Bringing a pet into Malaysia

Indonesia to Malaysia Pet Import: Rules & Permits

An Indonesia to Malaysia pet import runs under Malaysia's non-scheduled rulebook, so quarantine applies on arrival at KLIA. But the country is the wrong unit to plan on. Indonesia holds two very different animal-health realities, and the province your pet is leaving from decides whether the move is straightforward, expensive, or closed before it starts.

Introduction: the country is not the unit that matters

Quick answer

Jakarta to Kuala Lumpur is a two-hour flight on one of Asia’s busiest corridors, so distance is never the problem. What decides an Indonesia to Malaysia pet import is the province the animal sits in, because rabies status and exit rules change across the archipelago.

Most guides treat Indonesia as one origin with one rulebook. That is why owners get a nasty surprise three weeks in.

Indonesia has provinces its own Health Ministry has declared free of rabies, provinces where the disease is entrenched, and one island where dogs and cats have been barred from leaving for over fifteen years. Two owners can start the same week and get different answers.

This guide runs the move in the order it happens, the way we handle it at My Pet Mover under our pet import Malaysia service. Classification first, then province, then flights.

Is Indonesia a scheduled country for Malaysia?

Quick answer

No. Indonesia does not appear on Malaysia’s scheduled list, including the expanded list the Department of Veterinary Services issued in December 2025. Every Indonesia to Malaysia pet import runs under the non-scheduled regulation, which is the document carrying the arrival quarantine clause.

Malaysia sorts origin countries into two rulebooks by rabies risk. Which one applies changes the certificate wording, the arrival process, and how long your pet is away.

The non-scheduled countries regulation published by DVS carries a country-list notice dated 11 December 2025 that widened the scheduled list to twenty-two countries. Indonesia was not among them, and never has been. Three things follow:

  • Quarantine applies on arrival. Clause 5 is compulsory, and the largest cost on most Indonesian files.
  • The certificate carries seven statements, not six. Clauses 3.1 to 3.7, the extra one about rabies in the exporting country.
  • The breed lists are identical either way. Non-scheduled status changes nothing about which dogs Malaysia admits.

Clause 3.2 is the one to read twice. It asks the exporting government’s vet to certify that no rabies case was reported in that country in the six months before the certificate date. For a country with rabies in most provinces, that is no formality. How the split works across origins is unpacked in scheduled versus non-scheduled countries explained.

Not sure whether your province clears clause 3.2?

We put the question to MAQIS in writing and come back with the exact wording they will accept. See how our pet import service works →

Which Indonesian province is your pet leaving from?

Quick answer

This is the first question we ask on any Indonesian file, before breed and before dates. Indonesia’s rabies picture is provincial, not national, so the province sets the certificate wording, the routing, and in one case whether the move is legal at all.

Indonesian Origin Regions and What Each Means for a Malaysia-Bound File

Indonesian origin regions mapped against published rabies status and what each status means for a pet import file bound for Malaysia.
Origin region Rabies status on published data What it means for your file
Jakarta (DKI Jakarta) Declared free, Health Ministry Strongest paperwork position, and the main designated exit airport. Still a non-scheduled file with arrival quarantine
Central Java, Yogyakarta, East Java Declared free in 2020 Same position as Jakarta. Surabaya is a designated exit point, so no domestic leg is needed from East Java
Riau Islands, Bangka Belitung Historically free Free status helps the certificate, but routing normally still runs through Jakarta
Papua provinces and West Papua Historically free Free status, but two domestic legs add cost, handling and heat exposure
Bali Rabies-affected since 2008 Exit of dogs and cats is closed by provincial regulation. See the next section before planning anything
North Sumatra, West Sumatra, Riau, South Sulawesi, West Kalimantan and most other provinces Endemic Clause 3.2 must be settled with MAQIS in writing before any money is committed
National picture 25 provinces endemic and 9 free on the WOAH-published position Later Health Ministry declarations put more provinces in the free column. Bring both positions to MAQIS, never one

Source: World Organisation for Animal Health regional office, Indonesia rabies situation update presented to the ASEAN Tripartite Rabies Meeting, read with Indonesian Health Ministry province declarations reported in 2020 and 2023, and mapped by My Pet Mover against Malaysia’s non-scheduled certificate requirements.

