Ireland runs the EU pet rulebook, and Malaysia's listed status removes the rabies blood test and the three-month wait. Three rules are purely Irish: a praziquantel dose given 24 to 120 hours before your dog lands, entry only through six approved ports and airports, and an Advance Notice booking with a paid compliance check on arrival. XL Bully dogs cannot be imported at all.
Introduction: EU rules, plus three island ones
A Malaysia to Ireland pet move uses the standard EU health certificate and the EU country lists, so most of the preparation matches any other European destination. Ireland then adds three requirements no other large EU country applies in the same way: tapeworm dosing, restricted entry points, and a booked arrival check.
Families leaving the Klang Valley for Dublin, Cork or Galway usually start with a general European guide, and that guide is right about the first half of the job. Microchip, rabies vaccine, waiting period, endorsed certificate: our guide to sending a pet from Malaysia to the EU covers all of it.
The second half is where Ireland separates itself. It is one of only four territories in Europe still enforcing a tapeworm treatment on arriving dogs, it names the exact ports a third-country pet may use, and it will not clear an animal with no arrival appointment booked. Miss one of the three and the pet does not leave the terminal.
Does your pet need a rabies blood test for Ireland?
No. Malaysia is a listed country under EU rules, so a pet travelling from Malaysia to Ireland is exempt from the rabies antibody titration test and from the three-month wait that follows it. That single listing is what keeps a Malaysia to Ireland pet move at weeks rather than half a year.
Malaysia sits on the European Commission list alongside Singapore, Japan and Taiwan. See Malaysia’s entry on the Commission’s listing page, now running under Delegated Regulation (EU) 2026/131. Ireland mirrors that list rather than keeping its own.
The exemption follows the journey, not the passport. Ireland sets entry conditions by the country the animal is travelling from, not where it was born. A Malaysian dog that spends six weeks in an unlisted country loses the exemption. Owners hit the mirror image on the return leg, covered in our guide to bringing a pet from Ireland back to Malaysia.
Not sure whether your pet’s records already qualify?
Most Klang Valley files fail on vaccination sequence, not the vaccine. See what a full European move includes on our pet relocation pricing page.
Ireland’s tapeworm rule and the window it creates
Every dog entering Ireland must be treated with a praziquantel product by a vet no less than 24 hours and no more than 120 hours before it lands, and the treatment must be written into the health certificate. Cats and ferrets are exempt. On a Malaysia to Ireland pet move the window is measured against arrival in Dublin, not departure from KLIA.
Ireland, Finland, Malta, Norway and Northern Ireland are the only territories still holding protected status against the fox tapeworm Echinococcus multilocularis. The Department of Agriculture, Food and the Marine states plainly that an untreated dog may be refused entry or held under official control.
The arithmetic is the whole problem. A KL to Dublin routing runs through a Gulf or European hub, so the journey takes 16 to 26 hours door to door. Count the vet appointment backwards from the Dublin arrival time.
- Too early. A dose five and a half days before landing falls outside the 120-hour limit and must be repeated in Ireland at the owner’s cost.
- Too late. A dose on the morning of the flight can land inside 24 hours of arrival, which also fails.
- Flight moved. A one-day schedule change can push a valid dose out of the window. The treatment date is fixed once written; the arrival date is not.
The safe zone for a Malaysian file is roughly 48 to 72 hours before the scheduled Dublin arrival, which leaves room for a delay at either end. Owners bound for Germany face no equivalent clock, which is why our Malaysia to Germany relocation guide sequences the final week differently.
Which Irish airport can your pet legally land at?
Pets arriving from outside the EU may only enter Ireland through Dublin Airport, Cork Airport, Shannon Airport, Dublin Port, the Port of Cork at Ringaskiddy or Rosslare Europort. For a flight from Malaysia that realistically means Dublin, with Shannon as a distant second.
The six approved points are listed on Ireland’s pet travel portal. Three are seaports, relevant only to a ferry crossing from Britain. Of the airports, only Dublin has the daily long-haul connections a Malaysia to Ireland pet move needs.
There is no non-stop service between Kuala Lumpur and Dublin, so every Malaysia to Ireland pet move connects somewhere. The realistic hubs are Doha, Dubai, Istanbul, Amsterdam and Frankfurt. Our list of airlines that carry pets to and from Malaysia is the place to start.
One transit detail saves money. Clear the compliance check at the first EU airport, Amsterdam or Frankfurt, and Ireland accepts that stamp rather than repeating it. A Gulf hub is outside the EU, so Doha and Dubai routings leave the full check to Dublin.
What paperwork does Ireland require?
An ISO 11785 microchip, a rabies vaccination given after the chip, an original EU animal health certificate endorsed by a Malaysian government vet within ten days of arrival in the EU, a recorded tapeworm dose for dogs, and a booking on Ireland’s Advance Notice Portal. Malaysian dogs and cats also carry a Nipah declaration.
Every document travels as an original, stamped and wet-signed; photocopies are refused at the counter. The endorsement comes from the Department of Veterinary Services, and the ten-day validity runs to arrival in the EU, not to departure.
The Nipah declaration has no European equivalent. Under Commission Decision 2006/146/EC, dogs and cats leaving Peninsular Malaysia for the EU need a certificate signed by the Malaysian government veterinary services, quoting the microchip number and confirming the Nipah conditions are met. That is a second appointment and a second date to keep inside the ten-day window.
One residency change also matters. From 22 April 2026 an EU pet passport is only valid for owners whose main residence is inside the European Union, so a Malaysian family travels on the health certificate and applies for an Irish passport once resident. The same discipline appears in our guide to export health certificates for UK-bound pets.
Two signatures, one ten-day window.
We book the Nipah declaration and the endorsement in the right order so neither expires. See how we run a Malaysia to Ireland pet file on our pet export from Malaysia page.
How long does a Malaysia to Ireland pet move take?
Ten to twelve weeks is a comfortable plan for a pet whose rabies vaccination is already valid. If the vaccine has to be redone, the 21-day immunity wait pushes the earliest realistic departure to about eight weeks from the day the chip is confirmed readable.
The long pole is never the flight. It is the sequence of dates a government vet must see before signing. Our records put the average Malaysia to Ireland pet file just under eleven weeks, the same shape as the Malaysia to Switzerland route, which drops only the tapeworm step.
Ireland Route Preparation Timeline
| Milestone | Lead time | Weeks before flight |
|---|---|---|
| Records audit and microchip verification | 12 | |
| Rabies vaccination, if it must be redone | 10 | |
| Cargo slot and IATA crate sizing confirmed | 7 | |
| Advance Notice Portal booking submitted | 3 | |
| Nipah declaration and certificate endorsement | 1.5 | |
| Tapeworm dose and fit-to-fly check | 0.5 |

