Malaysia to Cambodia Pet Export: What You Need

Cambodia asks for no rabies titre and no kennel quarantine, but the certificate it has negotiated is not a rabies-only document. It names five vaccines for dogs and four for cats, and the pet cannot fly until 14 days (dogs) or 21 days (cats) after that course is complete. Plan a Malaysia to Cambodia pet export around the last vaccine, not the flight.

Introduction: the 30-day rabies rule everyone quotes is not Cambodia’s rule

Quick answer

Most online guides say a pet needs a rabies shot 30 days before entering Cambodia. The certificate Cambodia actually negotiates with exporting countries says something different: a full core vaccination course, then 14 days for a dog or 21 days for a cat. That distinction changes your whole calendar.

Owners planning a move to Phnom Penh or Siem Reap read the same summary everywhere. Microchip, rabies, health certificate, permit, no quarantine. It sounds like a fortnight of admin.

The trouble starts when the vet asks which vaccines the certificate names, and the answer is five for a dog and four for a cat. A pet that is only current on rabies is not ready, and the shortfall usually surfaces two weeks before departure.

My Pet Mover works this route backwards from the last vaccine in the course, which is the opposite of how a rabies-led pet export from Malaysia is usually planned.

What Cambodia actually certifies on a Malaysian dog or cat

Quick answer

Cambodia accepts a zoosanitary certificate signed by an official government veterinarian of the exporting country. It certifies a named vaccination course, a clinical inspection, and fitness to travel. It carries no rabies serology field and no quarantine clause at all.

The clearest public view of that document is the version New Zealand’s Ministry for Primary Industries publishes for dogs and cats to Cambodia, built directly on an import permit issued by Cambodia’s veterinary authority. Malaysia’s certificate is issued on the same template logic, and it asks for four things.

  • A named vaccination course, completed within a set window. Not a single rabies line, but the full core schedule for the species.
  • A clinical inspection. The animal must be found free from evidence of infectious or contagious disease.
  • A fitness-to-travel declaration. Signed by the same official veterinarian, on the same certificate.
  • Identification by microchip. The animal identification block carries a microchip number, so the chip has to be read and recorded before the certificate is signed.

Every page must be signed, dated and stamped by the official veterinarian, including any laboratory reports attached to it. A missing stamp on page two is a rejection, not a formality. Owners used to the pattern of a UK-style export health certificate will recognise the discipline, though the content here is far shorter.

Cambodia’s vaccination clock, species by species

Quick answer

A dog may be exported to Cambodia at least 14 days after its core course is complete; a cat at least 21 days. In both cases the vaccinations must be no more than one year old on the day of export. There is no rabies antibody titre requirement at any point.

What Cambodia’s Zoosanitary Certificate Requires, by Species

Vaccination, inspection and identification requirements named on the Cambodia-agreed zoosanitary certificate for dogs and cats, grouped by species.
Requirement What the certificate states Effect on your calendar
Dogs
Vaccines named Rabies, canine distemper, infectious canine hepatitis, canine parvovirus, leptospirosis Five diseases, not one
Earliest export At least 14 days after the course Two-week floor
Vaccination age ceiling Not more than one year before export Booster may be due
Cats
Vaccines named Rabies, panleucopenia, rhinotracheitis, calicivirus Four diseases
Earliest export At least 21 days after the course Three-week floor
Vaccination age ceiling Not more than one year before export Booster may be due
Both species
Clinical inspection Free from evidence of infectious or contagious disease Vet visit near departure
Rabies antibody titre No serology field appears on the certificate Removes months of wait
Identification Microchip number recorded in the identification block Chip before certification

Compiled from the Cambodia-agreed zoosanitary certificate published by New Zealand’s Ministry for Primary Industries and My Pet Mover’s file handling, current at August 2026.

Two lines in that table do the damage. A cat that needs a booster is 21 days away from being exportable on the day the booster goes in, and a puppy still finishing its primary course is further out again. Both waiting periods come straight from the clauses Cambodia negotiated into the certificate. Malaysian owners tracking the reverse direction will know the pattern from our guide to rabies vaccination rules for pets entering Malaysia, where the counting is stricter still.

The permit that sometimes arrives as a letter instead

Quick answer

Cambodia’s import authorisation comes from the General Directorate of Animal Health and Production under the Ministry of Agriculture, Forestry and Fisheries. It usually arrives as a numbered import permit, but in some cases the directorate issues a letter of permission with no permit number at all.

That quirk is documented rather than anecdotal, and it catches out anyone filling in a certificate template. New Zealand’s veterinary authority notes that where a letter of permission is issued instead of a permit, the permit-number field on the export certificate is simply marked as not applicable.

Malaysian owners hit the same wall from the other side. The airline booking form wants a permit number, the state veterinary office wants a permit number, and the document in hand is a letter on directorate paper. It is valid. It just does not look like what the form expects. The mirror-image frustration on inbound moves is covered in our guide to why a Malaysian import permit cannot be filed alone.