Read the bottom row first. The WOAH-published position records twenty-five provinces as endemic and nine as free, while Health Ministry declarations since have moved more into the free column. Both are credible, and describe different moments.

That gap is not a technicality. A certifying vet in Jakarta and a permit officer in Sepang may work from different lists, so bring both and let MAQIS say which governs.

Can you fly a pet out of Bali to Malaysia?

Quick answer

Not through the normal channel. Bali has kept dogs, cats and related animals closed to entry and exit since 2008 under a provincial regulation still in force. This is an Indonesian rule, not a Malaysian one, and no MAQIS permit overrides it.

This section ends more Indonesian enquiries than every Malaysian requirement combined, and few owners find it before paying a vet.

Bali’s rabies outbreak began in 2008, and the response was a closure rather than a control programme alone. Bali Governor Regulation No. 88 of 2008, still published by the province’s own agriculture department, closed the entry and exit of dogs, cats and related animals. A ministerial decision that year applied the same closure nationally.

The word “temporary” in that title has stood for over fifteen years. Treat it as the operating position until an Indonesian authority says otherwise.

  • Denpasar is not an exit point. The designated animal airports are Jakarta, Surabaya and Medan.
  • A domestic leg does not solve it. The closure covers movement off the island, so flying to Jakarta first is the same prohibited step.
  • Enforcement is real. Authorities have seized animals moved against the closure.
  • Exceptions come from Indonesia only. If one exists, it comes from Barantin and the province in writing, before anything is booked.

We raise this early because it is the one obstacle that cannot be re-timed or paid around. Every other Indonesian problem has a workaround. This one has a decision-maker in Jakarta.

What Indonesia issues before your pet leaves

Quick answer

Indonesia’s export chain carries one link most origins do not have. Alongside the vet certificate and the quarantine clearance, a provincial livestock office issues a recommendation letter, and that step is where Indonesian files usually lose their first fortnight.

Since 2023 the authority at the top of this chain has been Badan Karantina Indonesia, the cabinet-level agency that replaced the older quarantine body. The order below is not negotiable.

  1. Microchip the animal first. An ISO 11784 and 11785 chip is required by clause 2.2, readable and recorded before any rabies dose.
  2. Vaccinate against rabies with an approved vaccine. Record product, batch and date against the chip number, then leave thirty days before travel.
  3. Complete core vaccines and parasite treatment. Clause 3.5 asks for core vaccines inside twelve months.
  4. Apply for the provincial recommendation letter. Processing time varies by province. Start it alongside the rabies interval, never after.
  5. Get the clinical health certificate from a licensed vet. Issued shortly before departure, it feeds the government inspection.
  6. Clear the animal through Barantin at the airport. The officer inspects, checks the file and issues the certificate that travels with the crate.

Malaysia adds a timing rule. The health certificate must be exported within seven days of issue, locking the certificate date to the flight date. What it must contain is set out in the veterinary health certificate Malaysia accepts, and the chip-before-needle sequence in Malaysia’s pet microchip rules and rabies vaccination rules. The reverse move sits in exporting a pet from Malaysia to Indonesia.

How long is quarantine on arrival from Indonesia?

Quick answer

The regulation DVS publishes says not less than seven days, extendable to six months on risk assessment. A protocol reported from December 2024 is widely described as applying at least fourteen. Plan for fourteen and ask MAQIS to confirm in writing.

Two figures circulate. Being straight about both beats picking the friendlier.

  • Seven days, from the published regulation. Clause 5 sets a compulsory period of not less than seven days, with release depending on no evidence of infection.
  • Fourteen days, from a reported December 2024 protocol. Repeated widely, but not visible as a revised clause in the regulation DVS publishes.

We book Indonesian files at fourteen nights and treat early release as a bonus. A slot you do not use is easier to give back than one you never held. Why both exist is in Malaysia pet quarantine: seven days or fourteen.

The stay happens at the government quarantine station at KLIA, not at home. What the facility is like is in inside your pet’s KLAQS quarantine stay, and the arrival process on our KLIA pet quarantine page.

Slots are finite and fill around school holidays and the year-end posting season. Book the slot against a flight, not the reverse, as set out in how to book a KLAQS quarantine slot.

Which breeds Malaysia bans or restricts

Quick answer

No Indonesian native breed is banned by Malaysia. The friction comes from imported guarding breeds, which are popular in Indonesian households, and from hybrid cats. Both need written approval, and it must exist before the permit application, not alongside it.

