slips. The answer should cover the quarantine reservation too, since the two move on different rules.

Where the agent enters a Malaysian timeline
Appoint the agent well before the flight, not on arrival week. AVS states that owners are to engage the pet agent of their choice prior to the pet’s arrival in Singapore, and the agent needs your original documents in hand before the aircraft lands.
Against the calendar, this is an early administrative step that most owners leave far too late. Each row shows the earliest a stage can happen and who acts on it.

Five mistakes Malaysian owners make under the new rule
Appointing an agent too late, assuming the agent also handles the Malaysian export, sending scans instead of originals, reading a pre-2026 guide, and booking a flight that lands after the counter closes. Each one is avoidable and each one costs either money or a night at the station.
These are the patterns we see most on this corridor since April 2026. None involves a difficult rule, only the wrong order.
- Leaving the appointment to arrival week. AVS asks owners to engage the agent before arrival. One brought in three days out cannot spot a document problem.
- Assuming one agent covers both borders. Recognition is a Singapore status. The Malaysian export runs on its own system, as our pet export from Malaysia page explains.
- Sending scans only. CAPQ inspects originals: the health certificate, vaccination records and serology report. Photocopies stall the counter.
- Following a pre-2026 guide. Anything written before April 2026 still has owners clearing their own pets. Check the date on what you read, including our own Schedule III rules for Malaysian pets.
- Booking a Saturday landing. The counter is shut, so the pet waits at the ground handler’s holding area until Monday morning.

The rule changed one step, not the whole move. Book the quarantine, file the licences, then appoint a recognised agent early enough to check your documents while there is still time to correct them.
Owners who plan around it barely notice the change. Owners who discover it at the airport lose a day, and sometimes more.