A letter of permission is authorisation. Treat it as one and attach it to the air waybill exactly as you would a numbered permit.

Applications go to the General Directorate of Animal Health and Production in Phnom Penh, either directly or through a Cambodian agent, and the directorate expects notice before arrival so any inspection can be arranged. Lodging early is free; lodging late is not.

The Malaysian side: DVS, ePermit and a seven-day certificate

Quick answer

Malaysia’s Department of Veterinary Services issues the export permit through ePermit and the state office signs the health certificate. The tightest deadline on this whole route is Malaysian, not Cambodian: the health certificate is treated as valid for only seven days.

The DVS import and export unit runs permit applications through the ePermit system with a stated processing window of three to five working days, and MAQIS is the escalation point when an application stalls.

The seven-day figure comes from the handling side. MASkargo states that a veterinary health certificate for any pet entering or leaving Malaysia is only valid for seven days. That is far shorter than the certificate windows on most export routes, and it is why the vet visit belongs in the final week rather than the first.

Three offices touch the file, and they run best in parallel:

  1. The state DVS office signs the health certificate. Book the slot around the flight date, not before it is confirmed.
  2. ePermit carries the export permit application. Three to five working days, so lodge it while you wait out the vaccination gap.
  3. MAQIS resolves permit problems. Useful only if you leave enough runway to use it.

The sequencing logic here mirrors the rest of the pet export process out of Malaysia, and the parallel-track habit is what keeps a Malaysia to Cambodia pet export inside six weeks.

Where the weeks go on a Malaysia to Cambodia move

Quick answer

A realistic Malaysia to Cambodia pet export runs five to seven weeks for a pet already current on its vaccinations. The longest single block is the 21-day post-vaccination wait for cats. Permit, certificate and booking all fit inside it.

Calendar Days Per Stage, Malaysia to Cambodia

Calendar days each stage of a Malaysia to Cambodia pet export typically occupies, and whether the stage blocks other work from running alongside it.
Stage Calendar days Days Blocks other work?
Cat: course complete to earliest export
21 Yes, everything runs inside it
Dog: course complete to earliest export
14 Yes, everything runs inside it
Crate order and airline booking
14 No, start on day one
Cambodian authorisation request to reply
10 No, runs inside the wait
Health certificate issue to departure
7 Yes, it is a ceiling not a wait
DVS ePermit application to issue
5 No, runs inside the wait
Arrival inspection and release
1 No, same working day

Modelled from the Cambodia-agreed certificate windows, published Malaysian DVS processing times, MASkargo handling rules and My Pet Mover’s file handling. Bars scaled to the longest stage.

Read the top bar and the fifth bar together. One is a floor you wait out, the other a ceiling you must not cross, and the space between them is where the crate and the booking have to live. Ordering the wrong size crate is the classic way to lose a fortnight, which is why measuring your dog correctly for an IATA crate belongs on day one.

Every document, its issuer, and how long it stays valid

Quick answer

Six documents travel with the pet, issued by four different parties. Only one of them expires quickly, and mixing up which one costs owners more time than any Cambodian rule does.

The Cambodia Export File: Issuer, Shelf Life and Checkpoint

Each document required for a pet export from Malaysia to Cambodia, who issues it, how long it stays valid, and where it is checked.
Document Issued by How long it lasts Checked at
Import permit or letter of permission Cambodian veterinary directorate Per consignment Arrival checkpoint
Zoosanitary health certificate State DVS office, Malaysia Seven days from issue Both ends
Export permit (ePermit) DVS Malaysia Per consignment KLIA export clearance
Vaccination record book Attending veterinarian Course must be under one year old Certification and arrival
Microchip implantation record Attending veterinarian Permanent Certification and arrival
Live-animal booking and crate declaration Airline cargo terminal Per flight KLIA acceptance

Aggregated from the Cambodia-agreed zoosanitary certificate, Malaysian DVS export procedure, MASkargo handling rules and My Pet Mover’s file handling, current at August 2026.

One row is short-lived and five are not. Everything except the health certificate can be settled weeks ahead, and the same document set travels almost unchanged to the neighbouring market covered in our Malaysia to Laos pet export guide.

The airline embargo list rules out more pets than Cambodia does

Quick answer

Cambodia publishes no breed ban for imported pets. The refusals on this route come from the carrier. MASkargo operates a published snub-nosed embargo covering breeds most owners assume are safe, including the Chihuahua and the Cavalier King Charles Spaniel.

The MASkargo embargo list is longer than the usual bulldog-and-pug shortlist, and the surprises matter more than the obvious entries.

