Turkey to Malaysia Pet Import: Rules & Timeline

A Turkey to Malaysia pet import runs on the non-scheduled rulebook, so quarantine applies. Both of Turkey’s European neighbours were added to Malaysia’s scheduled list in December 2025 and Turkey was not. One clause about the country’s rabies record needs settling in writing before anyone books a flight.

Introduction: Turkey borders two scheduled countries and is not one

Quick answer

Malaysia updated its scheduled countries list on 11 December 2025 and added Greece and Bulgaria. Turkey shares a land border with both and was not added. That single omission sets the quarantine question, the certificate wording and most of the calendar behind a Turkey to Malaysia pet import.

Owners in Istanbul or Ankara usually start with guidance written for Europe as a whole. That is the first wrong turn: Malaysia classifies country by country, and here the line runs along Turkey’s own western frontier.

Assuming the EU pet passport carries weight is the second. It never has for a move outside the EU, and Turkey sits outside it anyway. There is also a clause about the exporting country’s rabies record that almost no Turkish owner hears about until late, and it shapes the whole file.

Is Turkey a scheduled country for Malaysia?

Quick answer

No. The Department of Veterinary Services notice dated 11 December 2025 names twenty-two scheduled countries. Turkey appears on neither the original eight nor the fourteen added, which places a Turkish pet on the non-scheduled regulation and its quarantine clause.

Malaysia publishes two regulations for dogs and cats, one for scheduled origins and one for everything else. Both still carry a 2013 revision date, and the country list changed underneath them. The updating notice is printed at the back of the non-scheduled regulation PDF, the last place anyone researching Turkey would look.

How long is quarantine arriving from Turkey?

Quick answer

The rabies clause every Turkish file has to answer

Quick answer

Malaysia asks the signing vet to certify that no rabies case was reported in the exporting country during the six months before the certificate date. Turkey still reports cases. Raise the wording with MAQIS at permit stage rather than discovering it at the export appointment.

This is the clause that separates a Turkish file from a German one. Clause 3.2 is unambiguous about what the certificate must say, and Turkey’s published disease record is equally unambiguous about the country’s position.

Two documents, both correct, that do not obviously agree. Have that conversation before the vet appointment, not after.

Two of those rows deserve their sources in full. Turkey appears on the CDC list of high-risk countries for dog rabies, and so does Malaysia, which is worth remembering before anyone reads that list as a verdict. An analysis of rabies outbreaks across the European Union and Turkey recorded a fall from 1,022 to 325 between 2013 and 2023, with Turkey posting the highest national total.

Who signs the Turkish export certificate

Quick answer

An official veterinarian at your provincial directorate of the Ministry of Agriculture and Forestry. Your own clinic prepares the record and the pre-export examination, but the signature Malaysia accepts is a government one, issued in Turkish and English.

Turkey runs pet exports through the provincial directorates of the Ministry of Agriculture and Forestry, the offices Turkish owners know as the il tarım ve orman müdürlüğü. Malaysia’s wording forces that route, asking for a certificate from a competent veterinary officer of the exporting country’s government veterinary authority.

  • Your private vet cannot finish this. The clinic microchips, vaccinates and examines; the provincial directorate signs the certificate that clears the animal at KLIA.
  • The animal usually has to attend. The certificate carries a short validity window, so the appointment sits in the final days before the flight.
  • The certificate is bilingual. Turkish and English on one document, which removes the translation step that slows other non-scheduled origins.

Breeds Malaysia blocks, and the ones Turkey will not release

Quick answer

Turkey and Malaysia ban the same four fighting breeds, so that overlap causes no trouble. The friction sits elsewhere. Malaysia also bans breeds Turkey treats as ordinary, and Turkey controls the export of its own native breeds, including the Kangal.

Most origin countries create one breed problem. Turkey creates two, pointing in opposite directions.

On the Turkish side, amendments to the animal protection law banned four breeds from January 2022: the Pitbull Terrier, Japanese Tosa, Dogo Argentino and Fila Brasileiro. Malaysia bans all four too, so that overlap stays quiet.

The Malaysian list is the wider one. It also bans the Akita, American Bulldog and Neapolitan Mastiff, none of which Turkey singles out. Its restricted group covers the German Shepherd and its Belgian and East European relatives, the Rottweiler, Doberman, Bull Mastiff, Bull Terrier and Perro de Presa Canario, each needing written MAQIS approval before the permit. The second problem is the one nobody warns Turkish owners about. Turkey treats several native breeds as national genetic heritage. Ministry conditions announced in July 2021 let owners take Kangals and Van cats abroad with special permission from the provincial directorates, replacing a flat prohibition. The same conditions cover the Akbaş and Kars shepherd dogs, Zağar hounds and Ankara cats, and bar puppies and kittens under three months from travelling without their mother.

Flying a pet from Istanbul to KLIA

Quick answer

Turkey is one of very few non-scheduled origins with a daily nonstop widebody service to Kuala Lumpur. That removes the transit country from your file entirely, which is a bigger advantage than most owners realise.

Turkish Airlines operates a daily nonstop service between Istanbul Airport and KLIA, and Turkish Cargo runs its live animal operation from the same hub. For a pet file, the value is not the flight time but what the routing removes.

  • No transit country joins the file. Every hub stop is an animal-health event with its own rules, as our note on pet flight layovers and transit rules explains. A nonstop deletes all of it.
  • Crate size refuses more dogs than weight does. Measure before shortlisting anything, using our IATA crate sizing guide.
  • Heat rules still bite at the Malaysian end. A summer arrival can trigger airline heat embargoes even on a nonstop, which is why August is hardest to book.

Who files the Malaysian import permit

Quick answer

A MAQIS-authorised agent in Malaysia. The permit is issued to the importer on the Malaysian side, so an owner still in Turkey cannot lodge it, and it has to exist before the Turkish export appointment is booked.

This is where a Turkish file most often stalls. Owners complete the ministry steps first, then discover the permit needed to come first, because the certificate has to match it.

The permit governs the arrival date, the airport, the species and any breed condition. Get it wrong and the animal is held at KLIA on otherwise faultless Turkish paperwork. How long does the whole move take?

Quick answer

Six to ten weeks is realistic, longer if the breed needs approval on either side. The pacing comes from the permit, the rabies wording and the directorate appointment, not from any waiting period on the vaccine itself.

Malaysia sets no titre test or blood-test waiting period, which surprises owners who have read about Japan or Australia. The Turkish calendar is administrative rather than biological.

  • Weeks one to two. Breed check on both sides, microchip verification, rabies review, the clause 3.2 question to MAQIS, and the permit application.
  • Weeks three to five. Restricted-breed approval if it applies, including the Malaysian home inspection, plus native-breed export permission for a Kangal or similar.
  • Weeks five to eight. Cargo booking on the nonstop, crate acclimatisation, then the pre-export examination and the directorate certificate.
  • Arrival week. KLIA clearance, MAQIS inspection, then quarantine board for the confirmed days.
