Cost to Bring a Pet From Taiwan to Malaysia

Taiwan’s own quarantine authority describes Taiwan as a rabies-infected country. That single admission, published on its own website, is why Malaysia will not waive quarantine for a pet arriving from Taipei, and why the Malaysian half of a Taiwan quote is bigger than owners expect.

Most owners planning a move out of Taiwan start by pricing flights. That is the wrong end of the problem: the flight is rarely what surprises people.

Taiwan lost its rabies-free status more than a decade ago, after the virus turned up in wild ferret-badgers. Its Animal and Plant Health Inspection Agency says so plainly: “Because Taiwan have became rabies-infected country, some regulations for exporting pets to some foreign countries have been changed.”

Malaysia sorts exporting countries into scheduled and non-scheduled, and Taiwan sits outside the scheduled list. That means a permit, a government health certificate and a compulsory quarantine stay. What does it cost to bring a pet from Taiwan to Malaysia?

Is Taiwan a scheduled country for Malaysia?

Quick answer

No. Taiwan does not appear on the Department of Veterinary Services scheduled list, last updated in a notice dated 11 December 2025. A pet from Taiwan is treated as coming from a non-scheduled country, which makes quarantine on arrival compulsory rather than optional.

This is the fork in the road on any Taiwan quote, and our explainer on scheduled versus non-scheduled countries covers how the lists work. The DVS notice of 11 December 2025 names the United Kingdom, Ireland, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Singapore and a group of European states. Taiwan appears on neither line, so it is non-scheduled by default.

What non-scheduled status requires is shorter than most owners expect:

  • A MAQIS import permit, applied for before departure and in practice through a registered agent.
  • An ISO-compliant microchip, standards 11784 and 11785, readable on arrival.
  • A government veterinary health certificate, plus rabies vaccination before export and a clinical examination within seven days of it.
  • Compulsory quarantine on arrival, which the regulation sets at not less than seven days.

The clause on the Malaysian certificate that Taiwan cannot sign as written

Quick answer

Malaysia’s non-scheduled regulation asks the exporting government to certify that no rabies case has been reported in that country in the previous six months. Taiwan describes itself as rabies-infected. Raise this with MAQIS in writing before booking, not at certification.

Clause 3.2 of the published non-scheduled regulation requires the exporting authority to certify that no case of rabies had been reported in that country during the six months preceding the certificate. Taiwan’s own agency publishes the opposite position on its dogs and cats quarantine page.

Two honest readings exist, and we have seen both applied:

  • Practical reading. The clause is read alongside the compulsory quarantine, which is itself the control for a rabies-present origin. The certificate is issued and the pet serves its stay.
  • Literal reading. An officer applies clause 3.2 as written, and the file needs a written MAQIS position before the certificate is accepted.

Seven days, fourteen, or longer, and what each one costs

Quick answer

The published regulation sets a compulsory period of not less than seven days, extendable to six months on risk assessment. A revised protocol reported from late 2024 is quoted as fourteen. Ask MAQIS to confirm your booked number in writing before committing to a flight date.

What the Taiwan side charges before departure

Quick answer

Air freight is still the largest Taiwanese line, but on a short sector it takes a smaller share than on long-haul routes. The crate is second. Export certification is modest, and Malaysia does not require the rabies titre test Taiwan-based owners often assume.

Taiwan’s export process is refreshingly concrete. APHIA asks you to bring the animal and the paperwork to a branch office within a week of shipment for the Exported Animal Quarantine Certificate. The file is short: the rabies vaccination certificate showing date, vaccine type, manufacturer, lot number and microchip number, your passport copy, and the aircraft booking record.

One line owners can delete is serology. APHIA’s export guidance names New Zealand, Australia, mainland China, Singapore and Korea as the destinations demanding a rabies antibody test. Malaysia is not among them, and Malaysia’s published import conditions do not list one either.

The crate is the one line an owner still controls. Sizing a dog properly, rather than rounding up a series for comfort, is often worth several hundred ringgit on freight alone. Why your departure airport changes the freight number

Quick answer

Taoyuan carries the most direct capacity to Kuala Lumpur and usually prices lowest, with Kaohsiung close behind. Taichung often needs a connection, and a connection is the biggest swing factor on a Taiwanese quote, in money and in risk.

A direct sector moves a crate from acceptance to arrival in one movement. A connection adds ground time, a second handling fee and a second chance for the crate to be offloaded for weather, capacity or an embargo.

That last risk is the expensive one. A rebooked animal needs a re-timed health certificate, because the Malaysian examination window is only seven days wide. On pet flights with layovers we build that buffer in. Where you land matters less: nearly all Taiwan arrivals clear at KLIA, and flight day at KLIA pet cargo looks the same either way.

Breed rules that can end a Taiwan move before it starts

Quick answer

Malaysia bans seven dog breeds outright and restricts six more. Restricted breeds need written MAQIS approval before a permit application, including a home inspection. Taiwan’s banned list is much shorter, so clearing Taiwan tells you nothing about clearing Malaysia.

Taiwan prohibits three pit bull types from being kept or imported, and that is the whole list. Malaysia’s is far longer, which catches owners whose dog lived legally in Taipei for years.

The DVS import regulations set out both Malaysian lists:

  • Banned outright. Akita, American Bulldog, Dogo Argentino, Fila Brasileiro, Japanese Tosa, Neapolitan Mastiff and Pit Bull Terrier types.
  • Restricted with approval. Bull Mastiff, Bull Terrier, Doberman, German Shepherd and its Belgian and East European relatives, Perro de Presa Canario, and Rottweiler.
  • Approval conditions. A pedigree certificate, the microchip code recorded on it, a named importer, and an inspection of the compound where the dog will live.

The Akita line hurts most here, because Japanese breeds are common in Taiwanese households. A Shiba Inu is fine; an Akita is not. Nine weeks from Taipei: when the money actually leaves

Quick answer

A clean Taiwan move runs about nine weeks from first call to home delivery. Spending is back-loaded. Nothing large leaves your account until the crate and the freight are committed, roughly three weeks before the flight.

Two spikes carry the move: the flight in week eight, the arrival in week nine. A file that stalls in week seven costs schedule, not money.

Watch the vaccine order. APHIA wants the microchip implanted first and the latest rabies dose given more than thirty days but less than a year before export. Doing it backwards restarts the file, and it is one of the pet import mistakes that delay entry we see most.

Conclusion: three numbers settle a Taiwan quote

Quick answer

Crate series, departure airport and confirmed quarantine days. Fix those three and a Taiwan to Malaysia quote stops being a range. Everything else on the invoice moves by hundreds of ringgit, not thousands.

Owners shop Taiwan quotes on the headline figure. The useful comparison is narrower: which crate series each quote assumes, whether the routing is direct out of Taoyuan or Kaohsiung, and how many quarantine days are booked.

Ask for all three in writing. A quote that will not name the crate series or the booked days can move later, and it usually moves upward.
