Only eight origins sit on the scheduled list and India is not among them, so the stricter set applies from the start. The reverse leg answers a different question. India does not ask about rabies geography first. India pet import rules start with you, not the animal

India’s pet import rules run through three named categories: the baggage rule for owners transferring residence, a DGFT licence for anything outside it, and re-import for animals that originally left India. A pet that fits none of them cannot travel.

This is the part that surprises Malaysian owners. Under the baggage rule set out by the Animal Quarantine and Certification Services, an owner must show two years of continuous stay abroad and proof of transferring residence to India. The dog can be flawless on paper and still fail, because the test is applied to the owner.

  • Baggage rule. Up to two dogs or cats per owner, on proof of two years abroad plus evidence the household is genuinely moving.
  • DGFT licence. The route for short visits and for official, research or working animals. Breeding and commercial imports are not permitted.
  • Re-import. For an animal previously taken out of India, supported by the earlier Indian certification.

Only dogs and cats count. Birds, rabbits and fish sit outside the baggage rule entirely.

The India pet export NOC, and what it does not cover

An India pet export NOC is issued after an officer physically examines the animal, usually on the same day, by appointment booked a week ahead. It certifies the animal’s health for departure. It says nothing about whether Malaysia will accept it.

The Indian export file is refreshingly concrete. The published export requirements ask for:

  • The animal itself, presented for examination.
  • A fit-to-fly certificate from a registered veterinarian.
  • The microchip certificate and the vaccination record.
  • The owner’s passport and ticket, plus the airway bill for cargo.
  • Two postcard-sized photographs of the animal.

Two details catch people out. The appointment is confirmed about a week ahead, so a last-minute booking is not workable, and the certificate has a short shelf life once issued.

The gap that matters is the last item on the list: any specific requirement of the importing country. That line does enormous work. It is where Malaysia’s permit and certificate wording has to be inserted, and the Indian officer will not source it for you.

The longest rule on this corridor runs a full year. The shortest runs a week. Both can end a move.

The Malaysian file: permit, microchip, certificate

Quick answer

Malaysia requires a valid MAQIS import permit travelling with the animal, an ISO-standard microchip, and a veterinary health certificate signed by the Indian government veterinary authority within seven days of departure.

Search for moving dog from India to Malaysia and most results present this as a checklist. It is closer to a sequence, and the order is not negotiable. The permit has to exist first, because the certificate is written to match its conditions.

  1. Appoint the agent. The permit can only be filed by an authorised agent, as our note on agent-filed pet permits explains.
  2. Fix identification. An ISO 11784 or 11785 compliant microchip, implanted and recorded before the certificate is drawn up.
  3. Complete the vaccinations. An approved anti-rabies vaccine before export, plus core vaccines within twelve months. Our page on rabies vaccination rules covers the timing.
  4. Obtain the permit. The MAQIS import permit names the animal, the entry point and the dates.
  5. Have the certificate issued. An Indian government veterinary officer examines the animal within seven days of export and certifies it against Malaysia’s wording.

The certification clauses are where an India-origin move needs care. Malaysia’s non-scheduled country regulation asks the exporting authority to certify a rabies-free record over the preceding six months, which a rabies-endemic origin cannot straightforwardly give. The conditions applied to an Indian consignment are settled on the permit itself, which is why the permit comes first.

Quarantine at KLIA, and why the count varies

Breed rules that end a move before it starts

Malaysia publishes named banned and restricted breed lists, and several breeds common in Indian households appear on them. A banned breed cannot be permitted at all; a restricted breed needs written approval before any permit application.

This is the most expensive thing to discover late. The table groups the published position by outcome, because the outcome decides whether the move happens.

German Shepherds, Dobermans and Rottweilers are common family dogs in India, and all three are restricted rather than banned. Routing, and why the cheapest fare is rarely the right one

India accepts pets at six airports only, and Malaysia requires the animal to land at the entry point named on its permit. Both constraints sit above price when you choose a flight.

On the Indian side the six accepted airports are Delhi, Mumbai, Chennai, Kolkata, Bangalore and Hyderabad, each served by an animal quarantine station. A cheaper fare into any other Indian city is not an option at all.
