It is a fair question with an awkward answer. The regulation is silent. The date is set instead by conditions that say nothing about age on their face, and everything about it in practice.

What the regulation says when you import a puppy or kitten to Malaysia

Read the published regulation end to end and no general age condition appears. Age is mentioned once, in the restricted dog breed clause, which requires those dogs to be not less than three months old at import. Everything else is written without reference to age.

This matters more than it sounds. A rule that is not in the text cannot be waived or argued about, and cannot be relied on either.

In the non-scheduled country regulation published by the Department of Veterinary Services, a young animal meets the same conditions as an adult:

Read the right-hand column and the answer emerges. The eight-week rule is real but rarely the constraint, because the rabies clause bites four weeks later.

The last row catches people out. A certificate signed a fortnight before departure is worthless, however early the rest of the file was assembled.

The border sets no age. The vaccine does.

Kitten import Malaysia rules: what changes, and what does not

Quick answer

Kitten import Malaysia rules are the puppy rules. One regulation covers both species, the rabies clause reads the same, and the twelve-week floor is the same. What differs is that a kitten never meets a breed schedule, so its file has one fewer gate at the front.

Owners often assume a kitten is easier. On timing it is not, because the rabies vaccine sits at the same point in a cat’s schedule as in a dog’s.

Two points are worth carrying into the vet conversation:

  • Core vaccine timing matches. The feline series runs from six to eight weeks in doses three to four weeks apart, with the final dose no sooner than sixteen weeks, mirroring the canine schedule.
  • Hybrid ancestry is the one exception. A recognised hybrid breed can attract a wildlife clearance no ordinary cat needs. Raise it early, not at the permit stage.

How old will the animal actually be on arrival?

Export age and arrival age are different numbers. From a scheduled country the animal goes home on landing. From a non-scheduled country it is detained for not less than seven days first, so it clears the airport a week older than it left.

Restricted-breed puppies: the one age clause that is written down

  2. Pedigree certificate. From an approved organisation in the country of export.
  3. Microchip on the pedigree. The ISO code written onto the certificate itself.
  4. Named responsible importer. The person answerable for the dog’s care.
  5. Premises inspection. Verifying kennel, compound size and control arrangements.
  6. Written declaration. That the dog is a personal pet, kept secured, and leashed and muzzled in public.

Moving a whole litter, and how young animals are crated

Young animals may share a crate where adults may not, under narrow conditions. Litter mates can travel together if they are no older than six months, no heavier than fourteen kilograms each, and no more than three to a container.

This is one of the few places where being young helps. Families relocating a pair of siblings can often ship them as one consignment rather than two.

The IATA guidance for travellers shipping pets adds a caution. Some national rules require individual crating unless the litter is over eight weeks and travelling with its mother. Confirm the position with the airline before buying a crate.

Adults are planned backwards from a flight. Young animals are planned forwards from a birthday, because the biology will not move and the flight will.
