Brunei sits on Malaysia's scheduled country list, so a Brunei to Malaysia pet import is one of the few routes that can arrive without quarantine. The catch is jurisdiction. Flying into the peninsula runs under federal rules; driving across the border runs under Sarawak's own ordinance. Same pet, two rulebooks.
Introduction: the route where the destination picks the rulebook
Brunei is the only origin with both scheduled-country standing and a working land border into Malaysia. So the first question here is unusual: not which airline, but which part of Malaysia the pet enters, because that decides the authority you apply to.
Brunei is wrapped by Sarawak on three sides. Bandar Seri Begawan to Miri is a couple of hours by road, and to Kuala Lumpur a two-hour flight. Two easy journeys, which is why owners underestimate them.
The journey was never the hard part. Malaysia has no single animal import authority: a federal one covers the peninsula, a separate state one covers Sarawak.

Is Brunei a scheduled country for Malaysia?
Yes. Brunei is named in Malaysia’s scheduled countries regulation and again in the Department of Veterinary Services notice of 11 December 2025 that refreshed both lists. The route runs under the scheduled regulation, a lighter document than the non-scheduled one.
Malaysia sorts origins by rabies risk. Scheduled origins get the shorter regulation; everything else falls under the non-scheduled one and its quarantine clause. Brunei held its place through the latest revision, as we unpack in scheduled versus non-scheduled countries.
The list comes from the DVS notice of 11 December 2025, naming Brunei alongside the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Singapore and fourteen European and Gulf states.

Does a pet from Brunei face quarantine on arrival?
On the published regulations, no. The scheduled countries document has no quarantine clause, and Sarawak lists Brunei as rabies-free. A later protocol is widely reported as imposing fourteen days, so confirm your figure with MAQIS in writing.
This is the figure owners want most and the one nobody should quote casually. Four documents speak to it and they disagree, so we set them all out. More detail sits in Malaysia pet quarantine: seven days or fourteen.
- No quarantine clause, per the scheduled regulation. The DVS scheduled countries regulation covers permits, identification, certification, transport and breeds. No quarantine section at all.
- No quarantine required, per Sarawak. The Sarawak importation regulations of 3 April 2023 list Brunei among the rabies-free origins, no quarantine required.
- Not less than seven days, under the non-scheduled rule. That regulation detains the animal for at least seven days, extendable to six months. It should not touch Brunei, but owners keep finding it.
- Not less than fourteen days, per a reported protocol. Industry sources describe a health certificate protocol dated 28 December 2024 imposing at least fourteen days generally. We cannot match that wording to the scheduled regulation DVS publishes.
On paper, Brunei arrivals walk out the same day. In practice, get that in writing before you buy a ticket.
We treat quarantine-free as the expected outcome and confirm it with the destination authority before the owner commits to a date. If the answer is fourteen days, they learn that at week eight, not at the counter. Quarantine itself is described in pet quarantine at KLIA.
Which Malaysia are you actually entering?
Malaysia runs three animal import regimes, not one. The peninsula sits under federal DVS rules enforced by MAQIS, Sarawak under its own state ordinance, and Sabah adds its own conditions. Pick the destination first, then the authority.

Two owners can move the same dog from the same street the same week and file different applications. One goes to a MAQIS-registered agent, the other to the State Veterinary Authority in Kuching. Can you drive your pet across the Brunei border?
Land entry exists and Sungai Tujoh is the main crossing into Miri, but it is a licence question, not a driving question. Sarawak’s State Veterinary Authority must issue an import licence before the animal moves, and that licence decides whether the trip happens.
Sungai Tujoh is the busiest crossing between Brunei and Sarawak, handled on the Malaysian side at the Immigration, Customs, Quarantine and Security complex near Miri. The road does not change the paperwork, and several Sarawak conditions differ from the federal ones.
- Import licence from DVS Sarawak. From the State Veterinary Authority at RM 5 per head, in hand before the animal travels.
- Minimum age of three months. Sarawak sets this explicitly, so puppies and kittens wait however short the drive is.
- Readable microchip. Trovan, Destron or another ISO-compatible chip, its number on the health certificate and vaccination record.
- The animal must not be pregnant. A condition the federal regulation does not impose, and one that quietly reshapes plans.
- Health certificate inside seven days. From a competent government veterinary officer, with a killed rabies vaccine recorded.
One drafting detail matters. The federal scheduled regulation says animals shall be carried by aircraft direct to a prescribed landing place. That clause is written for peninsular air arrivals, part of why the land route belongs to Sarawak’s ordinance. The same permit-before-transport logic applies on the Thailand to Malaysia route, where land and air both exist.

