Myanmar to Malaysia Pet Import: Full Requirements

A Myanmar to Malaysia pet import is the rare route where your pet is quarantined twice. Myanmar's published export regulation holds dogs and cats for 30 days before they fly, and Malaysia holds them again on arrival because Myanmar is a non-scheduled origin. Plan the two stays as one continuous calendar, not as two separate problems.

Introduction: two quarantines, not one

Quick answer

Yangon to Kuala Lumpur is under three hours in the air. The calendar is long anyway, because Myanmar quarantines the animal before departure and Malaysia quarantines it again after landing. Most guides describe only the Malaysian half, which is how owners lose a month.

Owners planning this move usually start with Malaysia’s import rules. Those matter, but they are half the file. Myanmar’s own export regulation sets a fixed holding period for dogs and cats before the crate reaches the airport.

Is Myanmar a scheduled country for Malaysia?

Quick answer

No. Myanmar does not appear on Malaysia’s scheduled list, including the refreshed list the Department of Veterinary Services issued on 11 December 2025. A Myanmar to Malaysia pet import runs under the non-scheduled regulation, which is the document carrying the arrival quarantine clause.

Myanmar’s 30-day quarantine before your pet flies

Quick answer

Myanmar’s published export regulation sets a 30-day quarantine for dogs and cats leaving the country, longer at the minimum than any other species it exports. Nothing in the Malaysian file removes it, and it happens before departure, not after.

This is the detail almost every Myanmar pet guide leaves out. The Livestock Breeding and Veterinary Department regulations for the importation and exportation of animals, published on Myanmar’s national trade portal, close with a section on exporting animals to any country. Dogs and cats are named in it.

What happens inside those 30 days is written down: a clinical examination within three days of arrival, blood drawn on the fourth for laboratory tests, vaccination to the importing country’s requirements, and worming within seven days of export. An authorised LBVD veterinarian then issues the health certificate.

One caveat. That regulation carries a June 2013 date, and Myanmar replaced its governing statute with the Animal Health and Livestock Development Law of 26 August 2020. Treat 30 days as published, not final, and ask LBVD to confirm in writing. Malaysia’s side is covered in the veterinary health certificate for Malaysian entry.

How long is quarantine on arrival in Malaysia?

Quick answer

The published regulation says not less than seven days, extendable to six months on risk assessment. A later protocol is widely reported as lifting the floor to fourteen. Plan for fourteen, and get your figure confirmed in writing before the flight is booked.

Clause 5 of the non-scheduled regulation is short. On arrival the animal goes into quarantine, may be given an approved rabies vaccine, and is detained for not less than seven days, released once found free of infection.

The same clause allows that period to run up to six months on risk assessment. Separately, a protocol reported from late December 2024 is widely described as applying at least fourteen days. No published regulation has replaced the seven-day text, so the honest position is a range.

  • Published floor. Seven days, per DVS clause 5.
  • Reported floor. Fourteen days, from a December 2024 protocol change.
  • Ceiling. Up to six months on risk assessment.

The Yangon approvals that must happen in order

Quick answer

Myanmar does not issue one pet export approval. An export licence, an LBVD veterinary certificate, the 30-day quarantine and an Animal Quarantine Certificate at the port all have to be obtained, and each one depends on the one before it.

Myanmar publishes step-by-step export procedures for livestock, poultry, aquatic animals and zoo wildlife, but none for companion animals. LBVD runs pet files case by case, using the same building blocks.

The certificate statements that decide your file

Quick answer

Malaysia asks the exporting government’s vet to certify seven things. Five describe your animal and are routine. Two describe Myanmar itself, and clause 3.2, the country-level rabies statement, is where these files most often stall.

The certificate must come from a competent veterinary officer of the government veterinary authority. A private clinic letter, however thorough, is not the document Malaysia wants.

The animal-level statements are straightforward on a well-kept pet:

  • Clause 3.1. Free of clinical signs of rabies and infectious disease before export.
  • Clause 3.4. Vaccinated against rabies with an approved vaccine before export.
  • Clauses 3.5 and 3.6. Core vaccines within twelve months, with vaccination history, treatments and health status up to date.
  • Clause 3.7. Examined healthy within seven days before export, with no clinical signs on shipment day.

The two country-level statements are different in kind. Clause 3.3 asks that the animal was not itself imported into Myanmar in the preceding six months, which matters if you moved there recently. Clause 3.2 asks that no rabies case was reported in the country in the six months before the certificate is dated.

Myanmar is one of nine countries in the WHO South-East Asia Region where rabies remains endemic, and runs a national elimination plan because of it. Clause 3.2 is no formality. Agree the wording your certifying officer can sign with MAQIS before the pre-export examination. Breeds Malaysia bans and restricts

Quick answer

The regulation bans seven breeds outright and restricts six more. Restricted is not banned, but it needs written approval from the MAQIS Director General before the permit application, and one condition is a pedigree certificate most Yangon rescues cannot produce.

Settle this in week one. A banned breed ends the move, whatever the paperwork says.

  • Banned. Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff, and Pit Bull Terrier including the American Staffordshire and Staffordshire Bull Terrier.
  • Restricted. Bull Mastiff, Bull Terrier, Doberman, German Shepherd including Belgian and East European Shepherd, Perro de Presa Canario, and Rottweiler.

The restricted-breed approval carries real conditions:

  • Age and pedigree. At least three months old, with an ISO-compliant microchip recorded on a pedigree certificate from an approved organisation.
  • Premises. Your Malaysian home inspected before approval is granted.
  • Declaration. Written undertaking that the dog is a personal pet, kept secured, leashed and muzzled in public.

The pedigree condition bites hardest here, because many dogs leaving Yangon are rescues with no registry paperwork. A shepherd cross without one becomes a conversation with MAQIS, not a form. Full list in dog breeds banned or restricted in Malaysia.

Getting the crate onto a plane out of Yangon

Quick answer

The budget carriers that dominate the Yangon to Kuala Lumpur route do not carry live animals at all, in cabin or in the hold. That leaves a short list of full-service carriers and freight operators, so confirm the cargo slot before you fix any other date.

Frequency on this route is misleading. Plenty of flights leave Yangon for Kuala Lumpur; very few will take your dog. Low-cost carriers exclude live animals outright, and carriers that do accept them cap hold capacity per flight.

What that means on the day of travel:

  1. Hand the crate over early. Live animals go to the airline two to three hours before departure, not at normal cargo cut-off.
  2. Dress the crate properly. Absorbent blanket, water dispenser on the door, feeding instructions, both addresses and a 24-hour contact number outside.
  3. Stop feeding five hours before departure. Water stays available until handover, and the carrier applies its own Live Animal labelling.

The crate must be IATA-compliant and sized to the animal, which is a measurement job, not a guess. Work through IATA crate sizing for dogs before ordering, and check which airlines carry pets to and from Malaysia.

What a Myanmar to Malaysia pet import costs

Quick answer

There is no single fee. Six parties bill you across two currencies, and on this route the two quarantine stays together cost more than the flight. The permit itself is the smallest line on the file.

Owners ask what the permit costs. Malaysian missions publish the import permit fee at RM5 per dog or cat, valid for 30 days. Myanmar’s official export fees are similarly small: 1,000 kyats per head for a dog’s quarantine fee and the same for the certificate, with cats at 250 kyats each.

Delays on this route come from sequence, not distance. The costliest single mistake is booking the pre-export quarantine late, because the 30 days cannot be shortened and every later date shifts with it.

Each problem below is cheaper to avoid than to fix:
