A Qatar to Malaysia pet import needs a MAQIS import permit, an ISO microchip, a current rabies vaccination and a government export health certificate from Qatar's Ministry of Municipality. Qatar is not on Malaysia's scheduled-country list, so every dog and cat serves at least seven days of quarantine at KLIA. Two separate gatekeepers can stop the move: MAQIS on breed, and the airline on breed as well.
Introduction: a seven-hour flight and an eight-week file
Doha to Kuala Lumpur is an easy sector to fly a pet on, because the route is direct and the cargo terminal handles live animals daily. The difficulty is entirely on paper, and most of that paper is settled in Malaysia before anything is booked in Doha.
Families leaving Qatar tend to have a firm date. A contract ends, the shipment gets collected, and the dog or cat is the last item on the list.
That order is the problem. The animal should have been the first item, because the Malaysian end of the file takes longer than the Qatari end and cannot be rushed with money.

Where Qatar sits on Malaysia’s country list
Malaysia’s Department of Veterinary Services reissued its country lists on 13 March 2026. The scheduled list runs to twenty-two jurisdictions and Bahrain is the only Gulf state on it. Qatar is not listed, so quarantine at KLIA is compulsory for every dog and cat arriving from Doha.
Malaysia divides the world in two, and only one side avoids a kennel. A pet from a scheduled country walks out of the airport when the file is clean; everything else is detained.
The March 2026 DVS notice names the United Kingdom, Eire, Northern Ireland, New Zealand, Japan, Sweden, Brunei, Singapore, Greece, Luxembourg, Czech Republic, Malta, Slovenia, Estonia, Bahrain, Austria, Belgium, Germany, Portugal, Montenegro, Bulgaria and Lithuania.
Bahrain’s presence on that list causes real confusion across the Gulf, usually picked up second-hand from colleagues who moved from Manama. Qatar’s status is different, and so is the outcome at KLIA.

The Doha exit: who signs, and how long the signature lasts
The government export certificate comes from the Ministry of Municipality, applied for through the Hukoomi portal or a municipality service office. It costs QR 10 and is valid for fifteen days. A private clinic letter is a supporting document, not the certificate itself.
Malaysia asks for a veterinary health certificate signed by a competent veterinary officer of the government veterinary authority in the exporting country. In Qatar that is the Ministry of Municipality, working through its animal resources and livestock services.
The Hukoomi export certificate service lists what the ministry wants before it signs:
- A copy of the applicant’s Qatar ID, plus commercial registration for a company.
- An animal health certificate for travel from a veterinary clinic, carrying the microchip number.
- The immunisation card, showing the last rabies vaccination’s expiry with the vaccine’s batch and serial numbers.
- A rabies antibody blood test report from an accredited laboratory, required for some destinations.
Two details matter for Malaysia. The ministry certificate is valid for fifteen days, but Malaysia separately requires the animal to be re-examined within seven days of export, and the wider window does not replace the narrower one.

Two breed lists, two gatekeepers: the airline and MAQIS
Your dog must clear two independent breed checks. Qatar Airways publishes its own carriage lists, and MAQIS publishes Malaysia’s banned and restricted lists. A breed can pass one and fail the other, and neither party checks the other’s list for you.

What Malaysia’s health certificate has to certify
Malaysia’s non-scheduled regulations set out seven statements the exporting authority must certify. The one that catches Doha files is the clause about the animal not itself having been imported in the six months before the certificate is signed.
Each clause is a separate factual claim the Qatari authority puts its name to:
- Clinically healthy at certification, with no sign of rabies or infectious disease.
- No rabies reported in the country in the six months before the certificate date.
- Not itself imported into Qatar in the six months before the certificate date.
- Rabies vaccinated before export with an approved vaccine.
- Core vaccines within twelve months, as recommended by a licensed veterinarian.
- Vaccination and treatment history up to date in the record book or pet passport.
- Re-examined within seven days of export, with no clinical signs on shipment day.
The third clause bites hardest in Doha, where the expatriate population turns over quickly. A kitten collected in Europe four months ago cannot leave for Malaysia yet, and the clock runs from the date it entered Qatar.

The fixed clocks nobody can move
Four separate countdowns run on a Doha to KL file, set by three different authorities, and none of them can be extended by paying more. The narrowest is Malaysia’s seven-day examination window, which is why the certificate is the last thing arranged rather than the first.

Quarantine is booked before the permit, not after
Pets from a non-scheduled country are detained for not less than seven days, extendable to six months on risk assessment. The reservation at the station is made fourteen days before the import date, and its number is a condition of the permit application rather than an arrival formality.
Almost every family who contacts us from Doha has already chosen a flight. Very few asked whether the station in Malaysia can take the animal that week.
The KLIA animal quarantine station works on confirmed slots with a paid, non-refundable deposit, and the booking form is completed in person at the station office. Crate, cargo and the direct-landing rule
Malaysia’s regulations require the animal to be carried direct to the prescribed landing place. Doha to Kuala Lumpur is flown non-stop, so this route avoids the transit problem that catches pets routed through a third country.

Qatar Airways’ live animal guidelines also set conditions unrelated to breed. Animals under twelve weeks old are not accepted, a cat or dog more than six weeks pregnant needs a certificate confirming it is fit to travel, and certain breeds move only as cargo under IATA container requirement 82.
The direct sector is the advantage. An eight-week countdown from Doha
On a straightforward file with current vaccinations and an unrestricted breed, eight weeks is comfortable. The first three weeks are spent on decisions rather than documents, which is why files that start late cannot be rescued by working faster at the end.

Arrival day at KLIA
The pet is lodged as manifested cargo in Doha and travels in a temperature-controlled hold. At KLIA an agent clears the file with MAQIS and the animal transfers straight to the quarantine station. Nobody collects a pet at arrivals.
The Malaysian end is fixed in sequence. The consignment is offloaded, the original permit and the health certificate go to the MAQIS officer, and the animal moves to the station, as described in pet cargo at KLIA on flight day.
Two things go wrong here more than anything else. A file that lands without the original permit stalls, and a pet arriving into a weekend or public holiday waits longer than the paperwork suggests, because clearance and transfer need staff on duty.

Cats usually leave Doha more easily than dogs
Malaysia does not ban or restrict any cat breed, so a cat clears the MAQIS gate automatically and only faces the airline’s flat-faced restrictions. The quarantine week, the permit and the certificate are identical to a dog’s.
This is the one genuine asymmetry on the route. A cat owner in Doha satisfies one gatekeeper on breed instead of two, with a narrow exception: Persian, Exotic and Shirazi cats sit on the airline’s flat-faced list and are treated the way snub-nosed dogs are.

Conclusion: clear both gates, then book the flight
Three things decide a Qatar to Malaysia pet import: the breed against both MAQIS and the airline, the quarantine booking number, and the seven-day examination window at the end. Settle all three before cargo is booked and the flight becomes the simple part it looks like.
Doha gives you a direct sector, a professional cargo operation and a certificate that costs almost nothing. Malaysia gives you a compulsory week in a kennel, a breed list that catches ordinary family dogs, and a permit that waits on a deposit paid in Malaysia.

Separately, Qatar Airways does not accept snub-nosed breeds such as the Pug, Shih Tzu or French Bulldog for carriage at all, even though Malaysia has no objection to them.
Do I book the flight or the quarantine slot first?
The quarantine slot. It is booked fourteen days before the intended import date, needs a form completed at the station office and a non-refundable deposit, and produces a reservation number that is a condition of permit approval.