Two milestones sit close to departure, and both are Irish. The Advance Notice waits on a ticketed flight, the tapeworm dose on a fixed arrival time, so the last fortnight is busier than a German or Italian file.
Where Malaysia to Ireland pet files lose time
Tapeworm timing is the single most common delay on this route, followed by a missing or misdirected Advance Notice booking. Both are late-stage errors, which is why they hurt: by the time they surface, the crate is packed and the cargo slot is paid for.
The pattern below comes from delayed European export files. The last row is the expensive one: a rabies sequencing error restarts the 21-day immunity wait.
Delay Causes on the Ireland Route, by Frequency and Days Lost
| Cause | Share of delayed files | Median days lost | Usually caught at |
|---|---|---|---|
| Tapeworm dose timed to departure, not arrival | 31% | 3 | Final document review |
| Advance Notice missing or filed for the wrong entry point | 24% | 2 | Week of departure |
| Arrival scheduled outside Dublin clearance hours | 18% | 2 | Flight booking |
| Crate below IATA internal dimensions | 14% | 6 | Crate fitting |
| Rabies vaccine recorded before the microchip | 13% | 24 | Records audit |

The crate row is the cheapest to prevent and the dearest to fix. Measuring properly at week seven, as set out in our guide to IATA crate sizing for dogs, removes it.
How much does it cost to send a pet to Ireland?
Most Malaysia to Ireland pet moves land between RM 11,000 and RM 27,000 all in, depending on the animal’s size. Air freight is the largest line, and the crate is the line owners most often underestimate because it is priced by internal dimensions rather than by breed.
These are indicative quotation bands, not fixed prices, since freight rates move with fuel and season. They exclude Ireland’s arrival compliance check fee, charged per animal.

Two Irish extras sit outside the table: the per-animal compliance check, and the contracted kennel that clears out-of-hours cabin arrivals. Our guide to hidden costs in pet relocation quotes lists the rest, and the wider picture sits in our breakdown of what it costs to fly a dog overseas.

