Is the USA a scheduled country for Malaysia?

No. The Department of Veterinary Services notice dated 11 December 2025 lists twenty-two scheduled countries, and the United States is not among them. That single fact is why every American dog faces quarantine in Malaysia and a British dog may not.

The current list sits inside the DVS regulation for importing dogs and cats from non-scheduled countries. The notice names the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Singapore, Greece, Luxembourg, Czech Republic, Malta, Slovenia, Estonia, Bahrain, Austria, Belgium, Germany, Portugal, Montenegro, Bulgaria and Lithuania. America is absent, so the non-scheduled rules apply.

We will not pretend this is settled. The DVS regulation sets a floor of seven days and allows extension up to six months on a case-by-case risk assessment. The gap between the statutory column and the all-in column is the part owners miss. Boarding a dog costs RM 10 per head per day under the 2008 fee rules, which sounds trivial. The attendance, transport, vet checks and admin around those days are what you actually pay.

Why your departure city changes the bill

West Coast gateways are the cheapest route to Kuala Lumpur because they are closest to Asia and carry the most cargo capacity. An inland departure that needs a road feed to a gateway can add around thirty per cent to the American side of the bill.

Two traps sit in that table. The pit bull grouping sweeps in the American Staffordshire Terrier, a breed many US owners consider entirely separate. And the German Shepherd is restricted rather than banned, but still needs a premises inspection in Malaysia before a permit is issued.

A third trap is not a breed list at all. French Bulldogs, Boston Terriers and Pugs are legal, but many carriers will not fly them on long sectors. Read the airline restrictions on snub-nosed breeds before booking.

The US paperwork is cheaper than you expect

Quick answer

Malaysia does not ask American dogs for a rabies titre test. The USDA certificate needs a microchip, a rabies vaccination, six months of US residence and a health exam, then a federal endorsement. That is a much lighter file than Japan or China demand.

Owners bracing for a titre test are thinking of a different destination. The USDA veterinary health certificate for dogs going to Malaysia carries five certification statements, and no blood test is among them. Compare China’s titre requirement, which alone adds months.

The certificate does carry conditions worth reading twice:

  • Six months of US residence. The dog must have lived in the United States for the six months before the certificate date. A dog you imported into America last year may not qualify yet.
  • Rabies vaccination before export using an approved vaccine, with vaccination history up to date. Most vets recommend a thirty-day buffer between the shot and the flight, and we plan to that.
  • No rabies in the premises of origin for at least twelve months before export.
  • Thirty-day validity. The certificate expires thirty days after issuance, which sets your entire booking window.

Two administrative points save real money. APHIS accepts digital endorsement for Malaysia, so the endorsed certificate prints straight from VEHCS with no courier run. And APHIS publishes its endorsement fee, which is waived for service dogs but not for emotional support animals.

On the Malaysian side the same file has to satisfy MAQIS. What the Malaysian side actually charges

Quick answer

Malaysian government fees are small. The import permit, quarantine board, quarantine certificate and any station vaccination together rarely pass a few hundred ringgit. What fills the Malaysia column is airport handling, agent attendance, station transport and delivery.

The statutory rates are published and modest. Under the 2008 quarantine fee rules:

  • Boarding is RM 10 per head per day for a dog, RM 5 for a cat.
  • Quarantine certificate is RM 2 per head.
  • Anti-rabies vaccination at the station is RM 25 per head.
  • Microchip fitted at the station is RM 100 per head.

Laboratory tests, if ordered, are charged to the owner.

The operational lines are the real cost. Cargo handling at KLIA, customs and MAQIS clearance, transport to the station, attendance during the stay, the release inspection and the drive home all sit outside the fee schedule. One structural point catches American owners who like doing things themselves. Import permits now go through a licensed agent registered with MAQIS rather than direct owner application, which is why you cannot DIY a MAQIS permit the way you might file a US form. When each payment falls due

An American move spreads over about three months. Vet work and the crate come first, the permit and endorsement sit in the middle, and the largest single payment, air freight, lands within two weeks of departure. Quarantine settles last.

The total looks alarming as one figure and manageable as a sequence. Very little is due at the start of a USA to Malaysia move.

  1. Weeks 1 to 4. Microchip if needed, rabies vaccination, and the crate. Buying the crate early also lets the dog get used to it.

Two American quotes can differ by RM 8,000 and both be honest, because they include different things. Check five items: the crate, the departure gateway, the quarantine day count assumed, restricted breed approval, and final delivery to your Malaysian address.

Two USA to Malaysia quotes are not comparable until they cover the same scope. Ask every agent the same five questions and the spread usually collapses.

  • Is the IATA crate included, and sized to a measured dog rather than a guessed weight?
  • Which gateway is priced? A quote from LAX and a quote from Atlanta are not the same product.
