Cat Quarantine at Mickleham: Why It Is Only 10 Days

Ten days is the shortest stay Australia allows, not the standard one. A cat flown from a Group 2 country such as Singapore gets the 10-day minimum because the identity check is built into that pathway. A cat flown from a Group 3 country starts at 30 days and only drops to 10 if an official veterinarian verified its microchip before the rabies titre blood was drawn.

Owners arrive at that number early. Ten days sounds survivable. Ten days fits inside a serviced apartment booking, a school holiday, the first fortnight of a new job.

Then the permit arrives and it says thirty. Nothing went wrong at the airport. The decision was made months earlier, in a country the cat has since left, at an appointment nobody flagged as important.

What the ten days actually buys you

Ten days is a floor, not a booking. Australia holds every imported cat at one facility in Mickleham, near Melbourne, and releases it only after documents are assessed and the cat is checked for disease and parasites. Anything unusual extends the stay, which is why the Malaysia to Australia route is planned with slack at the end.

The department’s own wording is careful. Cats “must stay at Mickleham for a minimum of 10 days” and “any issues that increase biosecurity risk may result in a longer stay”. No maximum is promised anywhere.

What happens inside that window is not storage. It is assessment:

  • Document assessment. The permit, health certificate, laboratory reports and rabies declaration are checked against each other and against the microchip.
  • Health and parasite inspection. A biosecurity officer examines the cat on arrival and during the stay.
  • Observation. The stay exists so any disease incubating on the flight has time to show itself before the cat enters the country.

The staging country decides the day count

Australia sorts approved countries into three groups. Cats exported from a Group 2 country face a straight 10-day minimum. Cats exported from a Group 3 country face 30 days unless an identity check was done first. Which country group your staging destination sits in therefore sets the day count before you book anything.

Group 2 countries are treated as rabies free. Group 3 countries are treated as places where rabies exists but is well controlled. That difference is why the identity check is compulsory in one pathway and optional in the other.

The appointment that turns 30 days into 10

Quick answer

On the Group 3 pathway, an official government veterinarian must scan the cat’s microchip and send an identity declaration to Australia before blood is taken for the rabies titre. It cannot share a visit with the blood draw. That single ordering rule is what cuts the Mickleham stay from 30 days to 10.

The department calls the step optional, and technically it is. Skip it and your cat still flies, still clears quarantine, still comes home to you. It just does the extra twenty days first.

Three rules travel with the declaration, and all three come from the published cat guides:

  1. Before the blood draw. The identity check must be completed before the rabies titre sample is collected.
  2. A separate visit. It cannot be done at the same veterinary appointment as the draw.
  3. Official signatures only. A pet passport, a vaccination card or a microchip registration certificate is not accepted as equivalent.

There is one shortcut. If the cat originally left Australia, evidence of its identity on the Australian-issued export certification can stand in place of the declaration.

Declarations do not expire on a date: they stay valid for as long as the cat can be identified by the verified microchip and still lives in an approved country.

The gap between the two accommodation lines is AUD 1,060 per cat. For a two-cat household it is AUD 2,120, and the reservation and importation charges are non-refundable except in exceptional circumstances.

Why the clock cannot start in Malaysia

Quick answer

Malaysia appears on none of Australia’s three country group lists, so no Malaysian veterinarian can prepare a cat for Australia. The cat must move to an approved country first and live there for at least 180 days, which is the same wall behind Australia’s import position for Malaysian pets.

There used to be a shortcut. The department ran a separate pathway for animals from non-approved countries transiting through a Group 2 or 3 country. Its step-by-step guide index states that this pathway closed on 1 March 2023.

What replaced it is simpler and slower. Your cat becomes a resident of the staging country and is prepared exactly like any other cat living there:

  • Move the cat first. Every pre-export procedure must be performed by a government approved veterinarian in an approved country.
  • Then start the paperwork. Microchip, identity check where it applies, rabies vaccination, then the titre.
  • Then wait 180 days. The period runs from the date the titre sample reaches the laboratory, and time already spent in Malaysia counts for nothing.
  • Clear the staging country’s own rules first. Singapore, the most common first hop, has its own quarantine requirements for cats arriving from Malaysia.