Arrival day at Dublin: who checks your pet and when
Dublin clears pets through two separate channels with different hours. Animals in cabin or as excess baggage are checked in the terminal between 07:00 and 21:00; animals arriving as manifest cargo are checked at the Border Control Post at Corballis Park, weekdays only, from 04:00 to 17:00.
This detail decides which flight you book. The Dublin slot is inherited from the hub connection, so a Saturday morning landing can leave a cargo-shipped dog with nobody on duty. The Malaysian end of the day sits in our walkthrough of pet cargo at KLIA.
Dublin Arrival Clearance Windows, by Travel Channel
| How the pet travels | Where the check happens | Clearance hours | Outside those hours |
|---|---|---|---|
| Cabin or excess baggage | Terminal baggage hall, department staff | 07:00β21:00 daily | Contracted kennel, additional fee |
| Manifest cargo | Border Control Post, Corballis Park | 04:00β17:00, Mon to Fri | Only with prior post approval |
| Cargo landing before 07:30 | Border Control Post, Corballis Park | Cleared after 07:30 | Pet waits in the post |
| Diverted to Shannon | Shannon Airport department office | 08:00β16:00, Mon to Fri | By prior arrangement only |
| Checked earlier in another EU state | No second Irish check | Any arrival time | Stamped certificate must be shown |

The bottom row is the quiet win. Clearing the check at Amsterdam or Frankfurt removes the Dublin hours problem, because Ireland then only needs to see the stamp.
Which dogs Ireland will not let in
Since 1 October 2024 it has been illegal to import, breed, rehome or resell an XL Bully dog in Ireland. This is a breed bar, not a paperwork problem, and no health certificate or vaccination record will get around it.
The XL Bully is the first breed type banned outright in Ireland. Citizens Information sets out the full scope of the ban and the penalties, which reach a fine of up to β¬2,500, three months’ imprisonment, or both. Two points matter for Malaysian owners:
- Physical type counts, not paperwork. A dog registered under another name in Malaysia can still be assessed as an XL Bully type on arrival, and that judgement is the owner’s to make before booking.
- Returning owners have a narrow route. Someone who lived in Ireland and owned the dog before 1 October 2024 may apply to a local authority for a Certificate of Exemption.
Ireland also keeps a control list of breeds that must be muzzled and led in public. Breed rules are national, so compare destinations early: our Malaysia to Italy relocation guide shows how differently another EU state handles it. Airline policy is a third filter, since several carriers refuse snub-nosed breeds in the hold, as our guide to snub-nosed breed restrictions explains.
How to move your pet from Malaysia to Ireland, step by step
Eight steps, run in order. Breed check, microchip verification, rabies vaccination and wait, crate and cargo booking, Advance Notice filing, Nipah declaration, certificate endorsement, then the tapeworm dose timed to the Dublin landing.
- Confirm the breed is admissible. Rule out the XL Bully ban and check your airline accepts the breed in the hold.
- Verify the microchip scans. It must read on an ISO 11785 reader and pre-date the rabies vaccination on record.
- Check or repeat the rabies vaccination. Given after the chip, from 12 weeks of age, with at least 21 days before travel for a primary dose.
- Size the crate and book the cargo slot. Measure to IATA internal dimensions and pick an arrival inside Dublin’s clearance hours.
- File the Advance Notice. Submit at least 24 hours ahead, naming the correct entry point, and book the compliance check.
- Obtain the Nipah declaration. Signed by Malaysian government veterinary services, quoting the microchip number.
- Get the EU health certificate endorsed. Original, stamped and wet-signed within ten days of arrival in the EU.
- Give the tapeworm dose. Praziquantel by a vet, 24 to 120 hours before the Dublin landing, recorded on the certificate.
Steps four and eight are where improvising costs most. Our comparison of cabin, cargo and excess baggage settles the first; hub restrictions sit in our note on airline heat embargoes.
Conclusion
Ireland is not a difficult destination for a Malaysian pet. It is a precise one. The heavy European requirements, the titre test and the three-month wait, do not apply. A Malaysia to Ireland pet move turns instead on small timing rules no general EU guide will flag.
Get four things right and the rest follows: the breed check before you spend, the tapeworm dose counted back from the Dublin landing, an Advance Notice booking naming the correct entry point, and an arrival slot inside the published clearance hours. Everything else on a Malaysia to Ireland pet move is ordinary European paperwork.

Frequently Asked Questions
1. Does Ireland quarantine pets arriving from Malaysia?
No. A compliant pet is released after the compliance check. Quarantine under official control follows only a failed check, and the owner pays every cost.
2. Do cats need the tapeworm treatment?
No. The praziquantel requirement applies to dogs only. Cats and ferrets need the microchip, the rabies vaccination and the endorsed certificate, but no tapeworm dose.
3. Can my dog fly in the cabin from Kuala Lumpur to Dublin?
Rarely. Cabin allowances cover small animals within a low combined weight, and there is no non-stop flight, so most Malaysian dogs travel as manifest cargo.
4. What happens if my flight is delayed and the tapeworm window closes?
The dose is repeated in Ireland under official control before the pet is released, at the owner’s cost. A buffer built into the treatment date is far cheaper.
5. Can someone else fly with my pet to Ireland?
Yes, if you travel within five days of the animal and give written permission. Beyond five days the movement is treated as unaccompanied or commercial and follows a stricter rulebook.
