Thailand shares a land border with Malaysia, which makes families assume the move is simple. It is the shortest route we handle and one of the least forgiving, because a short journey shortens neither the paperwork nor the quarantine.
Bangkok to Kuala Lumpur is a two-hour flight. Hat Yai to Penang is a morning’s drive. That closeness causes the trouble, because owners plan the journey and forget the file.

Is Thailand a scheduled country for Malaysia?
No. Thailand is non-scheduled. Malaysia’s Department of Veterinary Services refreshed its country lists in a notice dated 11 December 2025, and Thailand appears on neither scheduled list. Every Thailand to Malaysia pet import therefore runs under the non-scheduled regulation, with quarantine on arrival.
Malaysia sorts origins into two groups. Scheduled origins are treated as lower rabies risk. Everything else falls under the non-scheduled regulation and its quarantine clause.
The current list comes from the DVS notice of 11 December 2025. It names the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Singapore, Greece, Luxembourg, the Czech Republic, Malta, Slovenia, Estonia, Bahrain, Austria, Belgium, Germany, Portugal, Montenegro, Bulgaria and Lithuania.
Thailand is not on it, and geography does not soften the rule. A pet flown from Bangkok and a pet driven down from Hat Yai are treated identically. How long is quarantine coming from Thailand?
The published regulation says not less than seven days, extendable to six months on risk assessment. A December 2024 health certificate protocol is widely reported as raising that floor to fourteen. Both figures circulate, so confirm your number with MAQIS before booking.
This is the most contested number on the route, and it deserves an honest answer rather than a confident one.
- Seven days, per the standing regulation. The DVS non-scheduled countries regulation detains the animal for not less than seven days, releasing it if found free of infection.
- Fourteen days, per the December 2024 protocol. A revised health certificate protocol dated 28 December 2024 is widely reported as setting a floor of not less than fourteen days on arrival.
- Up to six months, on risk assessment. The same regulation allows extension case by case where the veterinary authority considers it necessary.

The rabies clause that decides every Thai file
Malaysia’s certificate asks the exporting authority to certify that no rabies case was reported in that country in the six months before signing. Rabies is endemic in Thailand, so this clause shapes the whole file and is worth raising with MAQIS early.
Clause 3.2 of the non-scheduled regulation is easy to skim past and hard to satisfy from a rabies-endemic origin. Thailand reports dog rabies across all regions and runs a national elimination programme precisely because the disease is still circulating.
This does not make the move impossible. Thai pets move to Malaysia. It means the quarantine clause does the work the clean-country declaration cannot, which is why the day count matters more here than on most routes. Three things follow:
- Ask MAQIS how the clause is applied to Thai certificates. The wording Thailand will sign and the wording Malaysia will accept must match before issue, not after.

- Expect the longer quarantine reading. Origin rabies status is exactly what a risk assessment weighs when deciding whether seven days is enough.
Can you drive your pet across the Thai border into Malaysia?
Land entry exists here in a way it does not on most routes. Malaysia’s regulation allows transport by aircraft or other means to a prescribed landing place, and Padang Besar on the Perlis border holds a dog and cat quarantine station.
Thailand is the only origin where a land crossing is a genuine option rather than a hopeful question, because the quarantine capacity sits at the border.

Who issues what: the Malaysian requirement mapped to the Thai side
Malaysia lists what it wants but not who produces it in Thailand. The Department of Livestock Development handles export through its Animal Quarantine Station; MAQIS issues the import permit through a registered agent. The table maps each requirement to its owner.

The expensive problems on this route are the early ones. A restricted breed approval or a missing quarantine slot costs weeks, while a rejected crate costs days. Ranking your preparation by days at risk beats ranking it by how likely each problem feels.

Breeds Malaysia bans, and breeds that need approval first
Seven breeds are banned from import outright and six are restricted. A restricted breed needs written approval from the Director General of MAQIS before the permit is applied for, and that approval includes an inspection of the home the dog will live in.
The lists apply to every origin and appear in the DVS procedure for importing dogs and cats.
- Banned from import. Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff, and Pit Bull Terrier including its American Pit Bull, American Staffordshire Terrier and Staffordshire Bull Terrier variants.
- Restricted, approval required. Bull Mastiff, Bull Terrier, Doberman, German Shepherd or Alsatian including Belgian and East European Shepherd, Perro de Presa Canario, and Rottweiler.
Restricted-breed conditions go well beyond a signature. The dog needs a pedigree certificate carrying the microchip code. The premises are inspected for kennel, compound size and control, and the importer declares that the dog stays in the compound and is muzzled in public.

The fixed deadlines and what missing each one costs
Four dates here are fixed by regulation rather than preference: the fourteen-day quarantine booking window, the seven-day pre-export examination, the thirty-day permit validity, and the booking’s own expiry. Each resets a different part of the file.

Rows one and three collide. The booking must exist before the permit is approved, and the permit then runs a thirty-day clock, so a slot too far out is as unhelpful as no slot. Flying from Bangkok, Phuket or Chiang Mai into KLIA
Suvarnabhumi is the practical departure point because the Animal Quarantine Station sits there and endorses the file before the animal flies. Phuket and Chiang Mai usually mean a domestic leg first, which spends part of the seven-day certificate window on the ground.
Two checks decide the flight, both before anyone buys a ticket. Not every service carries animals in the hold, so start with which airlines carry pets to and from Malaysia. Then read airline heat embargoes, a real constraint on a Bangkok departure in the hot season.
The regulation asks for transport direct to a prescribed landing place, which keeps the routing simple. Fly into the airport your permit names and skip the extra domestic hop where the schedule allows. Every added leg means another acceptance and another chance for the paperwork to be questioned.
What happens at the quarantine station on arrival day
The animal is not released to you at arrival. MAQIS checks the documents against the animal, the microchip is scanned, and the pet goes straight into the booked quarantine station for its detention period before any collection is arranged.
Owners often plan a reunion at the airport or the border and are surprised when it does not happen. Arrival day is a handover to the station, not a homecoming, whether the pet lands at KLIA or crosses at Padang Besar.