The banned and restricted lists are identical under both rulebooks. What changes is which dogs you are likely carrying out of Jakarta.

Pets Commonly Kept in Indonesia, Against Malaysia’s Breed Lists

Dogs and cats commonly kept in Indonesia mapped against Malaysia’s banned and restricted lists, with the action each status requires on an import file.
Breed as written in Indonesia Malaysian status What it means for your file
Kintamani, Bali’s native breed Not listed Malaysia has no objection. The obstacle is Bali’s own exit closure, not this list
Anjing kampung and local mixed breeds Not listed Standard non-scheduled file, no extra approval needed
Golden Retriever, Poodle, Shih Tzu, Pomeranian Not listed The most common Indonesian pets, and the most straightforward files
German Shepherd Restricted Written approval from the MAQIS Director General before the permit application
Rottweiler, Doberman, Bull Terrier, Bull Mastiff Restricted Same approval route, plus pedigree, the microchip recorded in the pedigree and a premises inspection
Bengal and Savannah cats Restricted Proof the cat is fifth generation or later from the wild ancestor
Pit Bull family, American Bulldog, Dogo Argentino, Japanese Tosa, Akita Banned No import permit will be issued, whatever the origin country, and there is no appeal route

Source: Department of Veterinary Services Malaysia, regulations for the importation of dogs and cats from non-scheduled countries, clauses 6 and 7, read by My Pet Mover against breeds commonly kept and exported in Indonesia.

The guarding breeds are the ones to plan around. The approval route is workable, and it takes weeks owners rarely allow for. The full chain sits in banned and restricted dog breeds in Malaysia.

Two smaller traps. Malaysia admits no dog or cat under three months, so check a litter against the rules for importing a puppy or kitten. And cats are not dogs with fewer requirements, as the differences between the cat and dog rules sets out.

Flights: how a pet gets from Jakarta to KLIA

Quick answer

Jakarta to Kuala Lumpur takes around two hours and runs many times daily, and Surabaya and Medan connect directly too. The sector is the easiest part of the move. The scheduling constraints come from heat and cargo acceptance windows, not distance.

Compared with a long-haul origin this is a gift. No hub, no re-tender, no third country’s rules on top of Malaysia’s. Three things still need settling at booking:

  • Which service carries the animal. Manifest cargo is the norm and what MAQIS expects at KLIA. Malaysia Airlines’ live animal handling guidance covers carrier conditions.
  • Which airport you depart from. Jakarta, Surabaya and Medan are the designated animal points, so owners elsewhere need a domestic leg.
  • Crate and weight limits. Airlines price on volumetric weight, and an oversized crate pushes a booking from baggage to cargo.

Which carriers accept live animals is set out in airlines that carry pets to and from Malaysia. If no direct sector suits your dates, see pet flight layover and transit rules.

One seasonal note bites harder here than on colder routes. Both ends are equatorial, so there is no cool season and airline heat embargoes follow time of day, not time of year. Early morning departures are the reliable window.

Who files the Malaysian import permit

Quick answer

MAQIS issues the import permit, and it is filed from the Malaysian side, not from Indonesia. Permits are typically issued a day or two after a complete submission and are valid for thirty days, which makes the filing date a scheduling decision.

The permit worries owners most and gives the least trouble, provided it is filed in the right order: province and breed position, then the quarantine slot, then the permit, then the flight. Filing early burns the thirty-day window.

What MAQIS needs from an Indonesian file:

  • Proof of identity. The ISO microchip number, matching every other document.
  • Vaccination history. Rabies with product and batch, plus core vaccines inside twelve months.
  • Breed approval, where it applies. The Director General’s approval must already exist.
  • Arrival details. Flight, date and the quarantine booking.

The mechanics, and the documents MAQIS bounces most often, are in how to apply for a MAQIS import permit — written for a Japanese origin, but the form is the same from Jakarta. See also how long a MAQIS import permit stays valid and why you cannot DIY a MAQIS permit.

What an Indonesia to Malaysia pet import costs

Quick answer

Quarantine is the largest line by a clear margin, and freight one of the smallest. On a two-hour sector the flight stops being the headline cost, which surprises owners who have priced long-haul moves and expect freight to dominate.