Flying from Brunei into KLIA, Kuching or Kota Kinabalu
Air is the only realistic route to Peninsular Malaysia and the fastest to Sabah. Animals leave Brunei as manifest cargo through the airline’s cargo department, not as checked baggage, so a freight agent books space well ahead.
Owners often assume they can walk a crate to the check-in desk. Live animals do not leave Brunei that way. The crate goes to the cargo terminal on its own schedule, released against an air waybill. Three things drive the timing more than the flight.
- Cargo capacity, not seat availability. Acceptance depends on aircraft type and hold conditions, so a daily passenger route can still be thin for animals.
- Crate compliance to IATA standards. The animal must stand, turn and lie down naturally. Measuring wrong is the commonest reason a booking is refused, so we cover IATA crate sizing for dogs.
- The entry point named on the permit. The permit names a door, and landing anywhere else leaves the arrival uncovered.
On arrival the animal is handled at the cargo terminal, not the passenger hall, and inspected before release. That morning is described in pet cargo at KLIA on flight day.
What the Brunei side has to certify before departure
A veterinary health certificate signed by a competent officer of Brunei’s government veterinary authority. A clinic examination alone is not enough. It must carry six statements set out in Malaysia’s scheduled regulation, and wording matters more than format.
This document decides whether the file clears on arrival, and every line is checkable against a date.
- No rabies in the country. None reported in Brunei in the six months before the certificate date.
- No recent re-import. The animal was not itself imported into Brunei in those six months.
- Rabies vaccination given. An approved anti-rabies vaccine, administered before export.
- Core vaccines current. Given within twelve months before export, per a licensed veterinarian.
- Vaccination history up to date. Treatments and health status recorded.
- Healthy inside seven days. Examined within seven days of export, free of clinical signs, and showing none on shipment day.

Who issues what on a Brunei file
Three parties produce documents here: your Brunei vet, Brunei’s government veterinary authority, and the Malaysian authority for your destination state. Nothing you sign yourself carries weight at the counter, so the sequence is fixed.

How many days each problem adds to the file
Delays here come from sequence errors, not distance. A microchip recorded after the rabies shot restarts the vaccination, and the wrong state authority means starting over. Both cost weeks on a journey measured in hours.

Breeds Malaysia bans, and the longer list Sarawak bans
The federal regulation bans seven breeds and restricts six more. Sarawak publishes its own list of fourteen, four of which the federal list does not name. A dog cleared for Kuala Lumpur is not automatically cleared for Kuching.
This catches Brunei owners most, because the land route makes Sarawak the natural destination and Sarawak is stricter. The four it adds are the Russo-European Laika, the Owtcharka, the Tibetan Mastiff and the Kai Dog.

Restricted is not banned. It means written approval from the MAQIS Director General first, with a pedigree certificate, the microchip recorded on it and a premises inspection. That takes time, so it belongs at the start. Our breakdown is in dog breeds banned or restricted in Malaysia.
An eight-week schedule that works on this route
Eight weeks is comfortable when the breed is clear and vaccinations current. The schedule is driven by the seven-day pre-export exam at the end and the destination decision at the start, with the application in the middle.

Two weeks is possible when the chip, the rabies record and the breed are already clean, but leaves no room for a queried certificate. We quote eight and finish early. The wider view sits in how long pet import to Malaysia takes.
Conclusion: settle three things before you book
Confirm the destination state, the breed against that state’s list, and the quarantine position in writing. With those settled, a Brunei to Malaysia pet import is one of the most straightforward routes into the country. Without them, the short distance protects nothing.
Brunei owners start with an advantage almost nobody else has: scheduled standing, a rabies-free listing in Sarawak, and a border you can drive to. It survives only if the file is built for the right jurisdiction.
So the question is not land or air. It is which Malaysia, and which authority signs off. Answer that first and the rest is scheduling.

Yes, and this is the biggest trap here. Peninsular arrivals run under the federal DVS regulation with a MAQIS permit. Sarawak runs its own Veterinary Public Health Ordinance, with its own licence, fees and longer banned-breed list. Sabah adds its own conditions.
Can I apply for the Malaysian permit myself?
Not for peninsular entry. The MAQIS application must be filed by a registered agent on the owner’s behalf. For Sarawak, the licence goes to the State Veterinary Authority, and we file it in the same package so both borders stay aligned.
