Indonesia holds two very different animal-health realities, and the province your pet is leaving from decides whether the move is straightforward, expensive, or closed before it starts.
Introduction: the country is not the unit that matters
Jakarta to Kuala Lumpur is a two-hour flight on one of Asia’s busiest corridors, so distance is never the problem. What decides an Indonesia to Malaysia pet import is the province the animal sits in, because rabies status and exit rules change across the archipelago.
Most guides treat Indonesia as one origin with one rulebook. That is why owners get a nasty surprise three weeks in.
Indonesia has provinces its own Health Ministry has declared free of rabies, provinces where the disease is entrenched, and one island where dogs and cats have been barred from leaving for over fifteen years. Two owners can start the same week and get different answers.

Is Indonesia a scheduled country for Malaysia?
No. Indonesia does not appear on Malaysia’s scheduled list, including the expanded list the Department of Veterinary Services issued in December 2025. Every Indonesia to Malaysia pet import runs under the non-scheduled regulation, which is the document carrying the arrival quarantine clause.
Malaysia sorts origin countries into two rulebooks by rabies risk. Which one applies changes the certificate wording, the arrival process, and how long your pet is away.
The non-scheduled countries regulation published by DVS carries a country-list notice dated 11 December 2025 that widened the scheduled list to twenty-two countries. Indonesia was not among them, and never has been. Three things follow:
- Quarantine applies on arrival. Clause 5 is compulsory, and the largest cost on most Indonesian files.
- The certificate carries seven statements, not six. Clauses 3.1 to 3.7, the extra one about rabies in the exporting country.
- The breed lists are identical either way. Non-scheduled status changes nothing about which dogs Malaysia admits.
Clause 3.2 is the one to read twice. It asks the exporting government’s vet to certify that no rabies case was reported in that country in the six months before the certificate date. Which Indonesian province is your pet leaving from?
This is the first question we ask on any Indonesian file, before breed and before dates. Indonesia’s rabies picture is provincial, not national, so the province sets the certificate wording, the routing, and in one case whether the move is legal at all.

Read the bottom row first. The WOAH-published position records twenty-five provinces as endemic and nine as free, while Health Ministry declarations since have moved more into the free column. Both are credible, and describe different moments.
That gap is not a technicality. A certifying vet in Jakarta and a permit officer in Sepang may work from different lists, so bring both and let MAQIS say which governs.
Can you fly a pet out of Bali to Malaysia?
Not through the normal channel. Bali has kept dogs, cats and related animals closed to entry and exit since 2008 under a provincial regulation still in force. This is an Indonesian rule, not a Malaysian one, and no MAQIS permit overrides it.
This section ends more Indonesian enquiries than every Malaysian requirement combined, and few owners find it before paying a vet.
Bali’s rabies outbreak began in 2008, and the response was a closure rather than a control programme alone. Bali Governor Regulation No. 88 of 2008, still published by the province’s own agriculture department, closed the entry and exit of dogs, cats and related animals. A ministerial decision that year applied the same closure nationally.
The word “temporary” in that title has stood for over fifteen years. Treat it as the operating position until an Indonesian authority says otherwise.
- Denpasar is not an exit point. The designated animal airports are Jakarta, Surabaya and Medan.
- A domestic leg does not solve it. The closure covers movement off the island, so flying to Jakarta first is the same prohibited step.
- Enforcement is real. Authorities have seized animals moved against the closure.
- Exceptions come from Indonesia only. If one exists, it comes from Barantin and the province in writing, before anything is booked.