  • Small breeds people never expect. Chihuahua, Shih Tzu, Lhasa Apso, Pekingese, Japanese Chin, Brussels Griffon, Affenpinscher and Cavalier King Charles Spaniel all appear on the snub-nosed embargo.
  • All bulldog, pug, boxer and mastiff variants. Listed by family rather than by individual breed, so crossbreeds get read strictly.
  • Guardian and strong-jawed types. Pit Bull, Presa Canario, Cane Corso and Chow Chow sit on the same embargo.
  • The reason given is physiological, not behavioural. The carrier cites raised risk of heat stroke, breathing difficulty and travel stress in the hold.

None of this comes from Phnom Penh. A Shih Tzu is legally welcome in Cambodia and still cannot board the obvious flight out of KLIA, which is a very different problem from a paperwork gap. Owners in that position need a different carrier or a specialist arrangement, and our guide to flying snub-nosed breeds and the airline restrictions involved sets out the realistic options. If you are still weighing travel modes, the trade-offs are laid out in our breakdown of cabin versus cargo pet travel.

Arrival in Phnom Penh: inspection, not quarantine

Quick answer

Cambodia relies on documentation and sanitary inspection rather than routine quarantine for healthy companion animals. A complete file is normally checked before customs clearance and the pet is released the same day.

Since Techo International Airport opened on 9 September 2025, Phnom Penh’s main international gateway has changed, and guides written before that date still name the old airport. Confirm the arrival airport on the booking rather than assuming it.

Cambodian press describes the practical experience plainly: veterinary documentation may be checked before customs clearance, and the country relies on inspection rather than systematic quarantine for compliant animals. Two habits make the desk go quickly.

  • Carry originals, sorted in the order the certificate is read. Identification first, then source and destination, then the veterinary declarations.
  • Notify the directorate before arrival. Advance notice is what lets an inspection be arranged rather than improvised.

The departure end is the busier half of the day. Our walkthrough of pet cargo at KLIA on flight day covers the drop-off, the handover and the timings in order.

How Cambodia compares with Malaysia’s other export routes

Quick answer

Cambodia sits in the middle of Malaysia’s export routes. It is far lighter than Europe, slightly heavier than Vietnam because it needs advance authorisation, and unusual in that a vaccination course rather than a single shot sets the earliest departure date.

What Sets the Earliest Departure Date, Four Destinations Compared

The binding constraint that sets the earliest departure date, the arrival handling, and realistic lead time across four destinations commonly served on pet exports from Malaysia.
Destination What sets the earliest departure Arrival handling Realistic lead time
Cambodia Full core vaccination course, then 14 or 21 days Inspection, no routine quarantine 5–7 weeks
Vietnam Rabies vaccination, then 30 days Inspection, no routine quarantine 5–6 weeks
Philippines Import permit issued before departure Inspection on complete documents 6–8 weeks
Germany Rabies titre, then a three-month wait Document check on compliance 5–6 months

Aggregated from each destination’s published import conditions and My Pet Mover’s file handling, current at August 2026. The binding version is always the one printed on your own permit or certificate.

Side by side, the pattern is clear. Cambodia removes the laboratory step that dominates European moves but keeps an advance authorisation step that Vietnam has dropped.

Then read the Malaysia to Germany rules and timeline for the titre-led contrast.

Conclusion: build the plan backwards from the last vaccine

Quick answer

Plan a Malaysia to Cambodia pet export in this order: check the breed against the carrier embargo, audit the vaccination book against the certificate list, request the Cambodian authorisation, book the flight, then sign the health certificate in the final week.

Most owners start at the vet and discover the vaccine gap too late to absorb it. Starting at the record book instead tells you within an hour whether you are five weeks out or ten, because a missing leptospirosis line or an expired feline booster is what actually moves the date.

The rest is sequencing. The permit request, the crate order and the airline booking all fit inside the vaccination wait, and only the certificate has to be timed to the flight. Owners who want a sense of the wider budget will find the ranges in our guide to what it costs to fly a dog overseas.

Frequently Asked Questions

1. Does Cambodia require a rabies titre test for pets from Malaysia?

No. The Cambodia-agreed zoosanitary certificate carries no serology field, so no rabies antibody titre is needed. That absence is what keeps this route to weeks rather than months.

2. How long after vaccination can my pet fly to Cambodia?

At least 14 days after the core course is complete for a dog, and at least 21 days for a cat. In both cases the vaccinations must be no more than one year old on the day of export.

3. Which vaccines does Cambodia’s certificate name?

For dogs: rabies, canine distemper, infectious canine hepatitis, canine parvovirus and leptospirosis. For cats: rabies, panleucopenia, rhinotracheitis and calicivirus. A rabies shot alone is not enough.

4. Is there quarantine for pets arriving in Cambodia?

Not routinely. Cambodia relies on veterinary documentation and sanitary inspection rather than systematic quarantine for healthy companion animals that meet the import requirements.

5. How long does a Malaysia to Cambodia pet export take?

Five to seven weeks is realistic for a pet already current on its vaccinations. The binding stage is the post-vaccination wait, and the Cambodian authorisation, the Malaysian export permit and the airline booking all fit inside it.