On a London or Toronto file, air freight swallows a third of the bill. On this sector it does not, and the ranking rearranges.

Two levers move this bill. Quarantine length you do not control, and its fees are broken down in how much pet quarantine in Malaysia costs. Crate size you do control, and one size too big lifts the freight bar for nothing, as IATA crate sizing explains.

The government line is the most predictable, itemised in MAQIS fees and import permit costs.

How many days each step adds

Quick answer

Eight to ten weeks is comfortable from Jakarta, and six is possible on a clean file from a rabies-free province. The floor is set by three steps that refuse to overlap: the province check, the rabies interval, and quarantine at the end.

Typical Duration and Sequencing of Each Step, Indonesia to Malaysia

Typical duration in days for each step of an Indonesia to Malaysia pet import, and whether the step can run alongside others.
Step Typical days Runs in parallel?
Confirm origin province and the MAQIS position 5 to 14 No, and it goes first
Microchip, rabies dose and 30-day interval 30 or more No, everything else waits behind it
Provincial recommendation letter 7 to 21 Yes, alongside the rabies interval
Restricted-breed approval from MAQIS 14 to 30 Yes, alongside the rabies interval
Quarantine slot booking 3 to 7 Yes, but book before the flight
MAQIS import permit 1 to 2 No, file it inside the 30-day window
Indonesian vet certificate and Barantin clearance 1 to 7 No, it sits right before the flight
Flight, Jakarta to KLIA 1 No
Quarantine on arrival at KLIA 7 to 14, plan for 14 No, it is the last block on the calendar

Source: My Pet Mover casework on Southeast Asian inbound relocations, 2024 to 2026, read against the DVS non-scheduled regulation and MAQIS permit processing practice.

Read the right-hand column before the middle one. Steps marked parallel are free — a breed approval running during the rabies interval costs no calendar time. Steps marked no are the ones that stack, and they set the floor.

That first row is what makes Indonesia different. On a Japanese or Korean file the classification is known before the call ends. Here it takes a fortnight of asking, and starting the rabies clock first is how owners end up with a clean record and no route.

Conclusion: settle the province before the calendar

Quick answer

Four things decide an Indonesian file: which province the animal leaves from, whether it clears clause 3.2 in the MAQIS view, the breed as written on the paperwork, and a quarantine figure confirmed in writing. Settle those and the rest is scheduling.

Eight to ten weeks is comfortable from Jakarta, and six is achievable from a declared rabies-free province with clean records.

What this route punishes is planning at country level. Indonesia is not one animal-health jurisdiction, and guidance that treats it as one sends owners to Denpasar with a permit and no legal way to board.

Other regional origins run the same logic with different local paperwork. See Vietnam to Malaysia pet import rules, Thailand to Malaysia pet import by air and land, or South Korea to Malaysia pet import requirements, where classification settles in one call.

Frequently Asked Questions

Is Indonesia a scheduled country for Malaysia?

No. Indonesia is absent from the scheduled list, including the expanded list the Department of Veterinary Services issued in December 2025. Your pet enters under the non-scheduled regulation, which carries a quarantine clause and a seven-statement certificate.

How long will my pet be quarantined arriving from Indonesia?

The published regulation says not less than seven days, extendable to six months on risk assessment. A protocol reported from December 2024 is widely described as applying at least fourteen. Budget for fourteen and ask MAQIS to confirm in writing.

Can I bring my dog from Bali to Malaysia?

Not through the normal channel. Bali Governor Regulation No. 88 of 2008 closed the entry and exit of dogs, cats and related animals to and from the province, and it remains in force. Any exception is decided in Indonesia, not by MAQIS.

Which Indonesian airports can a pet fly out of?

The designated animal points are Soekarno-Hatta in Jakarta, Juanda in Surabaya and Kualanamu in Medan. Owners outside those catchments need a domestic leg, and Denpasar is not an option.

Does it matter which Indonesian province my pet lives in?

Yes, more than on almost any other origin. Rabies status varies by province, so it drives how the exporting vet words the certificate and how MAQIS reads clause 3.2. Establish it before spending money.

How long does an Indonesia to Malaysia pet import take?

Eight to ten weeks is comfortable, and six is achievable on a clean file from a declared rabies-free province. The unavoidable blocks are the province confirmation, the thirty-day rabies interval, and quarantine at KLIA.
