Egypt to Malaysia Pet Import: Permits & Steps

Egypt is a non-scheduled country, so a dog or cat lands at KLIA into quarantine for at least seven days. Two things make an Egyptian file different from a European one: a rabies clause the certificate cannot answer plainly, and a rescued Baladi dog with no pedigree to produce. Plan fourteen weeks.

Introduction: most Egyptian files start with a rescue

Egypt is non-scheduled, and seven days is the floor

Malaysia’s December 2025 notice names twenty-two scheduled countries. Egypt is not among them, so the non-scheduled protocol applies. The animal is placed in quarantine on arrival and detained for a compulsory period of not less than seven days.

The Department of Veterinary Services notice dated 11 December 2025 lists the scheduled countries by name. They are all in Europe, plus the United Kingdom and Ireland, New Zealand, Japan, Brunei, Singapore and Bahrain. No African or North African country appears.

Three things follow from that:

  • Quarantine is compulsory, not discretionary. The animal is detained for a minimum of seven days and released once no evidence of infection is found.
  • Seven days is a floor, not a ceiling. Where deemed necessary the period can be extended up to six months on a case-by-case risk assessment.
  • A rabies dose may be given on arrival. The station may vaccinate with an approved anti-rabies vaccine, whatever the export record says.

The rabies sentence Egypt cannot answer plainly

Quick answer

Clause 3.2 of Malaysia’s non-scheduled protocol asks the exporting authority to certify that no case of rabies had been reported in that country during the six months preceding the certificate. Dog rabies is endemic in Egypt, so that sentence has to be raised with MAQIS at permit stage rather than at the certification appointment.

Read the clause as printed. It is not about your animal. It is a statement about the country, and the one line on the form that no clinic and no owner can influence.

Egypt’s position is documented. The Global Alliance for Rabies Control country profile for Egypt records dog rabies as endemic, with an estimated 113 human rabies deaths a year and dog vaccination coverage of 23.70%. Egypt has never undertaken a stepwise elimination assessment. None of that is a reason a pet cannot travel; it is a reason the certificate wording is settled in advance.

In practice the clause goes to MAQIS in writing at the permit application, alongside the animal’s own file, so the authority in Cairo is asked to sign something it can sign. Who signs the Egyptian certificate, statement by statement

Malaysia asks for a veterinary health certificate issued by a competent officer of the exporting country’s government veterinary authority. In Egypt that is the General Organisation for Veterinary Services, working through the governorate veterinary directorates β€” not your own clinic in Maadi or Zamalek.

Baladi rescues and Malaysia’s restricted-breed clause

The Baladi, Egypt’s native street dog, is not named on Malaysia’s banned or restricted lists. The problem is what happens when a Baladi cross reads as a German Shepherd at the counter, because restricted breeds need a pedigree certificate and a rescue has none.

Malaysia assesses the animal in front of the officer, not the description in your file. That is fine for most Baladi dogs, which look like nothing on either list. It is a genuine risk for the upright-eared, tan-and-black rescue that anyone would describe as shepherd-type.

Microchip first, then rabies β€” the order rescues get wrong

Quick answer

Malaysia asks for an ISO 11784 and 11785 compliant microchip and a rabies vaccination given before export. On a rescue the order almost always runs backwards: the animal was vaccinated on the street long before anyone implanted a chip.

A vaccination recorded against a chip that did not yet exist ties the protection to nothing identifiable. Nobody can prove the dose in the card belongs to the dog in the crate.

Two details catch Egyptian files specifically:

  • Chip standard, not just chip presence. Non-ISO chips still circulate. If the chip cannot be read by a standard scanner, it does not count, and the fix is a second ISO chip plus a revaccination in the correct order.
  • Age is often a guess. Rescues rarely have a birth date. Where a restricted breed is in play the three-month minimum has to be evidenced, so the clinic’s estimate must be written into the record, not assumed.

No non-stop Cairo to KL, and a heat window to respect

Quick answer

No airline operates a non-stop sector between Cairo and Kuala Lumpur, so every Egyptian pet connects. Clause 4 asks for the animal to be carried direct to the prescribed landing place, so the shape of that connection is what the paperwork has to survive.

Flight day at Cairo, then quarantine at KLIA

Going back to Egypt: the eleven-month rabies rule

Egypt does not require a microchip for entry, but it does police the rabies date tightly. The vaccination must be within the previous twelve months, and the animal has to arrive at least thirty days before that twelve-month anniversary β€” so in practice, no later than eleven months after the dose.

Most Cairo moves are postings, so the return leg belongs in the same decision. Egypt’s requirements are lighter than Malaysia’s on identification and heavier on timing.

  • No microchip is required on entry. Keep it anyway, because Malaysia’s export process and every onward country will ask for it.
  • Origin and health still have to be certified. The animal must be examined free of infectious disease and come from an area not quarantined for rabies.
