UAE to Malaysia Pet Import: Dubai to KL Steps

A UAE to Malaysia pet import needs a MAQIS import permit, an ISO microchip, a current rabies vaccination and a government health certificate signed in the Emirates. The Emirates is not on Malaysia's scheduled-country list, so every dog and cat from Dubai serves at least seven days of quarantine at KLIA. The flight is easy; the quarantine slot and the breed check decide your date.

Introduction: the easiest flight, the strictest arrival

Quick answer

Dubai to Kuala Lumpur is one of the few long-haul pet routes with a direct flight, no transit country and an animal terminal at each end. None of that helps on arrival. Malaysia treats the Emirates as non-scheduled, so quarantine at KLIA is compulsory.

Most families on this route are coming home. A contract in Dubai or Abu Dhabi ends, and the cat or dog is the last thing anyone thinks about. Then they read that the flight is seven hours, direct and daily, and it sounds simple.

The problem sits at the other end. A UAE to Malaysia pet import is judged on which list Malaysia has put the Emirates on, and the Emirates is on the wrong one.

This guide covers what Malaysia asks for, why the quarantine slot comes first, which breeds get stopped, and how Dubai’s heat shapes the departure month. Why the UAE stays non-scheduled while Bahrain does not

Quick answer

Malaysia’s Department of Veterinary Services reissued its scheduled-country list on 11 December 2025. Bahrain is on it. The United Arab Emirates is not. A pet flying from Manama can land without quarantine. The same pet flying from Dubai serves seven days at KLIA.

Malaysia sorts the world into two groups. Pets from a scheduled country are released on arrival when the file is clean. Pets from anywhere else go into quarantine, however low the risk looks.

The December 2025 DVS notice widened the scheduled list well beyond the old handful. It now runs to more than twenty jurisdictions, including Singapore, Germany, Austria, Belgium, Portugal, Bulgaria and Bahrain.

Bahrain is the one that matters, because it is the only Gulf state on the list. Owners in Dubai read that, assume the Emirates went the same way, and plan a move that does not exist.

It did not. The Emirates stays outside the list, which puts every pet leaving Dubai, Abu Dhabi or Sharjah under the non-scheduled regulations. Our explainer on scheduled and non-scheduled countries covers what each status changes.

What Malaysia’s health certificate has to say, and who signs it

Quick answer

The certificate must come from a government veterinary officer in the Emirates, not a private clinic. It must confirm the pet is clinically free of rabies and holds a current rabies vaccination, with core vaccines given inside the last twelve months. The examination itself has to fall within seven days of export.

The non-scheduled regulations set out what the exporting country’s veterinary authority must certify. Six statements do the heavy lifting:

  • Clinically healthy at certification, with no sign of rabies or infectious disease.
  • No rabies in the country for six months before the certificate was signed.
  • Not itself an import into the Emirates in the six months before signing.
  • Rabies vaccinated before export with an approved vaccine, recorded against the microchip.
  • Core vaccines within twelve months, as recommended by a licensed veterinarian.
  • Re-examined within seven days of export, with no clinical signs on shipment day.

That residency clause catches more Dubai files than any other line, and it is a real trap for families who moved recently. A pet brought into the Emirates eight months ago is fine. One brought in four months ago is not.

The microchip governs everything else. If the ISO 11784 or 11785 chip is implanted after the rabies shot, the vaccination is read as belonging to an unidentified animal. Read down that table and the shape of the move is obvious. The first three rows all happen in Malaysia, before a single appointment is made in Dubai.

The quarantine slot is your first booking, not your last

Quick answer

Pets arriving from a non-scheduled country are detained for not less than seven days. That period can be extended up to six months on risk assessment. The station has finite kennels, so the slot decides the flight date rather than the other way round.

Every owner we speak to on this route has already chosen a flight. Almost none has checked whether the station can take the animal that week.

Seven days is the floor, not the promise. The period can be extended on risk assessment, which is why a thin vaccination history is expensive in days as well as ringgit.

Breed lists on both ends, and where they collide

Quick answer

Malaysia bans seven dog breeds outright and restricts six more. The German Shepherd and Rottweiler are on the restricted list, and both need written approval from the MAQIS Director General before a permit is applied for. The carrier keeps a separate list, and it includes cats.

Two lists apply to a Dubai departure. Malaysia’s is about temperament and public safety. The airline’s is about breathing.

Malaysia’s banned group covers the Akita, American Bulldog, Dogo Argentino, Fila Braziliero, Japanese Tosa, Neapolitan Mastiff and the Pit Bull Terrier family. No permit is available for these animals at all.

