The primary source is Malaysia’s own notification to the WTO’s Committee on Import Licensing, which describes how animal import permits are administered. How long MAQIS permit valid windows run, and what moves them
Two variables are named in the notification, and both are worth understanding before you assume a number.
- Mode of transportation. A consignment arriving by air on a scheduled flight is a different risk and timing proposition to one crossing a land border, and the permitted window reflects that. - Region. Peninsular Malaysia and Labuan sit under MAQIS. Sabah and Sarawak issue their own animal import permits through their own state departments, so a move into Kota Kinabalu is not administered by the same office as a move into Kuala Lumpur.
The practical consequence is simple. Do not plan against a remembered figure. Read the expiry date printed on the permit you were actually issued, because that document is the only authority on your own window.

Why you cannot renew MAQIS import permit approvals
There is no renewal mechanism. Malaysia’s notified procedure states the validity period cannot be extended. What people call renewal is in fact a fresh application, assessed on the animal’s status at the time it is lodged rather than on the expired approval.
This distinction sounds pedantic until it costs you a month. An expired permit is simply gone. A new application is a new assessment, and it is assessed against whatever the file looks like on the day you resubmit. If a vaccination has lapsed in the meantime, or a quarantine booking has been released, those problems come with you into the new application.
Nothing about the first approval carries forward. The second application inherits the file’s problems, not its permissions.
The approval chain behind the permit also has to run again. The Department of Veterinary Services assesses the import, and MAQIS issues the permit on the strength of that approval. Four windows run on one inbound file, and the permit is usually the most generous of them. The veterinary health certificate allows only seven days between issue and export, which makes it the binding constraint on almost every move we plan.
Owners fixate on the permit because it has a name and a fee. The document that actually decides your departure date is the health certificate, and its window is a fraction of the permit’s.
MAQIS states the condition plainly in its published guidance for importing pets. The consignment must carry a veterinary health certificate issued by the exporting country’s veterinary authority, and export must take place within seven days of the date that certificate was issued. The quarantine booking deserves a note of its own. MAQIS guidance requires the slot to be reserved fourteen days before the intended import date. The booking then has a tail of up to five working days past that date, and its number is a condition of permit approval where quarantine applies. The real cost sits outside the permit. A resubmission takes the file back through veterinary approval. If the quarantine booking behind it has been released, the new arrival date depends on when the station next has space rather than on how quickly you can refile.

Where permits actually run out of time
Permits rarely expire because the window was short. They expire because the application was lodged too early, before the flight was confirmed, and then the departure moved. Lodging ahead of a firm booking is the single most common cause we see.

Timing the application: how late is late enough
The permit must exist before the animal leaves the exporting country, and Malaysia’s notified procedure says the application should be made before departure so the declared information can be checked. Within that constraint, later is safer, provided the quarantine booking has already been made.
There is a natural tension here. The quarantine slot has to be reserved fourteen days ahead and its number feeds the permit application, so the booking cannot wait. The permit itself can, and should.

- Confirm eligibility and the route. Breed, age, microchip and the country of export, because these decide whether the move is possible at all.
- Reserve the quarantine slot. Fourteen days before the intended import date where quarantine applies, and hold the booking number for the permit application.
- Confirm live-animal space on a specific flight. Not a target week. A booked flight with a date.
- Lodge the permit application. Through the ePermit system, once the departure date is firm, so the window covers the flight rather than the planning.
- Obtain the health certificate last. Inside its seven-day window, with the permit already in hand.

One permit, one animal: what the window does not stretch to
Validity attaches to a permit, and a permit attaches to one named animal. A household moving two cats and a dog holds three permits with three expiry dates, and nothing prevents them from being issued on different days.
This catches multi-pet families more often than it should. The fee schedule is per animal, and so is the paperwork behind it.
Where it bites is when one animal’s file lags. A dog waiting on restricted-breed approval, or a cat whose vaccination record needs correcting, can end up with a permit issued weeks after its housemates. Everyone then travels on the shortest remaining window, or the family splits the move.