What Indonesia issues before your pet leaves
Indonesia’s export chain carries one link most origins do not have. Alongside the vet certificate and the quarantine clearance, a provincial livestock office issues a recommendation letter, and that step is where Indonesian files usually lose their first fortnight.
Since 2023 the authority at the top of this chain has been Badan Karantina Indonesia, the cabinet-level agency that replaced the older quarantine body. The order below is not negotiable.
- Microchip the animal first. An ISO 11784 and 11785 chip is required by clause 2.2, readable and recorded before any rabies dose.
- Vaccinate against rabies with an approved vaccine. Record product, batch and date against the chip number, then leave thirty days before travel.
- Complete core vaccines and parasite treatment. Clause 3.5 asks for core vaccines inside twelve months.
- Apply for the provincial recommendation letter. Processing time varies by province. Start it alongside the rabies interval, never after.
- Get the clinical health certificate from a licensed vet. Issued shortly before departure, it feeds the government inspection.
- Clear the animal through Barantin at the airport. The officer inspects, checks the file and issues the certificate that travels with the crate.
Malaysia adds a timing rule. The health certificate must be exported within seven days of issue, locking the certificate date to the flight date. How long is quarantine on arrival from Indonesia?
The regulation DVS publishes says not less than seven days, extendable to six months on risk assessment. A protocol reported from December 2024 is widely described as applying at least fourteen. Plan for fourteen and ask MAQIS to confirm in writing.
Two figures circulate. Being straight about both beats picking the friendlier.
- Seven days, from the published regulation. Clause 5 sets a compulsory period of not less than seven days, with release depending on no evidence of infection.
- Fourteen days, from a reported December 2024 protocol. Repeated widely, but not visible as a revised clause in the regulation DVS publishes.

Which breeds Malaysia bans or restricts
No Indonesian native breed is banned by Malaysia. The friction comes from imported guarding breeds, which are popular in Indonesian households, and from hybrid cats. Both need written approval, and it must exist before the permit application, not alongside it.
The banned and restricted lists are identical under both rulebooks. What changes is which dogs you are likely carrying out of Jakarta.

The guarding breeds are the ones to plan around. The approval route is workable, and it takes weeks owners rarely allow for. The full chain sits in banned and restricted dog breeds in Malaysia.
Two smaller traps. Malaysia admits no dog or cat under three months, so check a litter against the rules for importing a puppy or kitten. And cats are not dogs with fewer requirements, as the differences between the cat and dog rules sets out.
Flights: how a pet gets from Jakarta to KLIA
Jakarta to Kuala Lumpur takes around two hours and runs many times daily, and Surabaya and Medan connect directly too. The sector is the easiest part of the move. The scheduling constraints come from heat and cargo acceptance windows, not distance.
Compared with a long-haul origin this is a gift. No hub, no re-tender, no third country’s rules on top of Malaysia’s. Three things still need settling at booking:

- Which airport you depart from. Jakarta, Surabaya and Medan are the designated animal points, so owners elsewhere need a domestic leg.
- Crate and weight limits. Airlines price on volumetric weight, and an oversized crate pushes a booking from baggage to cargo.

One seasonal note bites harder here than on colder routes. Both ends are equatorial, so there is no cool season and airline heat embargoes follow time of day, not time of year. Early morning departures are the reliable window.
Who files the Malaysian import permit
MAQIS issues the import permit, and it is filed from the Malaysian side, not from Indonesia. Permits are typically issued a day or two after a complete submission and are valid for thirty days, which makes the filing date a scheduling decision.
The permit worries owners most and gives the least trouble, provided it is filed in the right order: province and breed position, then the quarantine slot, then the permit, then the flight. Filing early burns the thirty-day window.
What MAQIS needs from an Indonesian file:
- Proof of identity. The ISO microchip number, matching every other document.
- Vaccination history. Rabies with product and batch, plus core vaccines inside twelve months.
- Breed approval, where it applies. The Director General’s approval must already exist.
- Arrival details. Flight, date and the quarantine booking.

Quarantine is the largest line by a clear margin, and freight one of the smallest. On a two-hour sector the flight stops being the headline cost, which surprises owners who have priced long-haul moves and expect freight to dominate.
On a London or Toronto file, air freight swallows a third of the bill. On this sector it does not, and the ranking rearranges.

Eight to ten weeks is comfortable from Jakarta, and six is possible on a clean file from a rabies-free province. The floor is set by three steps that refuse to overlap: the province check, the rabies interval, and quarantine at the end.

Read the right-hand column before the middle one. Steps marked parallel are free — a breed approval running during the rabies interval costs no calendar time. Steps marked no are the ones that stack, and they set the floor.
That first row is what makes Indonesia different. On a Japanese or Korean file the classification is known before the call ends. Here it takes a fortnight of asking, and starting the rabies clock first is how owners end up with a clean record and no route.
Conclusion: settle the province before the calendar
Four things decide an Indonesian file: which province the animal leaves from, whether it clears clause 3.2 in the MAQIS view, the breed as written on the paperwork, and a quarantine figure confirmed in writing. Settle those and the rest is scheduling.
