A Spain to Malaysia pet import runs on the non-scheduled rulebook. Malaysia added Portugal to its scheduled list on 11 December 2025 and left Spain off, so quarantine applies. A government vet at the provincial Area of Agriculture signs the certificate, not your own clinic, and the day count should come from MAQIS in writing.
Introduction: Portugal made the list, Spain did not
Spain is not on Malaysia’s scheduled countries list. Portugal, its only land neighbour on the Iberian peninsula, was added in December 2025. Spain was not. That single omission decides the quarantine question and most of the calendar behind it.
Owners in Madrid or Valencia usually start with advice written for Europe as a whole, and that is the first mistake. Malaysia classifies country by country, and on the Iberian peninsula the line now runs along the Portuguese border.
The second mistake is assuming the EU pet passport does the work. It never has for a move outside the EU. Spain issues a separate export certificate, and a different office signs it.

Is Spain a scheduled country for Malaysia?
No. The Department of Veterinary Services notice dated 11 December 2025 names twenty-two scheduled countries. Spain is on neither the original eight nor the fourteen added, which puts a Spanish pet on the non-scheduled regulation and its quarantine clause.
Malaysia publishes two regulations for dogs and cats: one for scheduled origins, one for everything else. Both still carry a 2013 revision date, and the country list changed underneath them. The updating notice sits at the back of the non-scheduled regulation PDF, where nobody researching Spain would look.

How long is quarantine arriving from Spain?
The non-scheduled regulation says not less than seven days, extendable to six months on risk assessment. Other sources describe a December 2024 protocol applying at least fourteen. Budget fourteen, and get MAQIS to confirm your arrival date in writing.
This is the number every Spanish owner asks about first, and official sources state it differently. We publish the range rather than pick a favourite.

Do Ceuta and Melilla affect the six-month rabies clause?
It is a fair question, worth raising early. Malaysia asks the signing vet to declare no rabies case in that country in the six months before the certificate. Mainland Spain has been free since 1978, but the North African cities report imported cases.
This is the one clause where Spain differs from Germany or Ireland, and almost nobody flags it. Mainland Spain has been free of rabies in terrestrial carnivores since 1978. An imported case appeared in Toledo in June 2013, traced to a North African strain, and rabies-free status was restored six months later, as the Eurosurveillance account records. Ceuta and Melilla, the autonomous cities on the North African coast, sit under separate surveillance and report cases most years, generally imported from Morocco.
- Status is declared at country level. Malaysia’s clause names the exporting country, not the region, so the wording does not distinguish Barcelona from Melilla.
- Get the question asked, not assumed. This has never stopped a Spanish file in our casework, but we still put it to MAQIS in writing.

Who signs the Spanish export certificate
An official government vet at the Area of Agriculture in your provincial Delegation of the Government. Your own clinic starts the request through CEXGAN, but the signature Malaysia accepts comes from central government.
Spain runs pet exports through CEXGAN, the Ministry of Agriculture’s certification platform. The Ministry’s guidance on travelling with dogs, cats and ferrets is direct: to obtain the export certificate, your vet applies through CEXGAN. Three consequences follow.
- Your clinic must be registered on CEXGAN. Not every practice is. Ask before booking anything else, because an unregistered clinic cannot start the file.
- The certificate is issued provincially. The Areas of Agriculture at the Government Delegations issue pet export certificates, and each office keeps its own appointment rhythm.
- Start about a month out. Spanish practice advises beginning well ahead, and the validity window is short.
Malaysia’s own wording forces this. The non-scheduled regulation asks for a certificate from a competent veterinary officer of the exporting country’s government veterinary authority. That officer certifies seven separate things, including an examination inside the seven days before export. Which Spanish breeds Malaysia bans or restricts
Every breed on Spain’s national dangerous-dog list is either banned or restricted by Malaysia. The trap runs the other way: Malaysia also controls breeds Spain treats as ordinary, including the Presa Canario, a Spanish native.
Spain classifies eight breeds as potentially dangerous under Royal Decree 287/2002. Malaysia runs its own lists. Mapping one onto the other is the fastest breed check a Spanish owner can do.

The Presa Canario is the one that stings. It is a Spanish native from the Canary Islands, absent from the national dangerous-dog list, and Malaysia names it explicitly as restricted. Restricted does not mean refused. It means separate written approval before the import permit, with a pedigree certificate, a microchip recorded on it, a personal-pet declaration and a home inspection. What Spain issues before your pet leaves
Six steps in a fixed order: microchip, rabies vaccine, core vaccines, restricted-breed approval where it applies, the pre-export examination, then the CEXGAN export certificate. Doing them out of sequence usually means repeating one.
Order matters more than speed here, because each document references the one before it.
- Microchip first. Implant an ISO 11784 and 11785 chip before any rabies dose, because the certificate ties the vaccination record to the chip. See our microchip rules for pets entering Malaysia.
- Vaccinate against rabies. Record product, batch and date against the chip number. Spanish practice treats a dose as valid from twenty-one days after inoculation.
- Bring core vaccines up to date. Malaysia asks for these within twelve months of export, with parasite treatment recorded near departure.
- Apply for restricted-breed approval if needed. This runs before the import permit and includes the home inspection, so start it in week one.
- Book the pre-export examination. It falls inside the seven days before export and produces the clinical findings the certificate relies on.
- Collect the CEXGAN export certificate. The signed original travels with the crate, not in your hand luggage.

Flying a pet from Madrid or Barcelona to KLIA
Spanish pets transit a hub. There is no practical nonstop live-animal service to Kuala Lumpur, so files route through the Gulf, Istanbul or northern Europe as manifest cargo out of Barajas or El Prat.
Madrid Barajas and Barcelona El Prat handle most outbound animal cargo, and the routing usually sets the departure date rather than the paperwork.

- Heat rules bite at both ends. A Spanish summer and a Malaysian arrival both trigger airline heat embargoes, which is why August is hardest to book.

Who files the Malaysian import permit
A MAQIS-authorised agent in Malaysia. The permit is issued to the importer on the Malaysian side, so an owner still in Spain cannot lodge it, and it must exist before the Spanish vet appointments are booked.
This is where a Spanish file most often stalls. Owners finish the CEXGAN steps first, then find the permit needed to come earlier because the certificate has to match it.
The permit governs the arrival date, airport, species and breed condition. Get it wrong and the animal is held at KLIA on otherwise faultless Spanish paperwork. Air freight dominates, and the one-stop routing pushes it above a short-haul European move. Cargo is priced on crate volume, not the dog’s weight. Government fees are small, but quarantine board is a real line here.

How long does the whole move take?
Six to ten weeks is realistic, longer if the breed needs approval. The pacing comes from the permit, the provincial certificate appointment and the cargo booking, not from any waiting period on the vaccine.
Spain has no titre test or blood-test waiting period for a Malaysian move, which surprises owners who have read about Japan or Australia. The calendar is administrative, not biological.
- Weeks one to two. Breed check, microchip verification, rabies review, and the permit application through an authorised agent.
- Weeks three to five. Restricted-breed approval if needed, including the home inspection. This is the step that stretches a timeline.
- Weeks five to eight. Cargo booking, crate acclimatisation, then the pre-export examination and CEXGAN certificate inside their short windows.
- Arrival week. KLIA clearance, MAQIS inspection, then quarantine board for the confirmed days.
