Russia to Malaysia Pet Import: Routes & Permits

A Russia to Malaysia pet import is a routing problem before it is a paperwork problem. No airline currently flies Moscow to Kuala Lumpur non-stop, so your pet transits a third country and that country's live-animal rules stack on top of Malaysia's. Russia is non-scheduled, so quarantine applies on arrival. Settle the route and the rabies wording first.

Most origin countries give you one flight and one rulebook. Russia gives you neither. Without a non-stop service to Kuala Lumpur, the crate passes through a third country, and the transit hub you choose changes the airline, the paperwork and the cost more than any Malaysian form does.

Owners usually open this file at the Malaysian end, reading up on permits and quarantine. That half is well documented. The hard half is getting a live animal out of Russia and onto a flight Malaysia accepts.

Is Russia a scheduled country for Malaysia?

Quick answer

No. Russia does not appear on Malaysia’s scheduled list, including the refreshed list the Department of Veterinary Services issued on 11 December 2025. A Russia to Malaysia pet import runs under the non-scheduled regulation, which is the document carrying the arrival quarantine clause.

Malaysia sorts origin countries into two rulebooks by rabies risk. Which one applies changes the certificate wording, the arrival process and how long your pet stays away from you.

The non-scheduled countries regulation published by DVS carries a country-list notice dated 11 December 2025. Russia is not on it, and neither is any other country of the former Soviet Union.

How long is quarantine on arrival from Russia?

Quick answer

The published DVS regulation says not less than seven days, extendable to six months on risk assessment. A protocol reported from December 2024 is widely described as applying at least fourteen days. Budget for fourteen and ask MAQIS to confirm your case in writing.

Two figures circulate, and they come from different places. Being honest about both is more useful than picking one.

  • Seven days, from the published regulation. Clause 5 sets a compulsory period of not less than seven days. Early release depends on the animal showing no evidence of infection, and the period can be extended up to six months on a case-by-case risk assessment.
  • Fourteen days, from a reported December 2024 protocol. Widely repeated across the relocation industry, but not visible as a revised clause in the regulation DVS currently publishes.

The six-month rabies statement that decides your file

Quick answer

Clause 3.2 asks the exporting country’s government veterinarian to certify that no case of rabies has been reported in that country in the six months before the certificate date. Russia is not rabies-free. That one line, not the quarantine, is where Russian files stall.

This is the detail almost no Russia guide mentions, and it is the reason we ask MAQIS for a written position before anyone books a flight.

Rabies remains present in Russia, mainly in wildlife reservoirs such as foxes and raccoon dogs, with spillover into domestic animals. A blanket country-level statement of freedom is therefore not something a Russian state veterinarian can sign in the plain sense of the words.

In practice, files from rabies-present origins turn on the wording the exporting authority is willing to issue, read alongside the vaccination record. So get MAQIS to tell you in writing what they will accept from Russia before you commit to dates.

The vaccination side is more straightforward. Clause 3.4 requires vaccination against rabies with an approved vaccine prior to export, and clause 3.5 requires other core vaccines within twelve months. The published text sets no fixed interval, but the working standard applied to Malaysian files is a rabies dose at least thirty days before travel, on a microchip that was already implanted. The rabies antibody titre test is where sources disagree. The regulation DVS publishes asks for vaccination with an approved vaccine and says nothing about an antibody test. Several relocation sources describe a titre test taken three to twelve months before entry as a non-scheduled requirement. Ask MAQIS which position applies to your file, and remember that a transit country may want one regardless.

Clause 3.3 catches a smaller group but catches them hard. The certificate must state that the animal was not itself imported into the country in the six months before the certificate date. If you moved to Russia recently and brought the pet with you, that clock has to run out before you can move on.

Routes: how a pet gets from Moscow to KLIA

Quick answer

There is no non-stop Moscow to Kuala Lumpur service, so nearly every Russian pet file is a transit file. The hub you route through decides which carrier handles the animal, whose rules apply mid-journey, and how long the crate sits on the ground.

Malaysia has publicly courted a resumption of direct services. In May 2025 the Prime Minister invited Russian carriers including Aeroflot to resume direct flights to Malaysia. Until that happens on a schedule that accepts live animals, plan around a transit.