The restricted group is different. Bull Mastiff, Bull Terrier, Doberman, German Shepherd and its Belgian and East European relatives, Perro de Presa Canario and Rottweiler can come in, but only after written approval carrying real conditions:

  1. Minimum age of three months at the time of import.
  2. A pedigree certificate from a named approved organisation in the exporting country.
  3. The microchip code recorded on that pedigree certificate, not just in the vaccination book.
  4. A premises inspection of the Malaysian address, covering kennel, compound size, safety and control.
  5. A written declaration that the dog is a personal pet, kept secured, and leashed and muzzled in public.

What changes at KLIA by country of departure

Quick answer

Country of departure changes almost nothing about the documents and almost everything about the arrival. The same file is required from Manama and Dubai. Only one of the two ends in a kennel.

Dubai’s heat and the winter-only rule for flat-faced pets

Quick answer

Emirates SkyCargo does not carry snub-nosed dogs and cats except under specific conditions during the winter season from November to April. The restricted cat list includes the Persian, British Shorthair, Scottish Fold and Exotic Shorthair β€” the breeds Gulf households own most.

This rule surprises people, because it is usually framed as a dog problem. On this route it is mostly a cat problem.

The carrier’s Emirates Pets guidance lists nine restricted cat breeds alongside the dogs, and they are the flat-faced pedigrees that fill Dubai’s apartments. A Persian booked in July is not a scheduling problem. It is a refusal.

Two other numbers in the same document shape the plan. The minimum age for carriage is fifteen weeks, rising to twenty-seven weeks from a high-risk country. Transit pets need a six-hour minimum connection in Dubai, one more reason to fly the direct service.

Month by month, when a Dubai departure is realistic

A short-nosed dog or cat can fly from Dubai in most months. A flat-faced one is effectively limited to the November-to-April window the carrier defines as winter. The shoulder months either side are decided flight by flight.

Where the permit is applied for, and by whom

Quick answer

MAQIS import permits go through two government systems. Applicants register in SPEED, then lodge the application in the ePermit portal. Most owners abroad use a registered agent rather than opening accounts themselves.

The route in is published on the MAQIS permit application page: registration as importer, exporter or agent first, permit application second.

Flight day at Dubai and arrival at KLIA

Quick answer

The pet is lodged as manifested cargo at Dubai and travels in a temperature-controlled hold. At KLIA a broker clears the file with MAQIS and moves the animal straight to the quarantine station. Owners do not collect the pet at the airport.

One warning. A pet landing on a Friday evening or into a public holiday can sit longer than the file says, because clearance and transfer need staff on duty. Pick a mid-week arrival.

Three things decide a UAE to Malaysia pet import: the breed, the quarantine slot and the month. Settle all three before booking cargo and the Dubai to KL leg becomes the simple part it looks like.

The Emirates gives you a good flight and a well-run cargo terminal. Malaysia gives you a compulsory week in a kennel and a breed list that catches ordinary family dogs.

Does my pet need quarantine coming from Dubai to Malaysia?

Yes. The United Arab Emirates is not on Malaysia’s scheduled-country list, including in the Department of Veterinary Services notice dated 11 December 2025 that added Bahrain, Singapore and Germany. Under the non-scheduled regulations, a dog or cat arriving in Malaysia is quarantined for not less than seven days, extendable up to six months on risk assessment.

Is a rabies titre test required for a UAE to Malaysia pet import?

The published regulations for non-scheduled countries do not list a rabies antibody titre test. They require a current rabies vaccination with an approved vaccine before export, recorded against the pet’s ISO microchip, plus core vaccines within the preceding twelve months. Confirm the position with MAQIS in writing before setting the vaccination schedule.

Can I bring my German Shepherd from Abu Dhabi to Malaysia?

Only with written approval from the MAQIS Director General, obtained before the permit is applied for. The German Shepherd sits on Malaysia’s restricted breed list alongside the Bull Mastiff, Bull Terrier, Doberman, Perro de Presa Canario and Rottweiler. The dog must be at least three months old and hold a pedigree certificate recording the microchip code, and the Malaysian premises must be inspected.

Why can’t my Persian cat fly from Dubai in summer?

Emirates SkyCargo does not carry snub-nosed cat and dog breeds, or their crosses, except under specific conditions during the winter season from November to April. The restricted cat list includes the Persian, Himalayan, British Shorthair, Exotic Shorthair, Scottish Fold, Selkirk Rex and Burmese. Flat-faced animals are far more vulnerable to heat stress.

Can my pet enter Malaysia through Penang or Johor instead of KLIA?