This is where Malaysian timelines stretch past a year. The 180 days is a residency period, not quarantine, so the cat lives normally throughout it. The calendar still has to absorb it.

Every deadline a cat has to hit before it flies

Nine dated steps sit between the microchip and the flight, and most are counted backwards from the export date. The tightest cluster falls in the last five days. The longest is the 180-day wait that begins when the titre sample reaches the laboratory, not when the blood is drawn.

Read the last three rows together. The second internal parasite treatment, the final clinical examination and the health certificate endorsement all fall inside the same five days, and government offices close on weekends and public holidays in the staging country.

What cats are spared, and what they are not

Quick answer

Cats skip the extra blood tests dogs must pass, which is why cat files move faster. What cats do not escape is the identity and titre sequence, the parasite treatments, the crate rules and the flight itself, so crate training before departure matters more for cats than for most dogs.

The cat guide is shorter than the dog guide for one reason. Australia requires no Brucella canis, Leishmania, Ehrlichia or Leptospira testing for cats.

What still applies to every cat:

  • Rabies vaccination given at 84 days of age or older, valid continuously from the titre through to the export date.
  • A titre result of 0.5 IU/ml or more, from a FAVN or RFFIT test at a recognised laboratory.
  • Manifested cargo only. Cats travel in the hold in an IATA-approved crate, never in the cabin.
  • No pregnancy past 30 days and no nursing kittens. A cat under quarantine restrictions in the staging country cannot be exported either.

Vaccination against feline enteritis, rhinotracheitis and calicivirus is recommended rather than required, and the department suggests keeping it valid across the whole quarantine stay.

The cats Australia will not admit at all

Quick answer

Non-domestic hybrid cats are banned under environmental law, not biosecurity law. Savannah, Safari and Chausie cats have long been excluded. Both cat guides now state that Bengal cats have not been permitted to enter Australia since 1 March 2026, a stricter position than Singapore’s hybrid cat rules.

This catches Malaysian owners late, because the ban has nothing to do with quarantine or with the department that issues the import permit. It sits with the environment portfolio.

The four hybrid types named in the cat guides:

  • Savannah. Domestic cat crossed with serval.
  • Safari. Domestic cat crossed with Geoffroy’s cat.
  • Chausie. Domestic cat crossed with jungle cat.
  • Bengal. Domestic cat crossed with Asian leopard cat.

Bengals held an exemption route until recently. Exemptions stopped being granted from 1 March 2025, and any cat already granted one had to arrive by 28 February 2026. If a Bengal is part of your household, confirm the current position with the environment department in writing before spending anything on preparation.

Arrival, booking and collection day

Quick answer

Cats must arrive directly into Melbourne International Airport, with no domestic transfer before quarantine. A biosecurity officer collects the cat and drives it to Mickleham. The reservation itself can only be made once the permit exists, which is why owners book the quarantine slot after the permit.

Owners are notified by email within 24 hours of arrival, and immediately if there is a problem. The release date is printed on the import permit, so it reflects the day count your documents earned rather than the one you hoped for.

Four things shape collection day:

  • The account must be paid in full before the cat is released, by card through the reservation system.
  • Out-of-hours collection costs more — AUD 170 on weekdays and AUD 180 on weekends and public holidays.
  • Transhipment rules bind the flight. Cats leaving a Group 2 country may change aircraft only in a Group 1 or 2 country, or in Amsterdam, Frankfurt, Copenhagen, London, Dubai or Hong Kong.
  • Nothing travels in the crate. Toys, bedding extras and medication left inside are destroyed as biosecurity waste on arrival.

Cat C is the common case, and rarely carelessness. Families land in the staging country, ask a local clinic what Australia needs, and start with the rabies vaccination. By the time an agent reads the file, the blood has already gone to the laboratory.