Two practical rules follow from that table. Keep the animal on one air waybill wherever a carrier will do it, and never assume a hub that carries pets in the cabin will also carry them as manifest cargo. What Russia issues before your pet leaves

Quick answer

A pet leaving Russia starts with Veterinary Certificate Form No. 1 from the state veterinary service. Rosselkhoznadzor’s veterinary control point at the departure airport exchanges it for the international certificate, Form No. 5a. Malaysia’s file needs the international version, not the domestic one.

The Russian side runs in a fixed order, and each step depends on the one before it:

  1. Microchip the animal first. An ISO 11784 and 11785 compliant chip, implanted and recorded before any rabies dose is given. Malaysia’s clause 2.2 requires the chip; the ordering requirement is covered in microchip rules for pets entering Malaysia.
  2. Vaccinate against rabies with an approved vaccine. Record the product, batch and date against the chip number, and leave at least thirty days before travel.
  3. Complete the clinical examination and parasite treatment. Internal and external parasite treatment close to departure, with everything written into the record the certifying vet will rely on.
  4. Obtain Veterinary Certificate Form No. 1 from the state veterinary service. This is a short-window document. Published guidance ranges from within five days of departure to within fifteen, so confirm the window with the issuing office rather than trusting a blog figure.
  5. Exchange Form No. 1 for Form No. 5a at the airport. Rosselkhoznadzor’s veterinary control post at the departure airport does the exchange. Sheremetyevo publishes its animal travel and veterinary control arrangements on its own site.

Russian breeds Malaysia restricts or bans

Quick answer

Malaysia’s restricted list names the German Shepherd and Alsatian, expressly including the East European Shepherd, a breed developed in the Soviet Union and still common in Russia. Restricted is not banned, but it needs written approval from the MAQIS Director General before the permit application.

Owners leaving Russia are unusually likely to hit this clause, because working shepherd lines are popular there. The regulation splits dogs into two groups:

  • Restricted, approval required: Bull Mastiff, Bull Terrier, Doberman, German Shepherd or Alsatian including Belgian Shepherd and East European Shepherd, Perro de Presa Canario, and Rottweiler.
  • Banned outright: Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff, and Pit Bull Terrier including the American Staffordshire Terrier and Staffordshire Bull Terrier.

Approval for a restricted breed carries its own conditions, set out in clause 7 of the regulation:

  • Minimum age. The published clause says not less than three months at import. Some agents quote a higher minimum, so confirm the figure before you plan dates around it.
  • Pedigree certificate. Issued by an approved organisation in Russia, with the organisation named and addressed on the document.
  • Microchip recorded in the pedigree. The ISO code has to appear on the pedigree certificate itself, not only in the vaccination book.
  • Named importer and premises inspection. The person responsible for the dog is named in the application, and the home is inspected for kennel, compound and safety.
  • Written declaration. That the dog is a personal pet, kept secured on the property, and leashed and muzzled in public.

Breeds not named on either list, such as the Caucasian Shepherd Dog, Central Asian Shepherd or Black Russian Terrier, are assessed on the paperwork in front of the officer. Who files the Malaysian import permit

Quick answer

You cannot file it yourself. The MAQIS import permit is submitted by a registered agent on the owner’s behalf, and the permit must be valid and in hand before the crate is tendered to cargo in Russia.

Clause 1.1 of the regulation requires the consignment to travel with a valid permit issued by MAQIS. Clause 1.2 makes permit approval conditional on the breed, which is why Section 7 comes first in the working order.

Two things go wrong most often on Russian files. The first is applying for the permit before the route is settled, so the validity window expires while the routing is still being rebuilt. The errors that cost the most on this route are these:

  • Certificate wording queried on the six-month rabies statement. Around 21 days of correspondence before anyone signs, and nothing else can proceed meanwhile.
  • Microchip recorded after the rabies dose. Around 30 days, because the vaccination has to be repeated in the correct order.
  • Restricted-breed approval started after the permit. Around 21 days, since the permit cannot be approved without it.
  • No live-animal capacity on the chosen hub. Around 14 days waiting for the next routing that accepts the crate.
  • Permit expiring while the route is rebuilt. Around 10 days to reapply, plus the fee a second time.

Only the first two are Russia-specific. The rest are the usual suspects, collected in common pet import mistakes that delay entry.

Conclusion: settle the route before the calendar
