Cambodia to Malaysia Pet Import Requirements

Cambodia is a non-scheduled origin, so a Cambodia to Malaysia pet import means a MAQIS permit, a government health certificate and quarantine on arrival. The hard part is not the flight. It is one sentence inside the certificate about rabies in the exporting country, and whether an officer there will sign it.

Introduction: a two-hour flight and a ten-week file

Quick answer

Phnom Penh to Kuala Lumpur is two hours in the air. The paperwork behind it runs eight to ten weeks, almost all of it on the Cambodian side, waiting on a government certificate that has to say things about Cambodia, not just about your dog.

Owners moving from Cambodia reach this question late. The move was settled months ago; the pet became a task near the end.

That order is backwards here. Malaysia sorts origins by rabies risk, and Cambodia sits on the harder side of that line: longer regulation, stricter certificate, quarantine clause attached.

Is Cambodia a scheduled country for Malaysia?

Quick answer

No. Cambodia is not named on Malaysia’s scheduled list, including the refreshed list the Department of Veterinary Services issued on 11 December 2025. Your file runs under the non-scheduled regulation, the longer document and the one with a quarantine clause.

Malaysia grades origins by rabies status, not distance, and publishes two regulations to match. We unpack it in scheduled versus non-scheduled countries.

The December 2025 notice expanded that list, mostly with European states. Cambodia was not among them, and no Southeast Asian country other than Brunei and Singapore made it.

How long is quarantine coming from Cambodia?

Quick answer

The published regulation says not less than seven days, extendable to six months on risk assessment. A later protocol is widely reported as raising that to fourteen. Budget for fourteen, then get your figure confirmed in writing before booking.

Every Cambodian owner asks this first, and nobody should quote it casually. Two figures circulate, from different documents.

  • Not less than seven days, per the published regulation. Clause 5 detains the animal, allows a rabies vaccination at the station, and releases it if no infection is found.
  • Up to six months, at the department’s discretion. The same clause extends the period on risk assessment. Rare, but it is in the text.
  • Not less than fourteen days, per a reported protocol. Industry sources describe a certificate protocol dated 28 December 2024 applying at least fourteen days broadly. We cannot match that wording to what DVS publishes.

Seven days and fourteen days are both defensible answers today. Only one of them will be on your release paperwork.

The rabies clause that actually decides your file

Quick answer

Clause 3.2 asks the exporting government to certify that no rabies case was reported in that country for six months before the certificate date. Cambodia has endemic canine rabies. That sentence, not your dog’s health, is where these files stall.

Most guides list the documents and stop. Few read the certificate wording, where this route differs from the easy ones.

Rabies in Cambodia is not theoretical. Institut Pasteur du Cambodge, which runs the country’s prevention centres, describes roughly 800 rabies deaths a year in Cambodia and calls it a public health emergency. A blanket country-level statement of freedom is not something an officer there can honestly sign.

In practice the two authorities resolve it, usually by certifying at the level the exporting authority can attest to. What it never survives is being found at the end.

  • Raise the clause first, not last. Ask MAQIS how clause 3.2 should be worded for a Cambodian consignment before any medical work begins.
  • Get the answer in writing. A verbal position is worth nothing when a different officer reviews the file.
  • Give the Cambodian authority the exact text. Officers sign what they are asked to sign, so handing over Malaysia’s wording early avoids a redraft.

Does Malaysia want a rabies titre test from Cambodia?

Quick answer

The published non-scheduled regulation does not require a rabies antibody titre test for entry into Malaysia. It asks for an approved rabies vaccination before export. Many owners run one anyway, and on this route that is often the right call.

This surprises anyone who has moved a pet to Japan or China, where the titre test drives the timeline. Malaysia’s text asks for vaccination, not serology.

Three reasons to run one anyway:

  • Your onward country may demand it. If Malaysia is a posting rather than a permanent move, the next border almost certainly wants serology, as on a China pet import with its titer test requirement.
  • It answers the risk question with evidence. Where a file carries a country-level rabies question, a passing result on the animal is useful to hold.
  • The lab is local. No shipping blood abroad, the usual reason serology blows out a timeline.

The virology unit at Institut Pasteur du Cambodge runs FAVN rabies serology for pets at USD 150, with a maximum turnaround of four to six weeks, and treats 0.5 IU/ml as an adequate response. Malaysia’s own vaccination rules sit in rabies vaccination rules for pets entering Malaysia.

Your departure airport has moved

Quick answer

Cambodia opened Techo International Airport, code KTI, south of Phnom Penh in September 2025, and it has replaced the old Phnom Penh International as the capital’s main gateway. Any guide still routing pets through PNH is stale.

This matters more for animals than people. A pet leaves as live cargo: a specific terminal, a specific acceptance window, a specific set of handling staff. When the terminal changes, all three change with it.

  • Confirm the airport code on the air waybill. Not the passenger ticket, which may be issued separately.
  • Re-confirm cargo acceptance times. Cut-offs at a new terminal are rarely the ones circulating online.
  • Check the aircraft type is still pet-approved. Equipment changes follow airport moves, and not every hold is suitable.

Who issues what on a Cambodian file

Quick answer

Four parties produce paper here: your Phnom Penh vet, Cambodia’s Ministry of Agriculture, Forestry and Fisheries, a MAQIS-registered agent, and the airline. Nothing you sign yourself carries weight, so the order is fixed.

What the Cambodian certificate has to say

Malaysia’s non-scheduled regulation asks the exporting government’s certificate to carry seven statements. Two are about the country rather than the animal, and those need agreeing before a vet writes anything.

Owners picture a health certificate as a vet confirming the pet is well. Malaysia’s version is broader, and worth reading beforehand.

  • Examined and healthy before export. Free of clinical rabies and contagious disease at certification.
  • No rabies reported in the country for six months. The country-level statement to settle first.
  • Not itself imported in the past six months. A recently imported animal cannot be re-exported straight on.
  • Vaccinated against rabies with an approved product. Before export, batch and date recorded.
  • Core vaccines within twelve months. As recommended for the species.
  • Vaccination and health history up to date. The record has to be coherent, not just present.
  • Re-examined within seven days of export. No clinical signs on the day of shipment either.

Breeds Malaysia bans and restricts

Quick answer

The regulation bans seven breeds outright and restricts six more. Restricted is not banned, but it needs written approval from the MAQIS Director General before the permit application, and that takes weeks.

Cambodia has a large mixed-breed street population and many expat pets are rescues, so this section matters more than usual. A dog with no papers can still be read as a restricted type on arrival.

Cambodian owners do not start from a bad position. The flight is short, a competent lab sits in Phnom Penh, and Malaysia publishes its rules.
